Background
As per the UNDP/UNFPA Executive Board 2009/8 decision UNDP resumed its operations in DPRK in 2009. All projects implemented by UNDP in DPRK are through direct execution or execution by UN organization. UNDP management set up special procedures to govern procurement (including assets management-installation, location, use, safety, and maintenance), financial, banking, human resources under the unique operating environment within the context of the proposed measures for resumption of UNDP programme in DPRK. With the resumption of project implementation, procurement activities require careful planning and execution to avoid any delays that would impede programme implementation and ensure full compliance with set regulations and policies.
The Procurement Analyst will be providing specialized services to UNDP Country Office and its projects, more specifically in ensuring compliance with the special rules and procedures governing procurement and asset management in UNDP DPR Korea context. Adherence to the new framework will require strengthened CO staff capacities for planning, implementing and monitoring procurement, assets acquisition, installation, safety and maintenance. The quality of these services will significantly impact Country Office’s programme management performance and the organizational reputation in overall.
The Procurement Analyst works under supervision of Operations Manager and liaises closely with the Procurement Support Office and RBAP, HQ to ensure that procurement is carried out in accordance with requirements of special circumstances.
Duties and Responsibilities
Under the guidance and direct supervision of the Operations Manager, the Procurement Analyst supervises the CO Procurement Unit, responsible for effective delivery of procurement services in order to obtain the best value for money in UNDP DPRK and its projects. He/she analyzes and interprets the financial rules and regulations and provides solutions to a wide spectrum of complex issues related to procurement. The Procurement Analyst promotes a collaborative, client-focused, quality and results-oriented approach in the Unit.

The Procurement Analyst works in close collaboration with the Operations, Programme Support, Programme and project teams in the CO, UNDP HQs staff and Government officials to successfully deliver procurement services.
Under the guidance of the related projects managers, and the direct supervision of the Operations Manager, the Procurement Analyst will be managing the procurement services function for the current six projects including the Sustainable Rural Energy (SRED) project.?The Procurement Analyst is expected to work with relative independence, be responsibly innovative and creative in finding solutions to procurement challenges faced by the Country Office.

Under the related Projects Managers guidance and direct supervision of the Operations Manager, the Procurement Analyst will constitute the Projects Procurement Unit, responsible for effective delivery of procurement services in order to obtain the best value for money. He/she analyzes and interprets the UNDP Contacts and financial rules and regulations and provides solutions to a wide spectrum of complex issues related to procurement. The Procurement Specialist promotes a collaborative, client-focused, quality and results-oriented approach in the Unit.

The Procurement Analyst is expected to play a leading role in the UN Common Procurement Task Force for enhancing UN common procurement activities.
Summary of Key Functions:
  • Implementation of operational strategies;

Ensures elaboration and implementation of operational strategies focusing on achievement of the following results:
  • Full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies; implementation of the effective internal control, proper design and functioning of a client-oriented procurement management system;
  • CO Procurement business processes mapping and elaboration/establishment of internal Standard Operating Procedures (SOPs) in Procurement, control of the workflows in the Procurement Unit;
  • Analysis of requirements and synthesis of proposals for cost saving and reduction strategies;
  • Synthesis of proposals and implementation of contract strategy in the CO including tendering processes and evaluation, contractor appraisal, managing the contract and contractor, legal considerations and payment conditions, risk assessment;
  • Implementation of the strategic procurement in the CO including sourcing strategy, supplier selection and evaluation, quality management, customer relationship management, e-procurement introduction and promotion, performance measurement.
Manages and guides procurement processes for CO, DEX projects, Common Services and at the reqeust of other Agencies focusing on achievement of the following results:
  • Timely and duly preparation of procurement plans for the office and projects and monitoring of their implementation.
  • Implementation of proper monitoring and control of procurement processes including organization of RFQ, ITB or RFP, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulation;
  • Review and certification of submissions to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP);
  • Management of procurement contracts and, upon delegation of responsibility, performing the functions of Manager Level 1 in Atlas for Purchase orders approval;
  • Implementation of the internal control system which ensures that Purchase orders are duly prepared and dispatched.
  • Timely corrective actions on POs with budget check errors and other problems;
  • Preparation of cost-recovery bills in Atlas for procurement services provided by UNDP to other Agencies;
  • Implementation of harmonized procurement services, analysis of requirements and elaboration of proposals on common services expansion in the UN House, introduction of joint procurement for the UN Agencies in line with the UN reform.
Ensures introduction and implementation of sourcing strategy and e-procurement tools focusing on achievement of the following results:
  • Development and management of the rosters of suppliers, elaboration of supplier selection and evaluation, quality and performance measurement mechanisms;
  • Management of e-procurement module.
Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:
  • Organization of trainings for the operations/ projects staff on Procurement;
  • Synthesis of lessons learnt and best practices in Procurement;

Background
Under the overall guidance of the RR and direct supervision of the DRR (P&O), the M&E Specialist ensures the effective implementation of the CO's M&E Strategy that is in line with the measures set by the Executive Board for the resumption of UNDP operations in DPRK, development of M&E plan and activities sets appropriate monitoring and evaluation requirements for UNDP DPRK projects and programme, and assumes overall responsibility for M&E related data collection, collation, analysis and reporting (internal and external).
The M&E Specialist ensures that objective evaluations are managed to assess the country programme and project relevance, effectiveness, efficiency, impact and sustainability of results; evaluations are carried out in a credible and systematic manner; evaluation lessons and recommendations are used for programme and project design, contribute to implementation of UNSF priorities and results.The M&E Specialist liaises closely with the Evaluation Office at Headquarters to ensure full compliance with evaluation requirements, including the conduct of mandatory project evaluations.
The M&E Specialist works closely with the Programme and Operations Teams in the CO, RC Office, Government officials, donors and other partners to ensure that thematic, programme and project oversight and evaluations are carried out according to schedules and that findings and recommendations are implemented and followed up.
Duties and Responsibilities

Ensures effective management and implementation of the evaluation process, including quality assurance and effective management of audits in the Country Office, focusing on achievement of the following results:
  • Act as focal point for implementation of M&E assignments, method and tools, as may be necessary based on special circumstances in DPRK;
  • Serves as resource for UNDP evaluation policies, procedures and practices to project managers, UNDP CO staff concerned with evaluation, consultants and others as required;
  • Provides support at the design stage of programmes/projects for setting up a framework with defined indicators to facilitate the evaluation at the later stages;
  • Provides evaluation feedback into policy/project/programme design, including comments on various documents and regularly monitors risk logs of projects;
  • Follows up on implementation of evaluation recommendations; ensuring the optimal use of evaluations by providing guidance in preparation of timely management response to all mandatory evaluations and by developing a communication plan;
  • Organizes, designs, plans and carries out the collection, evaluation, analysis, compilation and dissemination of statistical data as required in the performance of monitoring and evaluation by selecting methods suitable to the special circumstances in DPRK of data collection and for checking collected data;
  • Assesses indicators and systems to measure development results and impact of UNDP DPRK activities and processes to produce evidence-based reports;
  • Acts as critical interlocutor for M&E section of CO audit, monitors implementation of previous audit recommendations and develops follow-up system to provide assurance that all audit recommendations are complied with.
Ensuring effective monitoring and evaluation support towards enhancing the effectiveness of UNDP's coordination role in DPRK, focusing on achievement of the following results:
  • Supports UNDP and RC office in the coordination of monitoring of the UN Strategic Framework (UNSF) and assists in the finalization of UNDP component/participation in the UNSF M&E calendar;
  • Supports the functioning of the M&E theme group, to ensure common understanding and coherent implementation of the M&E system and to improve or develop performance indicators, set baselines and targets at output and outcome level;
  • Supports capacity development of national M&E systems;
  • Assists Senior Management to conceptualize and consolidate progress reports, as well as briefing documents and other publications relating to UN collaborative implementation in the country.
Supporting CO knowledge building and knowledge sharing in the area of monitoring and evaluation, focusing on achievement of the following results:
  • Compiles and disseminates information extracted from all available information management systems in DPRK to Senior Management and other stakeholders as needed;

Background
The UN System in DPRK is seeking to employ a dynamic, IT literate individual to perform functions of Common Services Assistant (CSA) with minimal supervision.
The Common Services Assistant’s principal task is to support the UN Operations Management Team (OMT), the Country Security Focal Point (CSFP) and the Resident Coordinator’s Office (RCO) in DPRK.
Based on the workload review of prior work arrangement, the incumbent duties are now distributed to spend half of his/her time supporting Operations and Security and half of his/her time supporting the RCO.
Duties and Responsibilities
Under the supervision of the OMT Chairperson, the incumbent will:
  • Assist the OMT Chair in preparing Annual workplan of OMT and follow-up its implementation and preparing drafts for reporting to UNCT;
  • Provide secretarial support to the OMT Chair in organizing OMT meetings, including preparing agenda, drafting minutes and monitoring the actionable items agreed upon by OMT, such as following up with UN agencies focal points for inputs, implementation as well as submissions to UNCT;
  • Assist the OMT in coordination and conduct of periodic surveys initiated by International Civil Service Commission;
  • Organize and maintain e-document repository of all OMT/Common Services documents;
  • Assist the OMT in preparing MoUs for common services arrangements and support in monitoring progress of existing ones; assist in preparation of regular reports on common services/harmonization arrangements and its submission to the OMT, proactively engage with OMT members to address any possible constraints;
  • Assist the OMT in identifying and establishing new common services as per the OMT/UNCT work plan including conducting cost-benefit analysis and drafting relevant documents (MoUs; budgets; etc.) for OMT review;
  • Support the OMT in developing proposals for harmonization of administrative and financial practices as per OMT/UNCT work plan;
  • Maintain and update the DPRK international community mailing lists and phone book;
  • Liaise with members of the OMT for coordination of administrative processes (e.g. procurement by one UN agency through another) and coordination of certain common procurement as identified by OMT/UNCT (e.g. for UN dispensary, for UNCT Security Plan);
  • Perform other tasks related to common administration/management, as required.
Under the supervision of guidance of the UN Country Security Focal Point (CSFP) the incumbent will:
  • Assist in tracking internal travel of UN staff members; updating staff lists;
  • Organizing common briefs for new UN staff, assist in the collection of the quarterly incident report, help ensure the warden system remains operational, provide logistical support to the UNDSS Security Advisor during his/her quarterly visits to DPRK;
  • Assist in the conduct of staff safety related activities, such as fire drill, training etc.;
  • Perform any other security related tasks, as required.
Under the direct supervision of the RC Officer, the incumbent will: 
  • Maintain the RC archives and a library of UN and external publications on DPRK, up to date briefing kits to donors and other visitors;
  • Assist in preparation of annual UNCT retreats to review the UNCT’s annual workplan and progress achieved;
  • For purposes of transparency, structure and maintain systematic information on UNCT activities including RCO Archives, coordinating inputs from UNCT technical staff;
  • Assist in preparation of information & advocacy products, such as situation reports, bulletins, and appeals in consultation with UNCT members and partners including OCHA;
  • Ensure that the DPRK Website is constantly up to date with information in consultation with ICT Specialists;
  • Arrange public events in support of UNCT activities, e.g. UN Day;
  • Analyse and research information on donors, prepares briefs on donor strategies and national development strategies;
  • Coordinate the substantive preparations of donor meetings;
  • Support the theme groups with secretarial services as required, including during emergency response situations as outlined in the Standard Operating Procedures (SOP) as applicable in the vent of disasters;
  • Perform any other tasks as required by the UNCT / RCO annual workplan.
Timeframe and working arrangements

UNDP will enter into an Individual Contract with the selected candidate for the period until December 31, 2013. It is expected that the Individual Contractor works in the office from Monday to Friday, except UN Holidays, and within normal working hours of 9am to 6pm (full time basis).
Payment terms

The consultant will be paid on a daily basis. Payment will occur monthly in Euro within the next 15 days of each month. During the first 5 days of each month, the Individual Contractor should provide a time sheet reflecting the effective number of days worked on the previous month authorized by his/her supervisor, in order to get the corresponding payment.

The programme objective are a) to contribute to the reduction of transmission, morbidity and economic loss related to malaria and b) to prevent, promote and control tuberculosis in DPR Korea. The specific objectives include:
  • To ensure effective planning and implementation of the Global Fund Grants in DPR Korea
  • To coordinate with the National Malaria and TB Control Programmes to ensure smooth and effective implementation and timely reporting
  • To assist in managing the Global Fund Grants
  • To represent WHO as the Sub-recipient of the Global Fund Grants.
Description of duties:
Under the direct supervision of the WR DPR Korea and with support from AO and the guidance of the Project Manager the incumbent shall serve as the administrative and finance focal person for the Global Fund Grants for which WHO serves as the Fund Sub-recipient (SR).
The incumbent will manage financial arrangements of the project in collaboration with the national programme officers.
The incumbent will work in a collaborative manner with the UNICEF country office that serves as the Principal Recipient (PR) and the National Malaria and TB Control Programmes.
Specific duties to be carried out by the incumbent are as follows:
1. Develop/strengthen project financial standard operational procedure (SOPs) in line with Global Fund, UNICEF (PR), WHO criteria
2. Liaise with national staff of TB and Malaria programmes and PMU of MOPH on all administrative and financial issues relating to the management of the GF project
3. Review the budget and plans, including detailed budget breakdown submitted by the Project Management Unit (PMU) of the MOPH for all planned activities
4. Review and assist in the disbursement of transactions to the PMU based on the approved project workplan and budget
5. Review and monitor all claims/vouchers/transactions submitted by the PMU to ensure compliance with the rules and regulations by WHO and by grant agreements with UNICEF
6. Provide regular updates on the financial situation and variance analysis based on financial reports from PMU according to project workplans & budget plans
7. Ensure timely submission of quarterly financial reports and disbursement requests to UNICEF to fulfill the requirements of performance based funding
8. Maintain the financial/account management system
9. Provide technical support to the PMU (upon request) and monitor the PMU financial and accounting performance
10. Manage salary payments of the project team through WHO Global Management System
11. Provide logistic support for travel, leave, benefit, of the project team and procurements for which WHO is responsible as per WHO criteria
12. Perform any other tasks assigned by the supervisor.
REQUIRED QUALIFICATIONS
Education:
Essential: University degree in Business or Public Administration or Commerce with specialization in Finance, Accounting or Financial Management.
Desirable: Advanced degree in business management is an asset.

Experience:
Essential: At least 5 years of experience including at least 2 years at the international level in accounting and financing.
Desirable: Working experience with UN agencies or Global Fund related activities is an asset. Experience in the WHO global management system (GSM) is an asset.
Languages:
Excellent command of written and spoken English.
Annual salary:
(Net of tax)
USD 56,091 at single rate
USD 60,091 with primary dependants
Post Adjustment:
56.60 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
