Background Information - Afghanistan
Afghanistan
With more than 10 years of experience in the country, the UNOPS Afghanistan office supports national reconstruction and development efforts by providing projects with goods and services - from stand-alone, one-off solutions to long-term management and capacity development support. Based in Kabul, UNOPS in Afghanistan has sub-offices in every region of the country. The team implements projects in support of the Afghanistan National Development Strategy, in a wide range of sectors including infrastructure, education, environment and agriculture, and governance and rule of law.
Functional Responsibilities
Accreditation
  • Assist in accreditation of mine action organizations;
  • Assist in maintenance of Afghanistan Mine Action Standards and guidelines for the accreditation of mine action organizations;
  • Assist in chairing the work of the accreditation body, ensuring that the system is being applied in a fair and equitable manner, and that accreditation does not interrupt or delay mine action projects;
  • Ensure that appropriate follow-up action is taken on the accreditation body’s recommendations.
Monitoring
  • Assist n monitoring of mine action organizations that complements the procedures for accreditation and post-clearance inspections;
  • Specify the Afghanistan Mine Action Standards and providing guidelines for them monitoring of mine action organizations in close coordination with the Chief of QM;
  • Monitor the work of the monitoring body, ensuring that the monitoring system is being applied in a fair and equitable manner, and that monitoring does not interrupt or delay mine action operations;
  • Monitor the external and internal monitoring bodies as required.
  • Ensure appropriate follow-up action is taken on the monitoring body’s recommendations in close coordination with the Chief of QM.
Post-clearance inspections:
  • Ensure that the post clearance inspection requirements are clearly stated in contracts and statements of work in accordance with AMAS;
  • Specify criteria, for applying levels of land use where necessary to be used in the sampling methodology in accordance with AMAS;
  • Provide guidance on any specific corrective actions to be taken by mine action organizations, e.g. following an inspection which finds a critical non-conformity;
  • Specify the standards to be applied for the documentation of inspections, results and corrective action;
  • Make sure that all QC related documents and reports are reviewed and verified prior to be entered into the information management system;
Quality improvement
  • Quality Management Officer is responsible to identify critical problems/issues throughout the MAPA, assist CoQM to plan, manage and conduct Quality Circle meetings for each problem/issue in order to bring improvement and solve the problems by coordinating the efforts of professional MACCA / MAPA staff in related fields.
  • Responsible for follow up on the implementation of Quality Circle meetings recommendations and final decision approved by MACCA management.
Investigation of incident/accidents
  • Assist CoQM to Plan, manages and or conducts Board of Inquiry investigations of both the accidents and any in-compliance with the requirement of accreditation.
  • Assist CoQM to oversee the process of investigation, analysis of the findings,development of lessons learned and follow up on the implementation of corrective and preventive actions.
  • Assist n identifying training needs of QM staff, coordination of training programme to develop their and qualification in their related field of activities;
  • Assist in on the job training through structured in-house workshops or reviews and presentations, but could also involve identifying and costing external sources;
  • Provide advice to the Chief of QM on quality management strategies, aims, goals and objectives for the programme.
  • Represent QM department at various meetings as required by the Chief of QM;
  • Represent Chief of QM in his absence.
Others:
  • Assist in identifying training needs of QM staff, coordination of training programme to develop their and qualification in their related field of activities;
  • Assist in on the job training through structured in-house workshops or reviews and presentations, but could also involve identifying and costing external sources;
  • Provide advice to the Chief of QM on quality management strategies, aims, goals and objectives for the programme.

Education/Experience/Language requirements
  • Bachelor’s Degree in socialscience, management, engineering or any relevant field is required; Or ProfessionalCertificate in Quality Management. Master’s degree is an asset.
  • Minimum 4 years experience in quality managementor any other relevant field.
  • Understandingof UN system, policies, and coordination mechanisms an asset
  • Trainingin landmine and unexploded ordnance disposal techniques, as well as theapplication of various clearance technologies is desirable
  • Sound knowledge of computers including Word,Excel, and Access.
  • Proficiency in English and national languages (Dari & Pashto).
