RESPONSIBILITIES
This is a project post to contribute to Greening Economies in the Eastern Neighbourhood (EaP-GREEN) Project, European Union (EU), UNEP, OECD, UNIDO, UNECE in collaboration with other partners will provide support to countries to policy development and demonstration activities. UNEP is leading the project activity component to support European Union (EU)'s Eastern Neighbourhood countries to develop a strategic framework for Sustainable Consumption (SCP) and Production/Green Economy.
Within the context of this project, the Associate Programme Officer will provide substantive support for the project implementation and be responsible for the following assigned duties: i) conduct research on SCP in the ENPI countries, ii) provide administrative and substantive support at consultations or meetings, conferences, and workshops, and iii) assist with outreach activities.
More specifically, the Associate Programme Officer will be responsible for the following:
Supports the programme staff in the work with project partners to facilitate the development and implementation of the project by:
a) drafting contracts for project implementation;
b) monitoring the preparation of regional and national research on SCP and Green Economy;
c) identifying problems and issues to be addressed and recommending corrective actions;
d) liaising with relevant parties regularly;
e) identifying and tracking follow-up actions.
Provides substantive support for the overall project coordination by:
a) reviewing and analysing emerging issues and trends,
b) participating in evaluations or research activities and studies.
Assists with outreach activities by:
a) reviewing the research draft prepared by experts;
b) reviewing relevant documents available for the region;
c) collecting data available in Russian language;
d) liaising with relevant parties. supporting the development of training workshops, seminars, etc.;
e) participating in and helping in the preparation of and delivery of presentations on assigned topics/activities related with climate change and resource efficiency.
Participates in field missions with substantive staff, including provision of substantive and administrative support, data collection, etc.
Contributes to the preparation of various written outputs, e.g., draft background papers, analytical notes, sections of reports and studies, inputs to publications, websites, etc.
Provides administrative and substantive support to consultative or other meetings, conferences, workshops by;
a) proposing agenda topics,
b) identifying and proposing participants,
c) assisting in the preparation of background documents and presentations, handling logistics, etc.
COMPETENCIES
Professionalism - Expert command of project management. Familiarity with UN administrative rules and procedures is an asset. Ability to carry out independent research and analysis, identify issues, and recommend solutions; proven analytical skills. Client orientation - Ability to identify clients' needs and appropriate solutions; ability to establish and maintain productive partnerships with clients. Communication - Proven ability to write in a clear and concise manner and to communicate effectively orally. Teamwork - Strong interpersonal skills; ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity
EDUCATION
University degree in administration, environmental management, sustainable development, economics are required. A specialisation in energy efficiency/resource efficiency is an advantage.
WORK EXPERIENCE
A minimum of two years of progressively responsible experience in project/programme management in the field of environment. Working experience in United Nations is required.
LANGUAGES
Fluency in oral and written English is required. A working knowledge of Russian is required.
