DUTIES AND RESPONSIBILITIES
Under overall guidance of the RNE-ADG and the supervision of the FAO Programme Coordinator (PC) in the Kingdom of Saudi Arabia (KSA) and the technical guidance of the Lead Technical Unit (LTU), the Project Manager (PM) is responsible for all FAO inputs to the project as well as technical implementation of its activities. ). The Project Manager works in collaboration with the
National Sub-Programme Supervisor (NSPS), and the National Project Director (NPD) and the General Directorate of Plant Protection (GDPP) of the Ministry of Agriculture (MoA). In particular, for the incumbent :
  • advice in all matters related to the project's implementation, by providing administrative and technical guidance for the execution of the Ministry of Agriculture's policies;
  • liaise between the FAO Programme Coordination Unit (PCU) in KSA and the GDPP to ensure the flow of cooperation and coordination in the implementation of the project;
  • monitor the project budget and prepare yearly expenditure plans;
  • prepare project progress reports to review and monitor the outputs and results of the project against agreed work plan, and
  • identify constraints and issues that require timely resolution and corrective actions;
  • review the progress made in the implementation of the project and lessons learned and make recommendations for improving the performance and the necessary adjustments to the work plan and budget;
  • prepare detailed project annual work plans in collaboration with stakeholders, and make necessary arrangements for their successful implementation in a timely manner;
  • manage the purchasing and maintenance of equipment and supplies;
  • coordinate activities of the project's experts and international consultants;
  • prepare and deliver training and study tours, and participate in the selection of the host countries and institutions;
  • perform any other related duties as required.
MINIMUM REQUIREMENTS
Candidates should meet the following:
  • Advanced university degree in crop protection and/or plant protection and/or ecology or a related field;
  • Seven years of experience in ecology-based integrated pest management and/or formulation and field implementation of biological control including working with the farmers and extension personnel;
  • Working knowledge of English
SELECTION CRITERIA
Candidates will be assessed against the following:
  • Extent experience in field implementation of Integrated Plant Management (IPM) programmes
  • Extent and relevance of academic qualifications
  • Proven ability to work independently and in multi-disciplinary teams, to prioritize tasks, and deal promptly with urgent issues
  • Demonstrated experience in providing policy advice to governments, national institutions and donors
  • Excellent communication skills both orally and in writing including the ability to write concise technical reports
  • Familiarity with FAO project implementation rules will be considered a strong asset
  • Knowledge of Arabic is considered a strong asset
  • Please note that all candidates should possess computer/word processing skills and should be capable of working with people of different national and cultural backgrounds.
  • The length of appointment for internal FAO candidates will be established in accordance with applicable policies pertaining to the extension of appointments
