PURPOSE AND SCOPE OF POSITION
The candidate is expected to provide project preparation and implementation support as well as analytical support to the task teams dealing with transport sector projects in the World Bank's Colombo office and thereby strengthen the team's capacity to help guide the borrower achieve their Project Development Objectives in the most efficient and timely manner. To this end the candidate is required to work as an integral member of the relevant task teams and would thus provide relevant analytical, technical and operational support on a day to day basis to the team and participate in all phases of the project delivery cycle, namely in the preparation, appraisal, supervision and completion of all transport projects in the Sri Lanka portfolio. Geographically, the projects cover all provinces of the country; and thus will require travel to these regions as and when required.
The Operations Analyst/associate will provide substantive analytical, research and knowledge management support to the Transport team in its mission to reduce poverty by supporting reforms and facilitating investment to address critical bottlenecks to growth. In this regard, the candidate will be required to liaise with government ministries and agencies, implementation units, consultants engaged by the government and contractors.
Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3 year term appointment.
Duties and Accountabilities:
(a) Project Preparation: Reviews project feasibility and other relevant study reports prepared by the clients and their consultants, and advises the Task Leaders to ensure appropriate technical quality and consistency in the project; participates in preparation and appraisal work, including evaluation of financial and management procedures, and preparation of project cost estimates; provides guidance and assistance to the borrowers/implementing agencies in preparation of project implementation plans, procurement schedules, progress monitoring and reporting formats etc.
(b) Project Supervision: Follow up on implementation progress of on-going project activities by regular liaison with the implementation agencies and undertake field visits to all construction sites periodically to oversee the progress on the ground and review compliance of works to the signed contract and also with Bank's safeguard policies. During such visits the candidate would examine the quality of work, contract management and supervision aspects, quality control and quality assurance practices and review and discuss monthly progress reports and identify any discrepancies during the field visit if any. The candidate will also be required to participate in preparation and supervision missions and provide inputs in the preparation of Aide Memoirs and to produce reports as required by the task team.
(c) Analytical and Advisory Work and Knowledge Management : engage in the collection of data, analysis and assist the preparation of the Bank's Analytical and Advisory work in the transport sector as and when required. Based on sector work already completed and available statistics, develop and maintain a basic data base and models for the key characteristics of the road transport sector; assist in research and preparation of strategy and policy notes and papers; keep abreast with latest social and environmental practices for infrastructure projects, and ensures adequate consideration of these issues in project planning, design and implementation.
Selection Criteria:
1. Qualifications: Masters degree in Business Management, Economics or Finance, or Transportation Management.
2. Experience: Two years of relevant experience in the field of transport in all or some of the following aspects - planning and designing, research, economic and financial modeling/evaluation, progress/performance monitoring, sector studies, procurement and contract management.
