Purpose of the Position
Under the direct supervision of the Supply & Logistics Manager, responsible for planning distribution of UNICEF's supplies in support of the Country Programme.
Key Expected Results
1.Participates in Country Programme strategy planning preview and review meetings to advise on supply distribution to all project sites.
2. Develops and implements logistics planning through coordination with Operations/Programme sections, provides technical advice/supervises logistics arrangements, facilitating efficient clearance, storage and distribution of supplies and equipment to end-users from ports of entry and warehouses.
3. Maintains contact with the Supply Division, Copenhagen, on supply policies. Interprets and advises the country office and Government on policies and procedures, impacting on offshore/local procurement and delivery and utilization of UNICEF supplies and equipment. Maintains appropriate links with Copenhagen on trans-national shipments and delivery.
4. Conducts market research, identifies and recommends potential local carriers. Maintains commodity files and evaluates local supply sources. (competitive pricing, product quality and timely delivery).
5. Oversee warehouse operations and be responsible for providing timely and accurate information to Programme Staff on warehouse stocks to ensure timely distribution of warehouse items.
6. Maintains contact with customs and immigration officials, initiates preliminary supply clearance documentations to facilitate timely customs clearance of supplies and equipment, in keeping with established protocol.
7. Advises Copenhagen on quality deficiencies and on the appropriateness of goods, as well as on claims issues arising from shipments and handles local procurement claims.
8. Responsible for the monthly inventory of all UNICEF's Chad warehouses.
9. Undertakes field visits to project sites and sub-offices to inventory and monitor supply inputs. Proposes corrective actions to improve logistical procedures. Prepares trip report for the head-of-office.
10. Identifies training needs and develops training activities in logistics management for UNICEF's staff/consultants and counterparts, designed to improve supply delivery.
Qualifications of Successful Candidate
Advanced University Degree in transport or logistics operations/management, supply chain management or other relevant field or other academic qualifications in areas such as business administration, engineering and extensive relevant experience;
  • A first level University Degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced University Degree* Five years of professional work experience in logistics management at the national and international levels, two years of which should be in developing countries. Fluency in English/French and a second UN language required. Knowledge of the local language of the duty station is an asset. Competencies of Successful Candidate i) Core Values (Required)

  • Computer skills, including internet navigation, and various office applications. Remarks Post is office-based, with frequent travel to project sites and sub-offices. If assigned to an emergency relief operation, incumbent is expected to perform the above functions under severely reduced working conditions, related to office accommodations, procedures, workload, mobility, and institutional and personal safety. Ndjamena, Chad is a NON-FAMILY duty station.
