Background
The Government of Mozambique (GOM) requested the Least Developed Countries Fund (LDCF) to support a Full-Sized Project (FSP) to implement NAPA Priority 3 “Reduction of climate change impacts in coastal zones”. The objective of the project “Adaptation in the coastal zones of Mozambique” is to develop the capacity of communities living in the coastal zones of Mozambique to manage climate change by: i) developing the capacity for climate risk analysis, generating climate change risk analysis and mainstreaming it into policies, investment plans, sector budgets and livelihood strategies at the national and sub-national level, and ii) piloting measures to improve livelihood resilience to climate change.

The project seeks to generate policy-relevant information to help mainstream climate change adaptation into the national planning processes and will promote four types of adaptation interventions: livelihoods enhancement; livelihoods diversification; eco-system protection and enhancement; and community-level infrastructure projects. These approaches will build up financial, natural, physical and social capital of the pilot communities. In relation to community-level investments, the project will benefit over 10,000 households in seven communities in three coastal Provinces in Mozambique. In relation to climate-resilient enterprise development, the project will benefit 5,000 households, using a proven micro-financing model in Mozambique, which disburses financial support and capacity development.

The project proposes to use micro-financing as a vehicle to facilitate household-level adaptation in rural communities, specifically through enterprise development, using the successful micro-financing and capacity development BIFSMO modeled in the recent past. UNDP, in partnership with UNCDF, has been active in providing policy advice, technical assistance, and investment funds to promote an inclusive financial sector from 2007 to 2012 through the Building Inclusive Finance Sector in Mozambique (BIFSMO) project. The main indicator of vulnerability reduction will be changes in income, and the project target will be an increase in income by 50% in 50% of households.
Duties and Responsibilities
The International Consultant will provide high-level technical support to the project team, in view of establishing the mechanisms, operational standards, and reference documents, necessary for national implementation of outcome 2 of the above mentioned project.

The main impact of Outcome 2 achievement will come from the implementation of household-level and community-level adaptation measures. Micro-financing institutions will be the delivery agents at the household level, providing credit and other financial products such as insurance to start-up climate resilient enterprises that can generate livelihoods and income less affected by climate change. For community-level adaptation measures, grants will be supplied for infrastructure and eco-system protection and enhancement.

By provision of top quality and sound policy advice services to the Government, project coordination and facilitation of knowledge building and management in the use of finance as a tool for climate change adaptation to ensure effective technical support to management and implementation of the outcome 2 of the Adaptation in the coastal zones of Mozambique project. The consultant is expected to provide technical advice on strategic direction of the project outcome 2 and establish linkages and partnerships through the following activities:
  • Ensure provision of top quality technical advisory services and facilitation of knowledge building and management focusing on Micro-finances interventions;
  • Provide implementation support, translating the PRODOC orientation, priorities and expected results into local interventions, in close coordination with project management; ensuring meeting the project objectives and results;
  • Capacity-Building of Financial Services Provider (FSPs) and related counterparts;
  • Support the establishment and monitoring of financial mechanisms suited to the FSPs, in line with central bank rules and international standards, as well as project monitoring and evaluation of the component identification of operational and financial problems, development of solutions;
  • Coaching and training of national counterparts and national expert on inclusive finance tools and methodologies in the context of climate change adaptation, ensuring effective sustainability of the established mechanisms;
  • Identify opportunities for inclusion of vulnerable, e.g. women and youth as well as the SMMEs;
  • Identification of possibilities for further joint programming to scale up positive results from the project, and technical support for preparation of up scaling/new proposals and resource mobilization in the thematic area;
  • Other responsibilities and perform others duties upon the supervisor’s request;
  • Specific activities are detailed in point E of the present TOR.

    Required Skills and Experience
    Education: 
    • Master's degree in development studies, banking, finance or related field.
    Required Experience:
    • Minimum of 10 years relevant work experience in microfinance institution, banking and finance sector at a managerial position;
    • Experience in microfinance sector and or knowledge of due diligence is an advantage;
    • Experience in project management;
    • Previous knowledge of the microfinance sector in Mozambique will be an asset.
    Language Required: Fluency in English and Portuguese both written and verbal.

    Selection Criteria:
    Technical Proposal: 60%

    • Criteria C: link with existing experiences/ Knowledge of institutional, policy and capacity analysis in the country;

    Deliverables
    • 1st month: MF needs assessment in Inhambane, in Zambezia, in C. Delgado;
    • 2nd month: Development of procedures & methodological tools;
    • 3rd month: Proposal on MF information tools & portfolio management;
    • 4 month: Trainings done in 4 pilot communities;
    • 5 month: Trainings done in 3 pilot communities;
    • 6 month: Community level adaptation investment plans developed for small-scale, targeted and prioritized in four of the seven pilot communities, based on cost and technical feasibility analysis;
    • 7 month: Community level adaptation investment plans developed for small-scale, targeted and prioritized in three of the seven pilot communities, based on cost and technical feasibility analysis;
    • 8 month: Micro financing implemented in 4 pilot communities.
