HR Specialist/Senior Associate - Labor Relations
Established in 1959, the Inter-American Development Bank (IDB) is today the main source of multilateral financing for economic, social and institutional development in Latin America and the Caribbean. It provides loans, grants, guarantees, policy advice, and technical assistance to the public and private sectors of its borrowing member countries.
The Human Resources Department seeks an experienced professional to serve as Human Resources Specialist/Senior Associate (Labor Relations), reporting to the Chief of the Policy and Labor Relations Unit (HRD/PLR).
HRD/PLR provides specialized services in preventing and resolving work-related issues and grievances by providing advice and intervention on labor relations, anticipating conflicts at the earliest stages, and interceding to resolve them. It provides advice to the Human Resources Department (HRD) Management on Corporate Matters on which the Department's opinions are sought or where strategic policy advice is required. It also formulates and/or ensures the update of the Bank's HR Staff Rules, coordinating their design, approval and dissemination and administers the Personnel Policies Manual, monitoring its corresponding maintenance and updating.
The HR Specialist/Senior Associate (Labor Relations) provides technical advice to the HRD/PLR Unit Chief, HRD Management and HRD peers on policy aspects related to employment issues. S/he also provides technical advice in the preparation and interpretation of employment-related documents and corporate issues as they relate to the HRD functions, and participates in the review of Bank personnel policies and procedures.
KEY RESPONSIBILITIES:
  • Participates and collaborates with HRD Officers, HRD Management and client areas within the organization on matters related to personnel policies, employment, benefits, salaries and insurance benefits. Drafts policy modification for the review and application of Bank policies, rules, regulations, guidelines, manuals, and related policy documents on these personnel activities.
  • Provides support and assistance in reviewing regulations applicable to benefits, general immunities, and privileges of national and international staff in comparative organizations and within national legislation in member countries.
  • Provide technical advice in the preparation of grievance documents to ensure that staff cases are consistent with Bank's policies and guidelines. Assists in the applicable policy and regulation research, previous cases and practices for the adequate management of ongoing grievances by employees. Drafts responses for managerial review and approval for claims presented within the Bank's grievance system.
  • Prepares appropriate documents for review by HRD Management, as well as Bank stakeholders regarding corporate matters in which HRD intervention or opinion is being sought. Drafts documents for various personnel actions, including, but not limited to, complex transfer, hiring and performance cases for both national and international employees and mutually-agreed separation agreements.
  • Conducts negotiation process, within established Bank staff rules and policies, regarding mutually agreed separation, including the administration of personnel and staff benefits. Maintains a record of agreements and a database thereof, as well as a budgetary control for HRD Management review and control.
Education: Master's degree in Human Resources, Juris Doctor, or Master's degree in a relevant professional field from an accredited school in a member country of the Bank.
Experience: Minimum four (4) years of professional experience, with at least 2 years at the International Level. Formal training or relevant experience in labor relations area is preferred. Knowledge of IDB's staff rules and grievance system is desirable.
Languages: Fluency in English and Spanish is required. Working knowledge of French is desirable.

  • Project Management. Collaborates with clients/stakeholders to define objectives, deliverables and timelines for specific HR projects and initiatives.
  • Coaching and Consulting. Provides advice, guidance and suggestions for fit individual, team or organizational needs.
