Background Information - MAC
Mine Action Cluster Based in New York, the UNOPS Mine Action Cluster provides a range of mine action services in emergency and post-conflict settings, on behalf of the United Nations, governments and other partners. Established in 1997 and part of the UNOPS Global Partner Services Office, the Mine Action Cluster has helped partners significantly improve the lives of people in more than 30 countries around the world. It delivers fast and efficient procurement, recruitment and management services to facilitate humanitarian aid and launch emergency mine clearance. The cluster is also responsible for the administrative oversight of its field offices, in line with partner requirements and UNOPS rules and regulations.
Functional Responsibilities
The Human Resources Analyst is responsiblefor the effective management of the human resources, the facilitation of knowledge building and knoweledge sharing, and the implementation of HRstrategies and policies:
Provides support to effective human resources management focusing on achievement of thefollowing results:
  • Managementof actions related to the project's human resource activities, e.g.,recruitment (including annual recruitment plans), job descriptions, job classification, vacancy announcement, screening of candidates, organization of interview panels, placement, performance appraisal, job classification reviews,separation of staff members, training etc., ensuring consistency in the application of UNOPS rules and procedures.
  • Oversight of recruitment of UNOPS project personnel.
  • Information and advice to UNOPS personnel on the conditions of service,duties and responsibilities, and privileges and entitlements under the UN Staff Rules and Regulations.
  • Support to management of entitlements and position funding delegated to the HR Unit.
  • Development and management of rosters.
  • Informationand supports planning of Regional Office or Project staffing needs for inclusion in the staffing table.
  • Liaison with UNDP and other UN agencies as and when appropriate to ensure consistency with other UN–wide regulations and rules.
  • Preparation and/or review of human resources submission requests to HQCPC, in accordance with relevant Procurement/HRguidelines.
  • Assistance in the planning and development of the HR components of the office's annual report.
Provides support to proper performance management and careerdevelopment focusing on achievement of the following results:
  • Support to the implementation of the protoco lfor performance appraisal process, facilitation of the process.
  • Support to effective learning management including establishment of the office Learning plan and individual learning plans in collaboration with the Senior Management.
  • Provision of effective counselling to personnel on career advancement, development needs, learning possibilities.
  • Implementation of strategic staffing policies in line with career development.
  • Provides support to knowledge building and knowledge sharing, focusing on achievement of the following results:
  • Organization of training for the projects personnel on HR-related topics.
  • Sound contributions to knowledge networks and communities of practice.
  • Synthesis of lessons learnt and best practices in human resources
Provides support to the implementation of HR strategies and policies focusing on achievement of the following results:
  • Full compliance of HR activities with UN rules and regulations, UNOPS policies, procedures and strategies;
  • effective implementation of the internal control, proper design and functioning of the HR management system.
  • Regional Office or Project HR business processes mapping and elaboration/establishment of internal Standard Operating Procedures(SOPs) in HR management, control of the workflows in the HR Unit.
  • Analysis and elaboration of proposals on the strategic approach to recruitment in the Regional Office or Project, proper use of contractual modalities, forecast of the staffing needs, performance evaluation and career development management.

Education/Experience/Language requirementsEducation: Master’s Degree or equivalent in Human Resources, Business Administration, Public Administration, or related fields plus five years or experience required. Bachelor’s Degree with additional two years of relevant working experience may also be considered. Experience:
  • 5 years of relevant experience is required at the national or international level in HR providing advisory services and/or managing personnel and operational systems.
  • 5 years of hands-on experience in MS-Office or similar applications.
  • Knowledge of UN/UNOPS HR rules and regulations is highly desirable.
  • Experience in UN administrative procedures will be an advantage.
  • Knowledge of UN/UNOPS rules and regulations is desirable.
  • Prior experience in Humanitarian Mine Action is an asset. 
    Language: Fluency in English, both oral and written.
Knowledge/fluency in French is desirable.
