Organizational Setting and Reporting
This position is located in the UNPAN Management Unit of the Office of the Director of the Division for Public Administration and Development Management of the United Nations Department of Economic and Social Affairs and the incumbent reports to the Director.
Responsibilities
Within the delegated authority and under the direct supervision of the Director of the Division, the Governance and Public Administration Officer will focus on areas of governance and public administration with an emphasis on e-governance, open government data and coordination of the activities of the UNPAN (United Nations Public Administration Network) and UNPAN Management Unit (UMU):
(a) Undertakes substantive research and drafts specified inputs to studies, and preparation or review reports and publications, particularly the UN e-Government Survey; Participates in the conception, planning and management of expert group meetings, seminars; Prepares and contributes to the preparation of reports on governance and public administration, especially on e-governance, open government data and knowledge management in government; Attends international, regional and national meetings to collect information and to hold discussions with colleagues in other institutions; Participates in the formulation, organization and management of mandated programmes of e-governance and related areas, and in the formulation of possible strategies, policies and actions for adoption by individual countries and/or the international community; Prepares briefing notes and speeches for senior staff and makes presentations for specialist or non-specialist audiences; (b) Provides substantive support on e-governance, open government data and knowledge management in government to intergovernmental bodies such as the General Assembly, the Economic and Social Council, the UN Committee of Experts on Public Administration, and the Commission on Sustainable Development; Represents the Division at international, regional and national meetings on governance and public administration; (c) Coordinates the activities of the UNPAN and the UNPAN Management Unit; Provides inputs of the Unit in the formulation of the medium-term plan, the programme of work and the budget of the Unit; Maintains records and data related programmes within his/her responsibility and maintains the divisional databases. Enters information and documentation in the UNPACS and UNPAN portals; Provides technical support and training to the UNPAN portal; and Performs other related duties as required.

Education
Advanced university degree (Master's or equivalent) in the field of public policy, public administration, law or international relations or in a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five years of progressively responsible experience in the area of governance and public administration with an emphasis on e-governance, open government data, knowledge management in government or information and communications technology (ICT) for development related issues is a requirement. Experience in web/database management; and/or experience in ICT related institutions or international organizations is desirable. Qualifying years of experience are calculated following the receipt of the first-level university degree recognized by the United Nations.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised fluency in oral and written English is required. Knowledge of another official UN language is desirable.
Assessment Method
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
