Purpose of the Position
Under the overall guidance of the Deputy Representative, accountable for the development, design, planning, implementation and management of the Child Protection programme within the country programme. As head of section, direct, lead and manage a group of professional and support staff to develop, manage and administer the Child Protection programme. Promote intersectoral partnerships and programming platforms in order to ensure that progress in child protection benefits other programmes, in particular Education, Social Protection, Health, Nutrition, Water and Environmental Sanitation, and similarly, progress in other sectors benefits child protection. Works closely, in Disaster Risk Reduction and Emergency Preparednesss and Response, with the Protection clusters within the inter-agency standing committee (IASC).
Key Expected Results
1. Timely sectoral analysis, input and guidance provided for the Situation Analysis, and its periodic update, based on use of determinant framework and barrier/bottleneck analysis, in order to pursue evidence-informed, gender-sensitive and equity-focussed effective programme planning, development and management.
2. Integrated Child Protection systems, strategies, methodologies and new approaches are developed and promoted with government, key development partners and major stakeholders, framed within a human rights-based approach and driven by results-based management.
3. High level technical advice provided to government and non-government organizations at all stages of the programme cooperation, including capacity building of government officials, frontline child protection workers.
4. Effective partnership and collaboration are achieved and maintained for advocacy, technical cooperation, programme coordination, information sharing and knowledge networking
5. Monitoring and evaluation of programme performance is properly undertaken for adjustment, acceleration and improvement, ensuring alignment with the defined strategies and approaches.
6. Work plan and objectives are effectively established, performance is managed, and planned results are timely delivered through exercise of strong programme management leadership.
7. The capacities of Country Office staff are strengthened through effective capacity building initiatives for the development, implementation and management of the Child Protection programme.
8. Effective partnership and collaboration are achieved and maintained for advocacy, technical cooperation, programme coordination, information sharing and knowledge networking.
9. UNICEF and Government and implementing partners accountability is ensured for supply and non-supply assistance and disbursement of programme funds for the sector; and Government counterparts and implementing partners are orientated and trained in UNICEF supply and non-supply assistance policies and procedures.
10. All required programme reports are timely prepared and shared with concerned partners in compliance with the established guidelines and procedures.
11. Emergency preparedness is maintained, and in emergencies, emergency responses with effective coordination are provided; and in line with the Core Commitments for Children (CCCs) in Humanitarian Action, partnerships with the Health humanitarian actors strengthened within the Inter-Agency Standing Committee (IASC).
Qualifications of Successful Candidate
1. Advanced university degree, preferably in the social sciences, law or other relevant field.
2. Ten years of relevant responsible professional work experience at national and international levels in leading and managing child protection, with a focus on systems building. Experience in decentralized governance systems an asset. Background/familiarity with Emergency.
3. Fluency in English and a second UN language. Local working language of the duty station an asset. *A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
