The UNFPA West and Central Africa Regional Office (WCARO), UNESCO, the International Planned Parenthood Federation (IPPF) and UNAIDS propose to conduct a comprehensive review of formal and non-formal sexuality education in the region. This review will cover the 23 countries across West and Central Africa. Specifically, these are: Benin, Burkina Faso, Cameroon, Cape Verde, Central African Republic, Chad, Congo, Cote d'Ivoire, Equatorial Guinea, Gabon, Gambia, Ghana, Guinea, Guinea Bissau, Liberia, Mali, Mauritania, Niger, Nigeria, Sao Tome & Principe, Senegal, Sierra Leone &Togo.
Objectives:
Building on several interventions and reviews in the region over the ten years, this review shall endeavour to consolidate and document progress as well as identify gaps with the intent of proposing concrete recommendations for future action and intervention.
The objectives of this activity will be to:
  1. Establish baseline data on comprehensive sexuality education across the 23 countries in the region;
  2. Develop appropriate action plans at both regional and national level for the next five years.
Specifically, the activity will assess and document the:
  • Policies in place in the region addressing comprehensive sexuality education;
  • How curricula are developed and reviewed in each country and in which phase each country currently is within their curriculum development/review process;
  • Number and types of programmes available, including those run by both governments and/or civil society in formal and non-formal education settings. The quality of the programmes, the scope of programmes (pilots vs. scaled-up interventions), achievements, good practices, lessons learned, unmet needs and emerging issues will also be identified;
  • Accessibility of the programmes with particular interest on the most vulnerable and marginalised in the region. Also of interest will be intervention in emergency and humanitarian situations;
  • Proposals to the response of constraints identified in the region for intervention;
  • Key stakeholders engaged with sexuality education, including the nature and degree to which different ministries and civil society organisations are engaged;
  • Linkages of sexuality education to accessibility and availability of comprehensive youth friendly adolescent reproductive health services.
The data collected shall thereafter serve as the baseline for monitoring and evaluation over the next five year programming period.
Scope of the Consultancy:
The scope of this consultancy will be to review and analyse policies, curriculum and content of sexuality education in West & Central Africa. This will be accomplished through a two-stage process:
Stage 1 - Desk review:
  • Desk review across the region of policy and legal environment, status and extent of implementation of sexuality education and adolescent sexual and reproductive health. This is envisioned to be primarily an inventory of available sources of information and of status at a glimpse and that will assist in identifying the gap areas and for more in-depth study and analysis.
Stage 2 - In-depth national research (based on findings of the desk review):
This stage will explicitly require that open consultation with national and regional partners, and beneficiaries to the extent possible, for buy-in, ownership and validation of the findings.
  • Review of assessments of national sexuality education curriculum using internationally accepted norms and standards;
  • Consultation with a varied selection of stakeholders at both regional and national levels and the national offices of the participating organisations, that is, IPPF, UNAIDS, UNESCO and UNFPA for their perspectives on the issue;
  • Identification of gaps and emerging issues consistent with UNFPA, UNESCO, UNAIDS and IPPF mandates;
  • Recommendation of action and way forward.
The review should provide:
a. A regional thematic synthesis and
b. Two-page country summary
These activities will be implemented in close partnership and consultation with IPPF, UNESCO, UNFPA and other relevant UN agencies at regional level and countries across the region.
Consultancy:
UNFPA, on behalf of the partner agencies, will contract a regional institution to conduct the review. The timeframe for the consultancy is July – December 2013. All deliverables must be submitted and approved by 30th November 2013 to allow finalisation and closing by 31st December 2013. The criterion for selection of the institution will include:
  • Institution with accredited experience in adolescent sexual and reproductive health and rights, sexuality education and family life education;
  • Institution with either direct or remote regional presence (direct presence in as many countries as possible is preferred);
  • Experience in operational research and high level policy analysis and dialogue;
  • Proficiency in both English and French. Added advantage for proficiency in Portuguese and Spanish.
The consultancy will be managed by a technical task team with membership comprising of:
  • UNFPA
  • IPPF
  • UNESCO
  • UNAIDS
