Background
UNODC is implementing a project on “Strengthening the process of Prison Reforms in the Republic of South Sudan (Phase IV) (April 2013-October 2014) through its Programme Office in Juba under the management of the UNODC Regional Office for Middle East and North Africa (ROMENA) in Cairo. The project Office in Juba is headed by a Project Coordinator assisted by a Programme Officer. The beneficiary of the project activities is the National Prison Service of South Sudan. The project office is co-located within the United Nations Mission in South Sudan (UNMISS) Corrections Advisory Unit which is the implementation partner in the project. The two agencies work closely in the implementation of project activities.

Low levels of confidence in the use of English language amongst the prison staff in general is of concern  as it can impede efforts to develop effective managerial efforts and prison staff who cannot interpret laws and procedures render such documents redundant. As the official language of the government in South Sudan is English, UNODC has identified the need to integrate English language lessons into the cadet officers course which is taking place at the Prisons Academy. 

The English Proficiency tutor will be required to deliver English language lessons to Prison Officers at the Prisons Academy in Lologo Juba. There are newly recruited cadets drawn from various professional disciplines and different backgrounds of high school and University education. A significant number obtained their education in Arabic with minimum knowledge of the English language. The lessons have the objective to build their capacity to prepare - among others - reports, operating procedures, memos, letters, radio messages, interpret court orders, to interpret prison laws regulations and operating procedures. From time to time the Academy admits trainees for specialized and management courses for which the incumbent may also be required to incorporate sessions on English. The incumbent will also assist the NPSSS to build internal capacities by training a team of serving officers to teach English in Prison Institutions countrywide. 
Duties and Responsibilities
Under the overall guidance of the Project Coordinator, supervision of the Programme Officer and in liaison with UNMISS Corrections training manager the incumbent will carry out the following tasks:
  • Assess groups attending the various courses at the Academy to determine their knowledge of and skills in the use of the English language and group them according to their English proficiency needs for subsequent tutorials;
  • Develop a training programme including contents of the course to enable the participating cadets to properly use English in the work place, who will be required to interpret judicial orders, write reports, memos and institutional polices, to interpret prisons laws, regulations and operational orders in English;
  • Deliver English lessons at the Academy to the selected cadets, in coordination with UNMISS trainers;
  • Support capacity building efforts of the National Prison Service in training a core group of serving staff who will deliver basic English lessons in prison institutions.
Impact of Results

The key results have an impact on the efficiency on the quality and implementation of the UNODC programme. A client-oriented and efficient approach impact on the image of UNODC in the country.

    Required Skills and Experience
    Education
    • Post-Secondary School qualification in Education or any relevant field with English as a major course;
    • University Degree in Arts or Education in English would be desirable, but it is not a requirement.
    Experience
    • 5 years of relevant teaching or conducting tutorial in English experience is required at the national or international level.
    • Experience in the usage of computers and office software packages (MS Word, Excel, or Microsoft suite).
    Language
    • Excellent in English language and ability to communicate in Arabic language.
