Innovations for Poverty Action (IPA), is an international non-profit research organization. Based in New Haven, CT, with offices in Washington, D.C. and worldwide, IPA works with development partners and academic researchers to create and evaluate approaches to solving development problems, to communicate 'what works' in development and to scale up successful projects in a variety of fields, including health, education, microfinance, governance and agriculture.
Position Summary:
Innovations for Poverty Action (IPA) is a United States-based non-profit organization dedicated to creating, evaluating and replicating innovative solutions to poverty and policy problems worldwide. IPA specializes in using the randomized controlled trial methodology to evaluate the impact of development programs.
IPA Ghana seeks a Project Coordinator who will coordinate evaluation of interventions under the Disseminating Innovative Resources and Technologies to Smallholders (DIRTS) study including: marketing agricultural input technology packages and providing community-based mobile extension services. Lead Principal Investigators on the DIRTS study are Dean Karlan and Christopher Udry of Yale University. The study's interventions are implemented in collaboration with the Ministry of Food and Agriculture, the Ghana Insurers Association and several other partners. Evaluation of the project occurs via a series of electronic and paper surveys with randomly selected respondent households. This position will be based in Tamale, with required travel across the Northern Region.
Responsibilities:
The Project Coordinator, working closely with the implementation team and the evaluation team, will help design, manage, and execute DIRTS interventions according to randomized design, manage all project-related finances and donor relations, and provide oversight to the DIRTS team. The position will involve development of interventions in conjunction with the DIRTS team and Principal Investigators, providing oversight and direction to the DIRTS team, managing all project finances, producing regular donor reports, and managing partner relationships. Specifically, the Project Coordinator will;
  • Support the impact evaluation team creating, piloting, and implementing DIRTS interventions
  • Design implementation interventions and protocols; recruit, hire and supervise field staff. Oversee and monitor field work, including planning, logistics, hiring, and training. For each intervention, ensure adherence to research design, integrity of implementation, and adherence to budget
  • Conduct qualitative research to inform intervention design
  • Run pilot implementation activities, provide feedback, and regularly update Principal Investigators, DIRTS team, and IPA-Ghana office
  • Provide quality control for all activities implemented in sample communities
  • Keep the evaluation team, implementation team and relevant members of IPA-Ghana routinely updated on activities, concerns, and decisions that need to be made. Provide routine updates on activities, plans, and any observations or emerging findings that may be of importance
  • Communicate regularly with relevant team members on matters including finance and logistics
  • Write up reports on findings from qualitative and quantitative investigations on particular matters
  • Manage a ~$3 million dollar budget, including regular budget tracking, spending projections, reporting to IPA-Ghana team, and ensuring all implementation and activities are sufficiently funded
  • Report regularly to project donors, communicating results and outcomes of field activities in regular written reports. Ensure timely submission of all donor reports
  • Write reports with feedback and analysis on relevant project progress
  • Write reports with feedback and analysis of how the interventions seem to be working
  • Assist in the analysis of field implementation monitoring data, and the writing of project reports
  • Review monitoring reports and help identify the causes of potential bottlenecks in project
  • Make unannounced visits to Field teams to audit monitoring records and produce monitoring reports
Qualifications:
It is required that candidates have;
  • A Master's degree in economics, social science, or a related field
  • Excellent management, communication and organizational skills
  • Project management experience, as well as experience supervising, designing, and implementing large projects and/or field work activities, and managing teams of field workers (agriculture and development projects especially preferred)
  • A strong conceptual grasp of development research, randomized control trails, and collection of field data.
  • Experience working with partner organizations, especially in a developing country
  • Excellent written communication skills and experience managing large budgets
  • Experience writing policy memos, donor reports, budget tracking and preparing invoices
  • Experience working in the developing world is a plus
  • Experience in development economics is a plus
