Description
DUTIES AND RESPONSIBILITIES
Under the overall guidance and supervision of the Field Security Coordination Officer (FSCO) or his designate (DFSCO), the incumbent will be responsible for the following duties:
  • Collection, collation of information and data across a wide number of issues pertaining to the mission;
  • Select and analyze information received from various sources in order to provide input to a decision making and planning tool for the mission;
  • Maintain up-to-date knowledge of events relating to political and/or security issues;
  • Ensure monitoring of daily situation reports, military and police reports, local news and verbal updates;
  • Establish and maintain databases and archive as necessary;
  • Ensure maintenance of a Mission-wide risk analysis, in coordination with the other units of the mission and resources;
  • Travel throughout the Kurdistan Region of Iraq (KR-I) to assess local security conditions and trends in the Region including collection, interpretation and analysis of security information and delivers detailed briefings on the security situation in the region.
  • Conduct security briefings for UN staff new arrivals, SSI daily morning brief, ASMT and weekly staff brief.
  • When required, perform routine security assessments or surveys of UN premises for the safety of field staff, assets and properties and recommend measures for security enhancement;
  • Respond to queries from UN staff members requesting information on the security condition/security situation KR-I;
  • Assist in supporting the UN crisis management team and respond to specific incidents as required;
  • Preparation of security incident background papers, long term assessments, forecasts of the upcoming security situation and issuing advisories as required;
  • Provide support and assistance to the Senior Information Analyst in monitoring and gathering comprehensive information about events or actions that may affect the implementation of the Mission's mandate;
  • Prepare draft security plan for a specific area within the overall mission area of operations;
  • Perform routine investigations or security assessments to ensure the safety of field staff to enter or return to locations where actual or suspected problems exist;
  • Ensure that all staff members are kept fully informed on matters affecting their security;
  • Liaise with local authorities to discuss potential problems and plan possible methods of resolution;
  • Carry out any other duty assigned by FSCO/DFSCO.
QUALIFICATIONS AND EXPERIENCE
Education:
  • Advanced university degree (Master's degree or equivalent) in business administration, political/social science or related field with focus on security management.
  • A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
Experience:
  • At least two years of progressively responsible professional experience in security, police or military service and or security management experience in national or international organizations.
  • Detailed knowledge of KRG government ministries and agencies, risk management and SRA process is an advantage.
Language:
  • Fluency in written and spoken English, Kurdish and Arabic is essential.
Other Skills:
  • Proficiency in computer software applications (Word, Excel, Access, Power Point) and good Knowledge of office equipment. Must have a National Driver's license with ability to drive 4x4 and manual transmission vehicles.
