UNOPS Myanmar develops, supports and oversees a portfolio of programmes and projects inMyanmar which focus on post-disaster recovery, health programmes and food security.UNOPS Myanmar ensures that synergies between programmes and projects are effectivelydeveloped. UNOPS is also expanding its infrastructure and procurement services in Myanmar.The UNOPS Myanmar portfolio currently includes fund management of the multi-donor ThreeMillennium Development Goals Fund (3MDG) and the Livelihoods and Food Security TrustFund (LIFT). In addition, UNOPS is the Principal Recipient of the Global Fund to Fight AIDS,Tuberculosis and Malaria grants to Myanmar (PR-GFATM).UNOPS Myanmar plays a critical role in ensuring quality services to UNOPS' partners thatmeet stringent requirements of speed, efficiency and cost effectiveness. UNOPS is the Fund Manager for the multi-donor Livelihood and Food Security TrustFund(LIFT) established in Myanmar in 2009. The donors to LIFT are Australia,Denmark, theEuropean Union, France, the Netherlands, New Zealand, Sweden,Switzerland and the UnitedKingdom and the United States of America.LIFT's vision is to be an effective mechanism for channeling aid through partners, to achieveits goal of improving the food and livelihood security of the poor and vulnerable in Myanmar.LIFT also aims to be acollective and influential voice promoting programme coherence,innovation andlearning and providing a platform for enhanced policy engagement onagriculture, food security and rural development in Myanmar. LIFT is expected to continueoperations until at least to the end of 2018.The incumbent is responsible to abide by security policies, administrative instructions,plansand procedures of the UN Security Management System and that of UNOPS.UNOPS is committed to achieving a truly diverse workforce.
Functional Responsibilities
The Programme Officer will work under the overall oversight of the LIFT Fund Director andsupervision by the LIFT Fund Lead Technical Officer. The Officer will work in the LIFTProgramme Department reporting directly to the LIFT Programme Officer (Agriculture andLivelihoods) in accordance with UNOPS policies, procedure and practices. The Officer'sresponsibilities include the following:
1. Evaluate proposals including work plans and budgets submitted by applicants andensuring that roposals are in compliance with Fund policy and priorities as well as in linewith national frameworks where they exist, and that proposals take into account workundertaken or planned by the government or other donors.
2. Review of work plans and reports submitted by Fund implementing partners andensuring they are sound, in line with contractual obligations and with Fund policy andpriorities.
3. Contribute to the preparation of the Fund Manager's work plans reporting throughanalyzing information from implementing partners (IPs), drafting, and developing visualaids for presentational purposes as deemed necessary;
4. Routine monitoring of funded project implementation progress (including regular fieldvisits), activity results and impact, and project budgets. Support IPs by providingrecommendations for adjustments to projects that reflect changing circumstances, andlearn lessons for wider application.
5. Ensure relevant and timely feedback to/from IPs and beneficiaries that contributes to thewider monitoring and evaluation and learning function of the Fund. Synthesize lessonsand communicate to ensure project learning is translated into improved project designand implementation.
6. Prepare briefing material as required for missions and/or discussions on project activitiesand status;
7. Interact with colleagues, clients and partners to exchange information on operationalactivity, seek cooperation and resolve routine operational issues.
8. Work with colleagues and IPs to identify good practice and increase effectiveness;
9. Undertake needs and resource assessments and recommend additional action that maybe necessary to ensure the effectiveness of the Fund and contribute to growing thelivelihoods and food security knowledge base in Myanmar.
10. Build effective working relationships with relevant government departments and localgovernment administrations associated with LIFT projects.
11. Draft terms of reference for contracted services on behalf of the Fund.
12. Attend and, where required, lead relevant technical meetings and maintain excellentcontact with all stakeholders whether in Yangon or in the field.
13. Maintain detailed knowledge of relevant issues in the livelihoods and food securitysectors, and promote information sharing among stakeholders.
14. Assist the Fund Manager with the translation of documents written in the Myanmarlanguage.
15. Other duties as assigned by the Lead Technical Officer and Fund Director.

Education/Experience/Language requirements
a. Education
  • A Master degree in agronomy, rural development, economics, development studies orrelated fields with 2 years of relevant professional experience.
  • A Bachelor degree in a similar field can be accepted if the applicant has a minimum of 4 years relevant professional experience
b. Work Experience
  • At least 2 years of experience in programme development and implementation, monitoring and evaluation of livelihoods and food security, agriculture and/or livestock projects in Myanmar.
  • Demonstrated operational field experience in the Delta area, Rakhine, Chin, Kachin and Dry Zone of Myanmar is desirable.
  • Previous successful involvement with, and good knowledge of UN, NGOs and civil society would be a major asset.
  • Fluency in both written and spoken Myanmar language and English.
