Background
This post is opened in the context of the Junior Professional Officer (JPO) scheme sponsored by the Government of the Belgium and is addressed exclusively to Belgian and European Union nationals who have successfully completed the training programme (Cycle d'Information Générale) organized by the Belgian Technical Cooperation (BTC / CTB)
Interviews will be taking place in Brussels, Belgium in the week 25-29 November 2013. Invited candidates are required to be present in person for the interview. Travel cost to Brussels will be at the candidates' own expense.
NOTE: The selected candidate will be on loan to UNRWA on a UNDP Contract and administered by the UNDP JPO Service Centre.
Background
Since it became operational on 1 May 1950, UNRWA has provided education, healthcare, social services, and, more recently, micro-credit assistance as well as periodic emergency aid to over 4,4 million Palestine refugees living in the Gaza Strip, the West Bank, Jordan, Lebanon and the Syrian Arab Republic. Approximately 1 million of these refugees are living in the Gaza Strip.
UNRWA is both a human development and humanitarian Agency.
In the last ten years UNRWA in Gaza has implemented emergency measures in response to security and economic crises caused by Israeli military actions and the ongoing closure regime:
  • short-term job creation
  • food and cash distribution
  • shelter for refugees with damaged or destroyed homes.
Each month, many thousands of refugees receive food and financial assistance or employment experience in Gaza. The projected change to the scale and nature of the emergency need between 2012 and 2020 requires a critical review of existing responses and the careful monitoring and evaluation of new interventions. The JPO will play an important role in these tasks.
Information About Living Conditions at the Duty Station
The security situation in Gaza is very fluid and requires strict adherence to changes in security meassures.The security measssures includes movement restrictions (e.g. all movements to be done in armoured vehciles, certain areas only to be visited during daylight, and general curfew for international staff). Occasional disrupt of crossing in and out of the Gaza Strip occures. Accommodation is in relatively comfortable apartments with occasional power cuts etc. Availabilty of food and non-food items changes from day to day, with most basis items being available most of the time. Gaza hosts a small international community and a somewhat limited social life.
Duties and Responsibilities
In accordance with established Agency policy and procedures:
i) Manage and coordinate information and formulate research methodologies on issues and trends relevant to UNRWA operations, particularly as they relate to poverty and food insecurity.15%
ii) Act as GFO's focal point for working level engagement with the humanitarian and early recovery interagency cluster system in Gaza, notably within the framework of the Consolidated Appeals Process. 15%
iii) Collect, collate and analyze micro and macro-economic, political and social situation related data as a basis to advise the Director and heads of departments. 20%
iv) Provide substantive and analytical support to the development and timely finalization of the Field Office report by assisting in the preparation, coordination and revision of the components ensuring verification of consistency and accuracy. 20%
v) Provide substantive and analytical support to the definition of field office programmatic orientation and M&E activities by assisting in the design and supervision of the implementation and monitoring of research projects, in-house as well as in cooperation with strategic partners. 15%
vi) As required, represent the field office at meetings and missions in connections with data collection and analysis as well as inter-agency coordination tasks. 5%
vii) Perform such other duties as may be required. 10%
Competencies
  • In-depth understanding of political, social and economic issues in the region and proven ability to research and produce reports on socio-economic aspects;
  • Good grasp of contemporary development principles, issues and concepts;
  • Excellent research and report/drafting skills;
  • Fluent English skills - oral and written
  • Ability to develop clear goals and identify priority activities and assignments;
  • Proficiency in computer applications including internet, social science statistical applications, word processing, spreadsheets and database;
  • Ability to establish and maintain effective working relations with others in team environment and with people of diverse background, culture and nationalities; Ability to establish and maintain effective relationships with colleagues, other staff, outside collaborators, including NGOs, academia, private sector and government departments;
  • Proven critical thinking, creativity, innovative, analytical and drafting skills.
Required Skills and Experience
Education:
Master's degree in Economics or fields related International Relation, Development Studies, Sociology, Political Science and Statistics with particular bias in social research especially in developing countries.
Work Experience:
Two years practical experience in the field(s) of development and/or humanitarian assistance, with particular bias in social research, social development or policy analysis.
