Background
UNDP supports the Government of India in its vision to achieve faster, and more inclusive growth. The UNDP’s Energy and Environment (E&E) Unit pursues the goal of low-carbon and climate resilient development in India. The E&E unit supports the Indian Government to meet national commitments under the Convention on Biological Diversity, the Convention to Combat Desertification and the UN Framework Convention for Climate Change. The unit builds national capacity for conservation and sustainable use of natural resources, enhanced energy efficiency in all sectors, expanding access to clean energy, and management of polluting chemicals.
Cross-cutting themes of specific interest are capacity development, inclusion, technical support and South-South cooperation. The ‘Energy and Environment’ thematic area, aligns closely with the National Action Plan for Climate Change on energy efficiency and renewable energy.
UNDP is implementing a project entitled “Upscaling energy efficient production in small scale steel industry in India”. The consultant is required to assist the Programme Analyst, UNDP and the Project Management Unit (PMU) in coordination of start-up activities pertaining to the implementation of the Project. She/he is responsible for providing all necessary assistance in initiating activities as per AWP (Annual work plan). She/he would report to Programme Analyst – Energy and Environment Unit, UNDP. 
Duties and Responsibilities
Main objectives, responsibilities and description of the poposed analytical work 
The objective of this project, which was launched in July 2013, is to scale-up adoption of energy efficient technologies in in small scale steel industry in India”. It is intended to achieve this by:
  • Promoting and facilitating adoption of energy efficient technologies in the SRRM [Steel Rerolling Mill] sector;
  • Developing and demonstrating similar energy efficient technology packages in one additional steel subsector, such as induction furnace.
AWP 2013, which is the first one on this project, focuses on start-up and preparatory activities leading to establishment of the PMU and initiation of project activities. This could include detailing out planned interventions such as identification of clusters, organization of planning workshops and other preparatory activities. There is a provision to set a Project Management Unit (PMU) under the project, which will be set up in about two months from the date of commencement of activities on the project.
The consultant is expected to assist in initiating start-up activities as per AWP 2013 for the period of contract and handover tasks to UNDP/PMU at the end of contract.
Providing technical assistance for procurement of consultant/firm (includes preparation of TOR, coordinating with procurement, coordinating with selected consultant/firm etc.) for following tasks:
  • Development of detailed work plan (Sep 2013);
  • Development of standard furnace design for SRRM (Sep 2013);
  • Development of energy efficient technology packages for Secondary Steel subsectors (Sep 2013);
  • Selection of pilot units (Oct 2013);
  • ESCo (Energy Service Company) implementation/other financial linkages (Nov 2013).
Coordinating start-up AWP 2013 activities related but not necessarily limited to the following:
  • Promotion/launch of project including scheduling and preparing necessary inputs / briefs / bulletins/brochures for web media, print media and publications (Sep-Dec 2013);
  • Representation of project at various forum/events (Sep – Dec 2013);
  • Organization of Workshop (1) and cluster meetings (3) for awareness creation (including identification of venue, programme schedule, resource material, list of invitee, list of speakers, preparation of proceedings, followup actions etc) (Oct-Dec 2013);
  • Inputs to planning and coordination of all activities leading to setting up of PMU, such as staffing plan, staff recruitment process, determination of equipment and furniture required, procurement of equipment, determination of location, procurement of premises, plan for recurring expenditure, etc. (Sep – Dec 2013);
  • Scheduling and conduction of PSC (Project Steering Committee) meetings (includes agenda preparation, draft background notes, preparation of minutes, followup actions etc) (Oct 2013).
Preparation of AWP 2014 along with activity details (Dec 2013). 
Competencies
Functional Competencies:
  • In-depth knowledge in the Steel Sector/Energy efficiency;

Required Skills and Experience
Academic Qualifications: 
Essential:
  • B.E./B.Tech in any discipline (IT Engineers need not apply).
Desirable:
  • Master’s degree in Engineering;
  • Certified Energy Auditor/ Certified Energy Manager. 
 Experience:
  • Essential: Minimum of 7 years professional experience with at least 3 years in the Steel sector or energy efficiency projects;
  • Desirable: Experience in preparation of terms of reference and preparation of project reports concerning the Steel Industry and energy efficiency, Experience in project management.
Language Requirement:
  • Excellent drafting and communication skills in English.
Financial Proposal:
  •  Consultancy shall specify his/her per day consultancy rate;
  •  Any kind of re-location or boarding & lodging charges at duty station would not be reimbursed so please quote your consultancy fee including all these if any.
  •  Any travel with prior UNDP approval will be handled separately as per rules.
CV:
  • Consultant should submit his/her updated CV with three references.

  • Any kind of miscellaneous charges i.e. internet, phone etc. would not be reimbursed;
  • Individuals working with institutions may also apply, contract would be issued in the name of institution for the specific services of individual;

Payment Schedule:
  • Payment would be done monthly for the days worked.
Cumulative analysis:
The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as: 
Responsive; 
Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
Technical Criteria weight - 70%. 
Financial Criteria weight - 30%. 

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation. 

Criteria for Technical Evaluation would be as under:
The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as: Responsive; Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
Technical Criteria weight - 70%.
Financial Criteria weight - 30%.
Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation. Criteria for Technical Evaluation would be as under:
  • Qualification - 10%;
  • Relevant Work Experience-Energy, Energy Efficiency, Steel Sector - 20% 
  • Knowledge of project formulation and project implementation-20%
  • Knowledge of government system/UNDP-20%
