Role Overview

This role is offered as a short term contract until December 2013.
 
Office of the General Counsel (“OGC”) carries out the legal work for the Bank. As well as OGC management, there are 9 core teams, 6 working on Banking operations and one team each working on (i) Finance operations, (ii) Corporate, Recovery and Litigation matters, and (iii) Legal Transition and Knowledge Management. Operation Administration Department and Procurement Department are also part of OGC.
The Legal Transition and Knowledge Management Team provides technical assistance in legal reform and institution building in the fields of:
  • Concessions
  • Corporate governance
  • Energy regulatory reform
  • Energy Efficiency regulatory reform
  • Insolvency
  • Judicial Capacity
  • Public Procurement
  • Securities markets regulations
  • Secured transactions
  • Securities Markets
  • Telecoms regulatory reform
The team is also responsible for knowledge management activities of the department.

Key Responsibilities and Deliverables

  • To provide secretarial and administrative support to Frederique Dahan, Lead Counsel and Paul Moffatt, Senior Counsel:
  • Fully manage all projects’ contractual structures, consultants’ contracts, timesheets and invoices, project’s budget, both internally and externally.
  • Make travel arrangements and at times for consultants (e.g. arranging visas). Process the associated expenses.
  • Assist in all outreach initiatives: from teaching courses to international conferences in London and abroad. This ranges from preparing programmes, liaising with speakers, making venue and refreshments arrangements, etc.
  • Assisting with the recruitment process for the new lawyers and interns in LTT, liasing with candidates and arranging the logistics of the interview process.
  • Assist interns, associates, etc., working or on the lawyers’projects, in travel arrangements and other administrative tasks (entry pass, desk, etc).
  • Proof-read documents and materials in English to ensure they are grammatically correct and precisely drafted.
  • Assist in the handling of data from surveys by coding and sorting them in Excel tables, producing charts and tables.
  • Processing legal documentation and correspondence.
  • Keeping the diaries; arranging internal and external meetings/seminars; receiving visitors.
  • Maintaining the filing system (in particular via TC Link).
  • Photocopying.
  • Preparation and organisation of all required materials for internal and external meetings.
  • Dealing with telephone calls, handling queries whenever possible.
  • Liaising with CSU and OCU in relation to contracts and consultancy budgets
  • Acting as point of contact during absence of lawyers and where appropriate handling issues in their absence.
  • Screening and sorting of mail into order of priority for lawyers.
  • Ad hoc secretarial and administrative duties as required.

Essential Skills, Experience and Qualifications

  • Minimum four years’ secretarial experience, including preferably one year’s experience in the Bank.
  • Experience in a legal/business environment would be preferable.
  • Fluent English, both written and spoken.
  • Familiarity with English legal/business terminology and documentation.
  • Excellent, accurate typing skills (65wpm), including use of audio machine.
  • Computer literate: Windows NT: Microsoft Outlook, Word, Excel, PowerPoint.
  • Attention to detail and an eye for accuracy.
  • Self-starter - ability to use own initiative, prioritise and work independently.
  • Excellent organisational/administrative skills.
  • Good communication skills, including pleasant and efficient telephone manner
