SUMMARY OF DUTIES:
The United Nations Assistance to the Khmer Rouge Trials (UNAKRT) provides technical assistance to the Extraordinary Chambers in the Courts of Cambodia (ECCC). The ECCC is a domestic court supported with international staff, established in accordance with Cambodian law. Under the terms of Agreement between the United Nations and the Royal Government of Cambodia, the Extraordinary Chambers will bring to trial senior leaders of Democratic Kampuchea and those who were most responsible for the crimes and serious violations of Cambodian penal law, international humanitarian law and custom, and international conventions recognized by Cambodia, that were committed during the period from 17 April 1975 to 6 January 1979.
RESPONSIBILITIES: Within delegated authority, and under the direct supervision of the Chief, Budget and Finance Section, the Finance and Budget Officer will be responsible for the following duties:
BUDGET PREPARATION:
  • Reviews and analyses data with respect to the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements;
  • Provides support to managers with respect to the elaboration of resource requirements for budget submissions;
  • Coordinate, analyze and revise proposals/inputs submitted by the substantive and administrative support areas for preparation and formulation of cost estimates for submission to UN DESA at UNHQ;
  • Provides substantive support to UN DESA and the Steering Committee in their budget review.
BUDGET ADMINISTRATION:
  • Prepares requests for allotments, including redeployment of funds when necessary, ensuring appropriate expenditures;
  • Ensure effective and efficient management, monitoring, and control of the budgetary allotments and effecting redeployment of funds as and when required in accordance with UN Financial Rules and Regulations;
  • Monitors expenditures to ensure that they remain within authorized levels;
  • Reviews all requisitions for goods and services to ensure correct objects of expenditure have been charged, ensuring availability of funds;
  • Administers and monitors extra budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures;
  • Prepares relevant documentation with respect to budget performance submissions;
  • Reviews and makes appropriate recommendations with respect to the finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures;
  • Provides substantive support to intergovernmental and legislative bodies.
GENERAL:
  • Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme and/or project budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures;
  • Liaise with Section Chiefs to ensure effective and efficient management of resources in accordance with the approved budget plan;
  • Performs other related duties, as assigned
FINANCE TASKS:
  • Scrutinizes source documents for completeness, accuracy and validity of charges;
  • Investigates erroneous charges and takes appropriate corrective accounting actions;
  • Liaise with relevant ESCAP personnel on finance and budget matters;
  • Reconciles and reviews accounts and ensures proper clearance procedures are followed.

QUALIFICATIONS AND EXPERIENCE:
  • EDUCATION: Advanced university degree (Master's degree or equivalent) in business administration, finance, or related. A first-level university degree in combination with additional 1 year of work experience may be accepted in lieu of the advanced university degree.
  • WORK EXPERIENCE: At least five (5) years of progressively responsible experience in finance, budget, business administration or related area.
  • LANGUAGE: The working languages of the ECCC are English, French and Khmer. For this post, fluency in spoken and written English is required. Knowledge of French and/or Khmer is an asset.
  • OTHERS: Knowledge of IMIS and Excel is an asset. Familiarity with UN Financial Regulations and Rules is desirable.

Background
Poverty reduction and growth are the highest priorities of the Government. The Rectangular Strategy Phase III reaffirms government’s commitment to prioritize policies and investment in support of agriculture; infrastructure; private sector development and employment; and human resources development.
The Royal Government of Cambodia (RGC) has identified agriculture as the top priority for Cambodia’s socio-economic development, focusing on increasing productivity and diversifying within this sector. In 2013, the RGC updated its 2007 Diagnostic Trade Integration Strategy (DTIS) looking at the timeframe of 2014-2018. The update strategy is to be endorsed by the Sub-Steering Committee on Trade and Trade-Related Investment in the first quarter of 2014 and subsequently launched officially.
DTIS 2014-2018 stresses the need for Cambodia to continue expanding and diversifying its export base. To support this major strategic orientation, DTIS 2014-2018 identifies: (1) 10 product and service export potentials for export development focus (including cassava) (2) “cross-cutting” reforms and institutional developments required to unleash growth in those potential exports; and, (3) capacity developments for narrowing skill gaps found in almost all sectors. This is also in line with the results of the country’s Trade Policy Review undertaken in 2011 in partnership with the World Trade Organization (WTO) that calls for Cambodia to move away from its dependency on garment and rice and urges to diversify and expand the country’s export basis.
Cassava is the second largest agricultural crop in Cambodia and growing rapidly. Statistics from the Ministry of Agriculture, Forestry and Fisheries (MAFF) indicates production of nearly 4.25 million Metric Ton (MT) in 2010, up from 3.5 million MT in 2009. MAFF sources estimate that 2012 production may have reached as much as 8 million MT. The fast growing importance of the sector for export diversification and export revenues cannot be underestimated. The sector might have been generating anywhere between $200 to $300 million worth of “informal” export revenues in 2010. Even though Cassava has become the second largest agricultural crop in term or income, employment, hectares cultivated, and exports (more on this in the next section), there is very little technical assistance support provided to the sector. Aware of those challenges, UNDP Cambodia has teamed up with several partners to bring much needed assistance to the cassava sector, at different levels in the value chain and for different stakeholders. Since 2010, MAFF, Ministry of Commerce of the People’s Republic of China (MofCom), UNDP Cambodia and UNDP China, have joined forces to promote the upgrading of Cambodian cassava production techniques and product standards so as to increase the quality and quantity of cassava exports to China and meet Chinese importers’ requirements. This resulted in the China-Cambodia-UNDP Trilateral Cooperation Cassava Project Phase II currently being implemented by MAFF with support from UNDP. In parallel, UNDP Cambodia has teamed up with the Ministry of Commerce (MoC) to further expand and diversify cassava exports to other markets. This cooperation led to the formulation of a three-year technical assistance project funded by the Enhanced Integrated Framework (EIF) programme knows as Cambodia Export Diversification and Expansion Programme II (CEDEP II).
UNDP, in its Country Programme Action Plan (CPAP), has vowed to support the economic diversification and poverty reduction and in particular the human capital development and competitiveness issues. Similarly, at the request of the Government, UNDP has decided to re-engage deeply in the trade sector, trade being an engine for economic growth, through the creation of a dedicated project within UNDP.
The project will contribute directly to:
  • United Nation Development Assistance Framework (UNDAF) Outcome 1: by 2015, more people living in Cambodia benefit from, and participate in, increasingly equitable, green, diversified economic growth.
  • CPAP Outcome #1: strengthening national and sub-national capacities to develop a more diversified, sustainable and equitable economy.
  • CPAP Output #1: Evidence-based policy option provided; institutional capacities of selected sectors strengthened and local income generation schemes scaled-up in support of inclusive and equitable growth.
Duties and Responsibilities
Summary of Key Functions:
The National Project Manager will perform under the overall guidance of the Assistant Country Director/Team Leader of the Poverty Reduction and direct supervision of Programme Analyst. S/he will also work closely with the CEDEP II Cassava project team to deliver the expected outputs.
S/he has the authority to run the project on a day-to-day basis. S/he is responsible for day-to-day management and decision-making for the project in close consultation with UNDP Programme Analyst. Her/his prime responsibility is to ensure that the project produces the results specified in the work plan, to the required standard of quality and within the specified limits of time and cost.

1. Project planning:
  • Ensure that the work plan and the resources needed are in place to deliver the expected outputs;
  • Take the lead to develop the project annual/semi-annual work plans and indicators for result-based management;
  • Develop approach/strategy to implement the work plan in consultation with project stakeholders and with any technical assistance provided under the project;
  • Work closely with the Programme Analyst to obtain the approval from the project board on the work plan and the related budget plan.
2. Project implementation and monitoring:
  • Closely monitor the project to ensure that the available resources of the project including mainly human resources and financial resources are well managed and effectively used to deliver the project outputs as agreed by the project board;
  • Take lead in implementing the project as per the agreed work plan approved by the project board;
  • Regular monitor progress toward timelines set for each milestone; follow up with the project team and identify the potential risk/issue that relate to project delivery status and take appropriate action to prevent delay;
  • Ensure that budget is spent in accordance to the agreed work plan in a transparent and efficient manner following UNDP financial rules/regulation and United Nations Office for Project Services (UNOPS) recommendations;
  • Ensure accountability, transparency and competiveness in procurement and contracting aspects of the project;
  • Proactively provide necessary inputs as required by the management of the project and other stakeholders, in particular the MoC as EIF lead agency in Cambodia;
  • Coordinate and support the preparation of the project board meetings and ad-hoc meetings with partners as required;
  • Liaise with the Project Board and Programme Analyst to assure the overall direction and smooth implementation of the project;
  • Take action to response to the recommendation from the management of the project;
  • Consolidate knowledge/lessons learnt and good practices.
3. Project reporting:
  • Ensure the reports required are submitted on time in accordance to the required standard and format provided by the UNOPS and MoC;
  • Prepare and submit Quarterly Financial Reports, Semi-Annual and Annual Reports on time with quality;
  • Prepare the project budget/delivery report and related documents for UNDP Senior Management and/or donor;
  • Ensure good quality and accuracy of financial reporting to donors and timely submission;
  • Prepare the Lessons Learned Report;
  • Provide strategic input from the project as per request from UNDP office.
4. Partnership Building:
  • Work closely with national counterparts, in particular with MoC and MAFF to build cooperative relationships and establish the organization as an effective partner;
  • Build and maintain partnership through networking with stakeholders to generate their interest in the area of trade related development as well as UNDP programme as a whole and in contributing to the resources mobilization effort.
5. Knowledge management and sharing:
  • Ensure that experiences and lessons learnt from programme implementation are adequately recorded and disseminated;
  • Support the sharing of experiences and best practices at national, regional and international and in particular with other projects under the CEDEP I and II.
Impact of Results
The position will contribute to strengthening UNDP’s ability to contribute to trade integration strategy that can be mainstreamed through the National Strategic Development Plan 2014-2018 and Vision 2030 being formulated by the Government at the moment. It is expected that generating new opportunities in the cassava sector will have a direct impact on employment and revenue generation and, eventually, on poverty reduction. UNDP will be seen as the lead technical assistance body in supporting Cambodia’s cassava sector.

  • Proven experience in project evaluation and reporting.

  • Proven knowledge in trade and experience working in the context of trade development in Cambodia, especially in the area related to agricultural commodities export is a strong asset.
  • Experience in coordination role which demonstrate ability to communicate and deal effectively with partners at middle management and working level; including government, academia, civil society, private sector, UN and other development donors to address relevant issue and to ensure the smooth implementation of the project.
  • Fluency in Khmer and English (both spoken and written).

WWF-Greater Mekong (GM) – on the ground in Cambodia, Laos, Myanmar, Thailand and Vietnam – is working to conserve the region's biodiversity and build a secure and sustainable future for people and wildlife. WWF-Greater Mekong is seeking an experienced Technical Advisor for our regional Landscape Conservation Programme. The incumbent will provide strategic guidance and expert interventions to shape and advance WWF-Greater Mekong's Landscape Conservation Programme, working closely with in-country teams and building and maintaining good working relationships with partners, donors and institutions.
The successful candidate will bring extensive knowledge in landscape conservation, spatial planning, sustainable forestry and aquaculture, and climate change issues, and proven experience in developing project proposals. This position involves periodic travel to all five Greater Mekong Countries: Cambodia, Laos, Myanmar, Thailand, and Vietnam as well as regular interaction and involvement with issues and initiatives of the global WWF network.

Major Function
The Landscape Conservation Programme Technical Advisor (CS1 TA) leads in establishing and maintaining the technical foundation and competencies for the WWF-Greater Mekong Landscape Conservation Programme, coordinating fundraising proposals at both the country and regional levels and providing relevant technical support to 5 country offices in their Landscape Conservation related work including work related to spatial planning, natural capital and ecosystem services assessment, forest management, sustainable production, climate change adaptation, corridor management, and ecosystem integrity monitoring. The CS1 TA acts as the focal point for all technical issues related to the Landscape Conservation programme and is responsible for designing, technically leading, and monitoring many elements of the Landscape Conservation Programme workplan. Major Responsibilities 3
A. Programme and Project Development and Implementation

Background
A future mechanism on REDD+ (Reducing emissions from deforestation and forest degradation and conservation, sustainable management of forests and enhancement of forest carbon stocks) provides an opportunity for Cambodia to be rewarded for its efforts to protect and sustainably use its forests. The Royal Government of Cambodia (RGC) has shown early support for the development of approaches to REDD+ with the approval of two pilot sites in 2008 and 2009. Over a period of 9 months in 2010 the interim REDD+ Taskforce of the RGC in consultation with stakeholder groups and with support from United Nations Development Programme (UNDP) and Food and Agriculture Organization (FAO), prepared the Cambodia Readiness Plan Proposal on REDD+ (“Roadmap”). This document outlines how the country will become ‘REDD+ ready’.
In 1993, His Majesty King Norodom Sihanouk introduced a Royal Decree designating 23 areas, covering about 3.3 million ha (18.3 % of total land area), as protected areas. The current national protected areas system includes seven national parks, ten wildlife sanctuaries, three protected landscapes, three multiple use areas managed by the Ministry of Environment.  These areas are governed by a variety of policy, including the Constitution of Cambodia (1993), the Protected Area (PA) Law (2008) and the Law on Environmental Protection and Natural Resources Development (1996). These regulations will be complemented by the National Protected Areas Strategic Management Plan (NPASMP) that will also act as an important tool to link REDD+ and protected area management at a national level.
The management of the Protected Area system is mainly regulated by the PA Law 2008 and the Law on Environmental Protection and Natural Resources Development (1996). The objectives of these laws are to ensure the management, conservation of biodiversity, and sustainable use of natural resources in protected areas. The General Department of Administration for Nature Conservation and Protection (GDANCP) of the Ministry of Environment (MoE) is the designed Ministry responsible for the planning and management of the protected areas system, their supervision and coordination (Art. 4). In particular, it is the duty of GDANCP to develop strategic plans, action plans, and technical guidelines for managing the protected areas (Art. 5). In this regards the PA Law prescribes that a National Protected Areas Strategic Management Plan (NPASMP) should be developed (Art. 15). The National Biodiversity Strategy and Action Plan (MoE 2002), that was developed to meet the obligation of the international Convention on Biological diversity (CBD), also recognizes the need to “develop a management plan for  protected  and buffer zones in collaboration with local communities and relevant ministries” such as Ministry of Environment, Ministry of Agriculture, Forestry and Fishery, Ministry of Rural Development Ministry of Land Management, Urban Planning and Construction and Ministry of Interior (Objective and Priority Action 1.1.1).
The NPASMP, as a regulatory instrument, will indicate how to implement the national protected area policies effectively. The NPASMP is expected to be a concise document of focused and detailed set of policies for defining the overall institutional arrangements and priority strategies that are required to design, manage and financing protected areas. This includes the definition of economic development and biodiversity conservation goals that are aimed to be achieved through Protected Areas and the provision of information for developing further guidelines and sub-decrees, sustainable funding arrangements, management planning and zoning, monitoring and reporting, and the further elaboration of a set of community protected areas.
Duties and Responsibilities
Scope of work:
  • Consult with the established GDANCP Taskforce on the content and structure of the National Protected Areas Strategic Management Plan.
Conduct an assessment of existing approaches to Protected Area management through a collation of existing initiatives and frameworks and associated capacity building strategies related to protected area management and conduct a Strengths, Weaknesses, Opportunities, and Threats (SWOT) analysis as part of the assessment in order to:
  • Clarify objectives of the conservation, rehabilitation, prevention, suppression of illegal activities and sustainable use of natural resources and ecosystem within individual protected area (PA Law Art. 16.1), including monitoring systems;
  • Suggest recommended actions for successful achievement of the protected area objectives (PA Law Art. 16.4);
  • Suggest steps to implement management plans for priority protected areas (PA Law Art. 16.4);
  • Suggest possibilities of financing Protected Area management (Payment of Ecosystem Services, REDD+, Voluntary Carbon Market, …).
This should be done through:
  • Review and collation of existing policy, regulations and plans related to protected area functions and management;
  • Review of existing sub-national approaches and practices related to PA management;
  • Review of international plans and guidelines related to PA management;
  • Collation of existing initiatives and frameworks and associated capacity building strategies related to protected area management.
Conduct an assessment of current status of Protected Area management through the assessment of:
  • The current status of natural resources and ecosystems within each zone including flora and fauna species, genetic resources and socio-cultural aspects (PA Law Art. 16.2);
  • The contribution of each protected area to achieving biodiversity and natural resources protection and conservation (PA Law Art 16.3), as well as the role of PA in rural poverty reduction and economic development;
  • Increase the understanding of the role of communities and stakeholders in PA management.
This will be done through:
  • Literature and inventory data review;
  • Review the lessons learned and best practices observed at sub-national level and in as pilot projects;
  • Write a summary report outlining existing approaches, practices and lessons learnt on Protected Area management including considerations on improved linkages between protected areas planning and management and other forms of land and forest management, including REDD+;
  • Provide technical support and inputs to the working group developing the NPASAP.
Write the first draft of the National Protected Areas Strategic Management Plan which will include:
  • Development of an outline of the NPASAP with themes to be developed;
  • Drafting of chapters by themes;
  • Integration of feedback from stakeholders coNPASAP. nsultations and other consultations;
  • Review and finalization of draft
Expected Outputs and Deliverables:
  • An assessment of existing approaches to Protected Area management including a SWOT analysis;
  • An assessment of current status of Protected Area management;
  • A summary report outlining existing approaches, practices and lessons learnt on Protected Area management
  • A first draft of the National Protected Areas Strategic Management Plan.
Institutional Arrangement:
  • The Consultant will report to the UN-REDD National Programme Deputy Director and to Team Leader of the UNDP Environment and Energy Unit and will be supervised by Deputy Director General, GDANCP and the Technical Specialist, REDD+ Taskforce Secretariat on day-to-day basis;
  • The Consultant will be accountable for timely and quality outputs and report monthly to the REDD+ Taskforce Secretariat on progress compared to the work plan;
  • The Consultant will work in close collaboration with the national consultant and the established working group, led by GDANCP, to coordinate the development of the National Protected Areas Management Plan;
  • The Consultant is furthermore expected to consult relevant stakeholders involved in Protected Areas Management. The national consultant is expected to have the necessary network and to assist the international consultant in conducting consultations with relevant stakeholders.
Duration of the Work and Duty Station:
  • The duration of the work from 10th November 2013 to 30th September 2014 for a total of 90 working days.
  • The duty stations for this assignment are Phnom Penh, Cambodia and home country. During the assignment the consultant is expected to be in Phnom Penh, Cambodia for a total of 47 days, three times, first, for 12 days, between November 10th and November 20th, 2013, second for 20 days between March 20 to April 25th, 2014 and third for 15 days between August 15st and September 30th2014;
  • The consultant will be hosted at and be allocated an office space by the GDANCP.
