Job: School Estates Manager (1)

Description
Makerere University Business School (MUBS) is a Public Tertiary Institute affiliated to Makerere University with the mandate to provide business and management education in the country. MUBS seeks to attract and retain talented individuals in a positive, diverse, healthy and safe work environment. Applications are invited from suitably qualified Ugandans to fill vacant positions of School Secretary, School Librarian, School Legal Officer and School Estates Manager in Makerere University Business School service.

POST PROFILE FOR THE SCHOOL ESTATES MANAGER
Plan, develop, control and coordinate all Estates functions including transport management of MUBS.
KEY DUTIES AND RESPONSIBILITIES:
1. Provide strategic leadership and ensure efficient and effective management of the Estates Section.
2. Develop and formulate strategic technical specifications, plans and budgets for the buildings, plants and equipment of the School.
3. Develop technical specifications and performance standards to facilitate procurement of furniture, parts, machinery and equipment as well as construction, rehabilitation, repair and maintenance of buildings and motor vehicles.
4. Prepare and specify quantities and costs of materials and labour required for projects according to design specifications.
5. Coordinate the implementation of technical projects including construction, rehabilitation, repair and maintenance of physical infrastructure in order to ensure conformity to policies and procedures.
6. Coordinate the preparation of planned, preventive and curative maintenance programmes and schedules.
7. Plan and coordinate meetings with consultants, contractors, suppliers, inspectors, engineers, donors and other University personnel to ensure compliance with design specifications and maintenance of required standards.
8. Investigate, safeguard and inspect MUBS premises and offices to ensure that adequate protection measures exist for the assets, property and equipment.
9. Monitor and evaluate staff performance against set targets and objectives and also recommending appropriate action.
10. Participate in multi-disciplinary teams to develop, implement and evaluate strategic management plans in order to improve performance standards.
11. Any other duties assigned by the Principal from time to time.
DESIRABLE ATTRIBUTES:
1. Must have strong leadership, interpersonal and influencing skills as well as good communication skills.
2. Excellent relationship management and communication skills.
3. Should have sound knowledge in project management, strategic planning and budgeting.
4. A high level of maturity and integrity.
5. Should be results-oriented.
6. Ability to write timely reports.
7. Ability to work long hours.
8. High level of computer literacy, with experience in the use of relevant packages.
PERSON SPECIFICATION:
1. A Honors Bachelors degree in Architecture or Civil Engineering or its equivalent from a recognized institution.
2. Should have a Masters degree in Civil Engineering or Architecture or its equivalent from a recognized University.
3. Must be a registered engineer with the Engineers Registration Board of Uganda or the Architects Registration Board and a member of the Uganda Institute of Professional Engineers.
4. Should have at least five years’ experience in building construction and maintenance of physical infrastructure.
5. Must be a citizen of Uganda aged between 35 and 50 years.
REMUNERATION:
An attractive remuneration package shall be paid in accordance with the MUBS Terms and Conditions of service.
TENURE OF APPOINTMENT:
A five (5) year contract, renewable once, subject to good performance.

Description

POST PROFILE FOR THE POSITION OF SCHOOL LEGAL OFFICER
The job holder shall be responsible for the effective and efficient management of the Legal Section of the School, provision of legal advisory services and ensure effective management of legal and contractual risks.
KEY DUTIES AND RESPONSIBILITIES:
1. Provide leadership and ensure efficient and effective management of the staff and resources in the Legal Section.
2. Provide legal advisory and interpretation services to management and Council to ensure statutory compliance with existing laws and regulatory requirements.
3. Review and draft contracts, agreements and internal policies and ensure that they are in compliance with all statutory or legal requirements.
4. Review progress of outstanding litigation and liaise with and manage external lawyers.
5. Continuously monitor compliance with statutory obligations and advise management.
6. Prepare monthly and quarterly reports for the Section for the consideration of management
7. Prepare, negotiate, review and draft documentation for business transactions and prepare and advise management in compliance with all statutory or legal requirements.
8. Provide continuous leadership, supervision, training and development of Section staff ensuring an effective and motivated team.
9. Provide legal protection and risk management advice to management especially on contract management.
10. Liaise with the HR department in conducting performance appraisals and ensure competency and training gaps are addressed.
11. Follow-up and update management on court matters and attending court hearings for and on behalf of the School.
12. Review and advice on MOUs between MUBS and other organizations including donors.
13. Assume any other duties as may be assigned from time to time by the Principal.

PERSON SPECIFICATION:
1. An Honors. Bachelor of Laws (LL.B) and Diploma in Legal Practice or its equivalent from (a) reputable Institution(s).
2. Must be a citizen of Uganda aged between 30 and 50 years.
3. Must be an enrolled advocate of the High Court of Uganda.
4. Must possess a valid practicing certifi cate.
5. At least four (4) years experience in an increasinglyresponsible position in a medium-sized organization.
6. Possession of a Master of Laws degree from a reputable institution will be an added advantage.

a) Shall be responsible to the Principal.
b) Shall be responsible for the development, control, management and co-ordination of all library and information services of MUBS.
KEY DUTIES AND RESPONSIBILITIES:
1.Provide strategic leadership and ensure efficient and effective management of the School Library.
2. Develop and manage the library collection in order to support the research, scholarship and teaching and learning goals of MUBS.
3. Develop, manage and maintain library systems to ensure access meets teaching and research needs, and integrate with other MIS systems on Campus.
4. Provide access to library resources and services via the web.
5. Provide easy and extensive access to the Library’s content and services in order to support the research, scholarship and teaching goals of the school.
6. Plan and review space requirements to provide an environment that promotes and supports teaching and learning and research.
7. Manage library spaces and facilities to ensure they are best utilized and maintained.
8. Undertake effective planning and development of the Library and its staff, and to work in partnership with external organizations.
9. Any other duties assigned by the Principal from time to time.

2. At least a Master’s degree in Librarianship & Information Science with. OR
3. At least a Master’s degree preferably in any of the following study programmes – Business Administration, Law, Educational Management, Public Administration with an honours first degree in Librarianship & Information Science from a reputable institution of Higher Learning.
4. At least five (5) years relevant working experience at senior managerial level in a reputable institution.
5. Must be a citizen of Uganda aged between 35 and 50 years.
6. A PhD or equivalent in Librarianship & Information Science shall be an added advantage.
