Purpose of the Position
Accountable for developing, managing, co-ordinating, networking, implementing and monitoring an advocacy and communication strategy and associated products and activities on on-going basis with public audiences, with the objective of promoting awareness, understanding, support and respect for children`s and women`s rights, and support for UNICEF`s mission, priorities and programmes in the country office.
Key Expected Results
1. Communication strategy: The Country Office Communication Specialist has a clear communication strategy and associated work plan to get children`s issues into the public domain, strengthen political will in support of UNICEF`s mission and objectives, and enhance the organization`s credibility and brand in both development and humanitarian response settings.
2. Media relations: The International Country Office has a well maintained and continually developed contact list of journalists and media outlets covering all media - print, TV, radio, web, photo etc. - and a successful process of communicating and maintaining regular contact and close collaboration with the media to communicate the story of UNICEF`s cooperation.
3. Networking and partnerships: The Country Office has a well maintained and continually developed contact list of individuals, groups, organizations and fora whose support is essential in achieving the advocacy and communication objectives. Effective working relationships with the UN Country Team and UN communication counterparts are developed, maintained and enhanced.
4. Celebrities and special events: The Country Office has a well maintained and continually developed contact list of appropriate, nationally-known personalities who have been identified, engaged and support UNICEF`s effort and who actively participate in special events and activities.
5. Global priorities and campaigns: The Country Office has an effective process in place for integrating and taking action on UNICEF`s global communications priorities, campaigns and partnerships, disseminating these elements in a locally-appropriate way.
6. Resource mobilization support: Global and country level fund-raising activities are supported by effective advocacy and communication strategy and activities with particular focus on national committees.
7. Management: Human resources and financial resources are both effectively managed and optimally used.
8. Monitoring and evaluation: Communication baselines are established against which the achievement of objectives of the communication strategy are regularly evaluated; analysis is undertaken to continuously improve the effectiveness of communication strategy and activities; results and reports are prepared and shared.
9. Capacity building and support: The Representative and the country programme team are provided with professional expertise and advice on all aspects of external relations communication as required.
Qualifications of Successful Candidate
- Advanced university degree in Communication, Journalism, Public Relations.*
- Five years of relevant work experience in communication, print, broadcast, and/or new media. International and national work experience. Background/familiarity with Emergency situations.
- Conversant with social media platforms development and management (websites, facebook, twitter, and etc.)
- Fluency in English and French. *A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

Job: Chief, Social Policy, Planning Monitoring & Evaluation

Purpose of the Position
Accountable for the accomplishment of the following overall end-results through (i) effective engagement in social policy dialogue with the Government for programme development, advocating for increased public resource allocation and budgeting towards the social sector and social services and local capacity building in support of the goal of universal coverage of essential social services and the creation of a protective environment for children; (i) undertaking programme monitoring and evaluation (M&E), exercising advisory role, providing guidance, coordination and leadership in policy and strategy development, in the oversight of the implementation of M&E recommendations, as well as in the collaboration with the UN country team in support of the attachment of the MDGs; (iii) conducts data collection and analysis to fill information gaps and to strengthen capacity for advocacy for children`s rights, and to support the Millennium Development Goals (MDGs) and the World Fit for Children (WFFC) agenda.
Key Expected Results
1. Timely monitoring and measurement of changes in conditions due to programme or policies in country or region are provided to the Country Office and national partners to facilitate national planning, and assess the impact of the programmes and policies, and report on the progress being made.
2. Constructive dialogue and partnerships are established between international and local social policy stakeholders, to provide effective protective environment for the most vulnerable children, including progressive compliance of principal policy documents and legislation regarding all aspects of child rights.
3. Technical guidance and support provided to ensure that Country Office Performance are systematically monitored and data for key indicators of the Annual Management Plan and management reports are collected, analyzed and made available to management and the Country
4. Current information on state budget and spending patterns and social services are monitored and updated on an on-going basis to support advocacy for decentralization and universal coverage of essential services.
5. Data-driven analysis is provided for effective prioritization, planning, development, and results-based management for planning, adjusting, and scaling-up specific social policy initiatives.
6. Effective partnerships with the Government and other agencies established to enable sustained and proactive commitment to the Convention of the Rights of the Child and the Millennium Development Goals for continuing worldwide progress of the UNICEF mission.
7. UNICEF Social Policy/ Planning, Monitoring and Evaluation Programme Component effectively planned, implemented and managed in support of the country programme.
Qualifications of Successful Candidate
  • Advanced university degree in Social Sciences, Economics, International Relations, Political Science, International Finance, public relations, or other relevant disciplines.
  • Eight years of relevant work experience.
  • Developing country work experience
  • Background/familiarity with Emergency.
  • Fluency in English and another UN working language.
  • Fluency in French is an asset.
  • A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
