Africa has to build its capabilities in space exploration, constellation programs, earth observation systems, navigation and positioning, satellite systems, communication and education in a global perspective. Space further presents a unique opportunity for cooperation and sharing of enabling infrastructure (including data) in proactively managing, among others, disease outbreaks; our natural resources and the environment; our response to natural hazards and disasters; weather forecasting (meteorology); climate change mitigation and adaptation; our agriculture and food security; peacekeeping missions and conflicts. In this regard the Commission wishes to recruit a Space Sciences Expert to support the implementation and systematic coordination of its space initiatives; to incorporate space science and its applications into the Commission's cooperation, development and political strategies at the regional and continental levels and ensure enhanced intra-Africa and international cooperation in space science and technology. In 2012 the Commission established a Space Working Group (WG) as a mechanism to assist the continent to develop a holistic space policy and strategy. Major Duties and Responsibilities:
2 Within delegated authority and under the supervision of the Head of Science and Technology Division, the Space Sciences Expert will provide technical services to the Commission's Space Task Force; the Space Working Group; and support the coordination and implementation of space programmes including the GMES and Africa program. More specifically the Space Sciences Expert will be responsible for the following duties: 1. Provides coordination services of the various space initiatives within the AUC with a view to create synergies and complementarities so that space systematically contributes to Africa's sustainable development efforts. 2. Participate in the activities of the AU Space Working Group and contribute in the drawing-up of an African Space policy and strategy to enable the African Union to exploit its space resources. 3. Promotes international strategic partnerships aligned to the African Union long-term objectives in space and its applications. 4. Specifically coordinates and expedite the development and validation of a GMES and Africa Programme Implementation Action Plan with clearly expected outputs and impact; and in the process enhances the international and intra-Africa cooperation and promotes strategic partnerships aligned to the African Union long-term objectives in space and its applications. 5. Promotes intra-Africa regional cooperation with a view to share various space facilities, infrastructure and benefits through forging strong alliances with the Regional Economic Communities, NEPAD Planning Agency, Member States and other key regional space institutions 6. Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (work programme, programme budgets, etc.) 7. Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. 8. Provides expertise and advice to assist portfolio heads and top political leadership regarding the AU space science and technology policy. 9. Performs any other relevant duties.

2. JOB PURPOSE: The African Union Commission is mandated by: 1. The Declaration on Boosting Intra-African Trade and the Establishment of a Continental Free Trade Area (CFTA) at theHeads of State and Government of the African Union, meeting at the 18thOrdinary Session of the Assembly in Addis Ababa, Ethiopia, from 29 to 30 January, 2012; and 2. The recommendations of the Sixth Ordinary Session of the Conference of the African Union (AU) Ministers of Trade on the need to fast track the establishment of CFTA; Both of which:
Endorsedthe Action Plan for Boosting Intra-African Trade (APBIT) and requestedtheAU Commission, in collaboration with RECs, Member States, and developmentpartners, to develop an implementation strategy for the Action Plan; Called onMember States, RECS, the AU Commission and development partnersto adopt the necessary measures towards the effective implementation of APBIT; Decidedthat the CFTA should be operationalized by the indicative date of 2017,based on the framework, roadmap and architecture; and Requestedthe Commission, in collaboration with United Nations EconomicCommission for Africa (UNECA), the African Development Bank (AfDB) and other relevant agencies, to take appropriate measures including studies,technical support to RECs and sensitization of Member States and partners, forthe effective implementation of the CFTA Road Map; and Requestedthe Ministers responsible for the CFTA to reportas appropriate to the Assembly, through the Executive Council on progress.
3. The July 2009 Summit of African Heads of States, which called for a robust system for monitoring and evaluation of regional integration, including intraAfrican trade (Doc. EX.CL/517 (XV), AU 2009). Pursuant to the above mandatesthe Department of Trade and Industry of the AUC is recruiting an expert in International Trade Negotiations/Agreements in order to establish the CFTA Negotiations Secretariat that will support the CFTA Negotiations Forum preparatory process and will facilitate the implementation of this process once it has been launched by the AU. 3. MAJOR DUTIES AND RESPONSIBILITIES: The key function of this position is to provide support the elaboration of a detailed plan to guide the implementation of the Action Plan for the CFTA process.Under the supervision of the Director for Trade and Industry Department and in close collaboration with the Trade Division the International Trade Negotiations/Agreement Expert will carry out the following tasks: i. Review existing decisions, the Action Plan for BIAT and the CFTA and propose the co-ordination mechanism for the Tripartite Negotiations Process, the Second Bloc and any other bilateral trade negotiations between African member states.
ii. Provide technical expertise and contribute to the capacity development of the department to monitor closely all bilateral trade agreements on the continent with third parties so as to continuously assess the risks to Africa's continental integration efforts. 2
iii. Review existing trade and investment related partnership agreements of the African Union Commission, and advise on strategies to enhance market access and market diversification for member states and regional economic communities so as to improve the benefits from South-South trade and intraAfrican trade in particular. iv. Encourage evidence/based negotiations and contribute towards the development of a pool of African experts in international trade negotiations. To collaborate with the African Group of Ambassadors in Geneva, Brussels and Washington DC as well as partner institutions in the development, implementation and coordination of capacity building initiatives to enhance Africa's negotiations capacity in trade. v. Support the AUC in helping the REC Secretariats to strengthen their trade negotiations and trade policy making capacities in the context of ongoing negotiations as well as the CFTA negotiations process. vi. Propose means to adequately use information technology tools to track trade agreements on the continent and to advise policy makers on the latest developments in order to enable appropriate strategies to be developed in order to vii. Stay abreast of international trade issues and draft formal communications for the Commissioner, Director and Head of Trade as needed. viii. Carry out other related duties as may be assigned by the Department Director. 4. EDUCATIONAL QUALIFICATIONS REQUIRED: The successful candidate will have the following: a. A minimum of Master's Degree in any of the following disciplines: business, commerce, , economics, law, development studies, , with a specialization in international trade; b. Additional qualifications in international trade negotiations will be an added advantage;
5.PROFESSIONAL WORK EXPERIENCE REQUIRED: a. At least 8 years of professional working experience in international trade negotiations at national, regional and/or global levels; experience should
include research for negotiations, leading trade negotiations and following up on the implementation of trade agreements; b. Previous work experience with international organizations in a developing country setting is an advantage, ideally in Africa. 6. OTHER RELEVANT SKILLS:

The African Union Advisory Board on Corruption is an autonomous organ established within the African Union, in terms of Article 22 of the African Union Convention on Preventing and Combating Corruption. The main mandate of the Board is to promote and encourage the adoption of measures and actions by State Parties to prevent, detect, punish and eradicate corruption and related offences in Africa as well as to follow-up on the application of those measures and submit a report to the Executive Council on a regular basis on the progress made by each State Party in complying with the provisions of the Convention. In seeking to achieve these objectives, the Board intends to strengthen its capacity to deliver, by amongst others, the implementation of a basic organizational structure and the filling of all vacant posts. The Commission of the African Union invites applicants who are citizens of Member States for a position in the Secretariat of the Board which is mainly in charge of providing substantive, professional, administrative and logistical support to the Board.
Major duties and responsibilities:
Under the supervision of the Secretary to the Board, the Administrative and Finance Officer is charged with the following
Finance
i) Ensure finance management and accounting on AU Advisory Board on Corruption (AUABC) matters as well as reporting to the AU structures;
ii) Assist the Head of AUABC to liaise with Auditors and implement agreed internal and external audit recommendation;
iii) Check all service/supplier payment and make sure that they are correctly allocated;
iv) Be responsible for the development of the budget section of AUABC annual work plan;
v) Be responsible for all procurement and payment request and manage all transactions that go through the AUABC account;
vi) Preparing proposal budgets and financial reports for funders when required;
vii) Follow up donor commitment to ensure timely receipt of funding;
viii)Regularly review, analyze and report project financial status; review budget versus actual and available balances of various sources;
ix) Manage petty cash and ensure all cash advanced to AUABC is reconciled timely;
x) File all original service/supplier contracts;
xi) Preparing and finalizing of ad hoc and end of project audits as may be required;
xii) Assist with financial planning and logistics for events, meetings and workshops;
xiii)Ensure frequent and efficient communication between AUABC, AU Commission, Host Country and partners;
xiv) Perform a variety of financial management task delegated by the Head of AUABC.
Administration
i) Manage the administration of the AUABC Office;
ii) Ensure systems and procedures are in place for efficient functioning of the office;
iii) File all statutory, legal and donor agreements in a safe and appropriate place;
iv) Manage the asset register (office furniture, computers, equipment, etc);
v) Follow up on staff contract;
vi) Manage and supervise the administration of support staff;
vii) Perform a variety of administrative tasks delegated by the Secretary to the Board.
Qualifications and Experience Required
  • Candidates must have a University Bachelor Degree in any of the following disciplines:
  • Accounting, Public Administration, Business Administration, Economics, Management, Finance or related field;
  • Candidates must have an excellent command and use of SAP ERP software.
Professional experience required
Candidates must have a least 5 years of relevant working experience in financial resources and fund management;
Other relevant skills
  • Candidates must have in their possession of material resources (purchase orders, accounting and human resources management);
  • Experience in management of funds from multiples of donors, preparations of balance sheets and budgets; also experience in the preparation and accomplishing financial annual audits;
  • Capacity to work under pressure in an international environment made up of people of various nationalities, cultures and backgrounds;
  • Ability to interpret financial procedures and standards and their application;
  • Proven knowledge of computerized systems and demonstrated experience of working with computerized accounting packages and spreadsheets;
