Background
Purpose
The overall purpose of the consultancy is to adapt the existing complex training programme on municipal property and assets management developed for local government employees for the future training of elected local government officials that will be implemented by entity Associations of Municipalities and Cities in Bosnia and Herzegovina. In this regard, a National Consultant for adaptation of existing training programme on municipal property management (hereinafter Consultant) will be engaged.The assignment is a part of the Local Government Training System in Bosnia and Herzegovina and aims at increasing capacities of elected officials – councillors to make competent decisions that will support effective management of municipal property and assets, rationalisation of investments and costs and maximisation of benefits and income from existing property and assets in future.
Objective
The primary focus of the consultancy is to review the existing complex module on municipal property and assets management developed by the UNDP MTS II Project for the Local Government Training System in Bosnia and Herzegovina, select key topics relevant for the elected officials and design standardized programme and materials for one day training module. The training programme will be designed and delivered in line with the entity Training Strategies for Local Government Employees and the annual work plans of entity Local Government Training Systems.
Background Information
The consultancy is planned within the 2nd phase of the Municipal Training System (MTS II) Project, which is aimed at contributing to professional and competent BiH local governments, able to effectively manage development processes and deliver quality services to their citizens. The MTS II focuses on further strengthening of the policy and functional capacity of the Training System for Local Self-Government Employees in BiH and supports its affirmation as an effective public mechanism for carrying out the local governments` capacity development agenda country-wide, as defined within the entity training strategies 2011 - 2015. The project also supports the design and delivery of priority and demand-driven training programmes for both local government elected officials and employees.In 2012 and 2013, UNDP MTS II Project designed and delivered a comprehensive 2-day training programme on municipal property and assets management for local government employees. The training needs assessment conducted by the entity Associations of Municipalities and Cities in Bosnia and Herzegovina among elected officials/councilors showed there is a need for the similar but adapted training for this specific target group as well. For strategic, operational and financial reasons, municipal assets` management is becoming an increasingly important area of decision-making for local governments in BiH. New demands for better service provision and improved public sector management systems, utilising property and assets to reinforce the economic development function at local level, or potential synergies and changing roles in the public and private sectors are creating the need for better management and accountability of municipal resources. The MTS project is an integral pillar of the UNDP Local Governance Programme, which aims to contribute to improvement of governance, focusing on advancing local government know-how so as to better position local authorities to tackle and overcome development challenges, whilst improving citizens services. The MTS II is a UNDP-managed project, funded primarily by the Swedish International Development Cooperation Agency (Sida) and implemented in partnership with the BiH Ministry of Justice, the FBiH Ministry of Justice, the RS Ministry of Administration and Local Self-Government, the entity Civil Service Agencies and entity Associations of Municipalities and Cities.
Duties and Responsibilities
Scope of work
Pursuant to achieving strategic priorities within the entity Training Strategies and responding to the priority training needs identified by annual survey among BiH local governments, this service will focus on preparation of a one-day training module on municipal property and assets management for the local government elected officials based on the training curriculum and materials previously developed for local government employees. The programme should focus on equipping councillors with basic knowledge and skills to be able to make competent decisions that will support effective management of municipal property and assets, rationalisation of investments and costs and maximisation of benefits and income from existing property and assets in the coming period.
The consultancy will require the following:
  • Consultations with UNDP MTS II Project team, entity AMCs and training users to specify the future training content;
  • Review of available training materials produced for the Local Government Training System;
  • Design of the training curriculum and training plan;
  • Design and development of all supporting materials for the training program;
  • Development of the reference guide for future trainers, providing guidelines on how to deliver each segment of the training effectively;
  • Development of means for training evaluation and certification of participants.
The consultancy is organised as follows:
  1. Consultations with UNDP MTS II project team, entity AMCs and training users Initially, the Consultant shall consult with the UNDP MTS II Project team to receive the first inputs and exact requirements of the assignment. The Project team shall provide necessary information related to background of the assignment, manner and methods of the training programmes and previously produced materials.This meeting will be followed by consultations with entity AMCs and selected training users, to further specify needs of target groups expressed in the annual training needs survey. The consultant's work will be coordinated and directly supervised by a designated UNDP MTS II project team member.
  2. Review of existing training materials and adaptation of the training curriculum The expert will review all the relevant training materials provided by the Project team, identifying segments and methodologies that can be re-used. Based on the conclusions, the Consultant will develop the curriculum of the one-day training program for elected officials on municipal property and assets management that will be approved by the Project. The document will contain key themes and sub-themes to be addressed as well as training tools and methodologies that will be used to convey the information. Proposed methodologies should be in line with adult education principles, particularly interactive learning to ensure participation by the trainees. The curriculum template will be provided by UNDP MTS II.Upon approval of the curriculum outline, the Consultant will compile the training materials (selecting, re-using or adapting the existing ones), including: training module agenda; PowerPoint presentations, hand-outs for participants, practical exercises for individual/group work, check lists, case-studies, reference materials, examples and templates and evaluation tools. The training materials will be submitted to the project and the AMCs for final review and approval.
  3. Development of the reference guide for future trainers Finally, the Consultant is expected to develop a reference guide for future trainers (up to 15 pages) that will include guidelines on how to deliver the new training effectively. The guidebook should include the curriculum and instructions on how to implement each segment of the programme with reference to PowerPoint slides, tools and exercises to be used and questions to be raised in discussions. Template for the guide will be provided by UNDP BiH.

Required Skills and Experience
  • University degree in economics, finance, law or other relevant field.
  • At least 5 years of relevant experience in the field of public property management;
  • Extensive knowledge and experience in the area of municipal property and assets' management and understanding of trends in this area in the Western Balkans;
  • Knowledge on property-related legal framework in Bosnia and Herzegovina;
  • Proven record of training design and delivery to public sector;
  • Solid understanding of local governance and local economic development trends in BiH.
  • Fluency in English and official languages of BIH.
  • Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource.

FINANCIAL PROPOSAL
  • Lump sum contracts
The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).Travel;All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursedEVALUATIONIndividual consultants will be evaluated based on the following methodologies:1.
