Background
The UNDP Regional Electoral Support Project in the MENA region, formed as the Arab component under the GPECS Global Project and headed by the Regional Elections Advisor (REA) in the UNDP RCC, has now received formal approval from its donor, SIDA. The project has now been signed and received its first tranche of funding in December 2013. The Regional Elections Project, (of which funding has been approved until June 2016), has already begun implementation of some of its earlier-planned activities, and has outlined some intended activities for the first phase of the project (2014).
The UNDP Regional Electoral Support Project in the MENA region targets fours main aspects. These relate to (1) Enhancement of Regional and South-South Cooperation, (2) Promotion of Greater Civic Engagement and Inclusive Participation of Youth Promoted, (3) Empowerment of women throughout the electoral cycle and (4) Regional knowledge development, exchanges and capacity enhancement.
The first regional project to come on stream is the tri-lingual regional lexicon of Election Terminology. The regional lexicon is conceived as a tri-lingual work of reference in Arabic, English and French. It will serve a two-fold aim: allow an understanding of local usage, and help bring about a measure of harmonization of terminology in the region. It will also contribute to clarifying the concepts in the fields of elections and democracy building. The lexicon will serve as a tool of reference to provide clear and accurate explanations of key terms in the field of elections. It will seek to facilitate an understanding of electoral terms and allow precise and correct usage in discussions, negotiations and the drafting of documents including legal texts.
The eight UNDP elections assistance projects in the region (Egypt, Iraq, Jordan, Lebanon, Libya, Palestine, Tunisia and Yemen) are involved in helping to provide local input with regards to language and idiomatic usage. This comparative dimension is designed to contribute to the emergence of standardized terms, on the one hand, and enhance appreciation and understanding of differences on the other. In addition, it will contribute to widen the debate about elections and democratic processes in general.
The development of the lexicon has been implemented by an international Senior Advisor and is coordinated by Cairo-based national Coordinator. In order to conduct a successful launch of the lexicon in his print and electronic form and to develop related projects in its post-publication phase as well as other regional projects, UNDP is recruiting international Senior Regional Advisor for Project Development to provide overall guidance for the finalization of the first edition of the lexicon and develop further projects to contribute to the projects four main targets.
Duties and Responsibilities
Under the direct supervision of Regional Elections Advisor the Senior Regional Advisor will be responsible for the following outputs:
First edition of the lexicon
  • Timely production and the quality of the Arabic Lexicon of Electoral Terminology in its printed and electronic forms;
  • Timely production of the website/portal that will house the lexicon and future knowledge products;
  • Draft the Term of Reference for the Website's Forum moderator and Website's content manager;
  • Concept note, press release and all promotional materials and strategy for the launch on a regional level;
  • Strategy to link and distribute the lexicon to all relevant regional and international bodies and partner organisations;
  • Strategy to link the lexicon to EC-UNDP joint task force activities (e-learning platform etc);
  • An implementation review report of the Lexicon's production.
Second edition and other related projects
  • Concept note for the second edition of the lexicon;
  • Strategy for the incorporation of the lexicon in GPECS;
  • Concept note, related ToR, timeline and budget for the inter-active youth edition of the lexicon;
  • Oversight of the production of the youth edition of the lexicon;
  • Concept note, related ToR, timeline for the development of a phone application of the lexicon;
  • Concept note, related ToR, timeline and budget for online games and quizzes;
  • Concept note, related ToR, timeline and budget for online election related webinars;
  • Concept note, related ToR, timeline and budget for online election related radio programme.
In addition to this, he or she will be responsible for conducting the following activities:
  • Briefing team members, project partners, UNDP management and other stakeholders on the Lexicon, facilitate the initial and launch meetings and contribute to training as necessary;
  • Provide ongoing guidance to the Project Coordinator and all other team members;
  • Oversee the final phases of the Lexicon's production, printing and distribution;
  • Oversee the inception of the youth edition of the lexicon;
  • Oversee the development of related products: phone app, games & quizzes, webinars, radio programme;
  • Provide advice to UNDP's Regional Electoral Support Project in the MENA region relating to the production of knowledge tools, translation and the creation of a pool of specialized translators.
Key Results
  • The first edition of Arabic Lexicon of Electoral Terminology is successfully launched and widely distributed on time to the highest standards of quality;
  • The website is developed and launched on time, within budget and to the highest standards of quality;
  • The strategy for the second edition of the lexicon is designed;
  • The development of related products, in particular the youth edition of the lexicon is initiated.

Required Skills and Experience
Education:
  • Master Degree in linguistics, Arabic language, journalism, political science or a related discipline.
Experience:
  • A minimum of five years' specialized experience in electoral assistance and strong technical knowledge of the field of elections in general;
  • A minimum of five years' experience as a writer, editor and/or translator in English, French or Arabic, such work in several or all three languages being an important advantage;
  • Good knowledge of the Arab world and its regional linguistic specificities;
  • Experience in the development, production and publication of high-quality printed and electronic publications;
  • Experience in the production of lexicons;
  • Experience in the production of on-line games or quizzes;
Language Requirements:
  • Fluent in Arabic, English and French is mandatory.

Submissions will be evaluated in consideration of the Evaluation Criteria as stated below:
Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants' qualifications and financial proposal. The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
  • Responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.
Technical Criteria - 70% of total evaluation – max. 100 points:
  • A minimum of five years' specialized experience in electoral assistance and strong technical knowledge of the field of elections in general – 20 points;
  • A minimum of five years' experience as a writer, editor and/or translator in English, French or Arabic, such work in several or all three languages being an important advantage – 20 points;
  • Good knowledge of the Arab world and its regional linguistic specificities – 15 points;
  • Experience in the development, production and publication of high-quality printed and electronic publications – 15 points;
  • Experience in the production of lexicons – 10 points;
  • Experience in the production of on-line games or quizzes – 10 points;
  • Fluent in Arabic, English and French – 10 points.
Financial Criteria - 30% of total evaluation – max. 30 points
