Background
Available evidence and the decisions adopted by Parties to the Convention on Biological Diversity (CBD) indicate a significant gap in finance for biodiversity management, for countries to scale up their efforts and achieve the 20 Aichi Targets defined in the CBD’s Strategic Plan for 2011-2020. A recent global top-down assessment conducted by the CBD High Level Panel for Resource Mobilisation estimated that the global investment required amounts to between US$ 130 and 440 billion annually. However detailed national-level (bottom-up) assessments are required to provide more robust information on the biodiversity finance gap, fully taking into account the effects of the enabling policy environment. In this context, at COP-11 in October 2012, UNDP and the European Commission (EC) launched a new partnership project “Building Transformative Policy and Financing Frameworks to Increase Investment in Biodiversity Management” that seeks to build a sound business case for increased investment in the management of ecosystems and biodiversity at the national level. With the Governments of Germany and Switzerland having joined, this project has since grown into a multi-partner global endeavour – the UNDP - managed Biodiversity Finance Initiative (BIOFIN).
BIOFIN is managed by UNDP, in partnership with the European Commission and the Governments of Germany and Switzerland. The $15 million initiative was launched in October 2012 and will run until 2016, with further support being sought to extend it.
Guided by a steering committee representing the partners, BIOFIN aims to develop a methodology for quantifying the biodiversity finance gap at national level, for improving cost-effectiveness through mainstreaming of biodiversity into national development and sectoral planning, and for developing and implementing comprehensive national resource mobilising strategies. These methodologies are being piloted in 18 countries globally.
Purpose of the Workshop:
The workshop will bring together approximately 70-100 participants including representatives from up to 18 BIOFIN pilot countries (government, experts and UNDP country offices), UNDP headquarters and regional offices, as well as international thematic experts. The workshop has the following objectives:
  • Introduce new countries to the main BIOFIN concepts;
  • Develop a common understanding on the updated methodology;
  • Set standards and timelines for BIOFIN deliverables at national level;
  • Capture and share lessons learnt from first activities in pilot countries;
  • Define appropriate national advocacy processes to position future BIOFIN outputs;
  • Mobilise strong multi-sectoral national ownership of BIOFIN;
  • Prepare BIOFIN presence at 2014 CBD meetings.
The BIOFIN Team is seeking a consultant who can be engaged as a documentalist and rapporteur for the Global Workshop to be held in Bratislava, Slovakia, from 25-27 February 2014. Under the direct supervision of the BIOFIN Project Specialist, the consultant is required to ensure the successful documenting and reporting of the above workshop.
Duties and Responsibilities
Tasks to be performed
In particular, the duties include:
  • Ensure gathering of the workshop documents, such as the agenda, participants list, presentations, written speeches and working group discussion reports;
  • Advise moderators of all sessions on documentation to be submitted to facilitate the production of the workshop report;
  • Write a workshop report including all recommendations, key statements and agreed action points and timelines coming from the workshop participants.
Outputs/Deliverables
  • Ensure minutes of the workshop proceedings and documentation of the workshop, such as the agenda, participants list, presentations, written speeches and working group discussion reports during the workshop are collected;
  • Workshop report including key recommendations, conclusions, main lessons learned, key statements and agreed action points and timelines. The report needs to include several photos and relevant data presented at the meeting. The final agenda and participants list shall be included as an annex. A draft version of the report shall be submitted for review by March 7th and a final version by 14 March 2014.
Working Arrangements
  • Duty station: 1) Preparatory home – based teleconference with BIOFIN Team with access to email and skype; 2) Workshop venue, Bratislava, 25-27 February 2014 with arrival at least one day before the event;
  • Finalization of the Workshop report and follow-up to take place from home base through email/skype;
  • The Basic Security in the Field II course must be successfully completed prior to commencement of travel;
  • All costs related to the accommodation, breakfast, lunch, dinner, water and tea breaks will be directly paid by UNDP;
  • Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director;
  • Consultants are required to comply with the UN security directives set forth under https://dss.un.org/dssweb/;
  • The Consultant will be given access to relevant information necessary for execution of the tasks under this assignment;
  • The consultant will be provided with the background information of the workshop objectives, project methodology and other related materials;
  • The Consultants will be responsible for providing her/his own working station (i.e. laptop, internet, phone, scanner/printer, etc.) and must have access to reliable internet connection.
Payment Schedule
  • The consultancy will take effect upon contract signature through 14 March 2014;
  • Payment of fees will be made upon submission of a certification of payment form, and acceptance and confirmation by the Project Specialist on outputs delivered;
  • All related travel expenses will be supported by the project travel fund and will be reimbursed as per UNDP rules and regulations upon submission of an F-10 claim form and supporting documents. Please ensure to include the travel costs for this assignment in your quote.

Required Skills and Experience

Education
  • Masters degree in environmental management, biology, development studies, social sciences, finance, business administration, or a related field.
Experience
  • At least 5 years of experience working on projects related to environmental management, financing, biodiversity conservation or a related field;
  • Demonstrated experience in the documentation of workshops or meetings in an international setting, related to conservation/environmental management.
Language requirements
  • English required; Spanish will be an advantage.
Evaluation method and Criteria for Contract Award
  • Only those applications which are responsive and compliant will be evaluated;
  • Offers will be evaluated according to the Combined Scoring method – where the qualifications will be weighted at 70% and the financial offer will be weighted at 30%;
  • Applicant receiving the Highest Combined Score and has accepted UNDP’s General Terms and Conditions will be awarded the contract.
