Background
The Local Governance and Community Development Programme (LGCDP) is a national programme which is being implemented by the Ministry of Federal Affairs and Local Development (MoFALD) and supported by a range of development partners. LGCDP's Programme Document(PD) comprehensively describes LGCDP's rationale and approach along with its vision, goal and purpose. The individual programme components and management arrangements are also fully described in the PD as is the Programme log frame and the results and reporting framework
Duties and Responsibilities
Within the framework of LGCDP II, a District Governance Expert will be posted in each of the following 41 DDCs:
Duty stations:
Taplejung, Panchthar, Shankhuwasabha, Terhathum, Bhojpur, Dhankuta, Solukhumbhu, Khotang, Okhaldhunga, Sindhuli, Ramechap, Dolakha, Rashuwa, Nuwakot, Bhaktapur, Arghakhanchi, Gorkha, Manang, Lamjung, Baglung, Myagdi, Mustang, Mugu, Dolpa, Humla, Jumla, Kalikot, Rukum, Rolpa, Pyuthan, Salyan, Surkhet, Jajarkot, Dailekh, Doti, Achham, Bajura, Bajhang, Darchula, Baitadi, Dadeldhura.
SCOPE OF WORK
The District Governance Expert (DGE), who will be accountable to the Local Development Officer of his or her working district, has ultimate operational responsibility for reporting and facilitation of the LGCDP activities in the district and to support the district in improving their Minimum Conditions and Performance Measures (MCPM) assessment score. The DGE will provide technical support to District Development Committee (DDC) for planning, programming, reporting and monitoring. S/he will work in close coordination with the respective Regional Coordination Unit (RCU).
The DGE will be responsible for carrying out following tasks:
Assist the DDC to be compliant with Local Body Resource Mobilization guidelines:
  • Assist the DDC to carry out participatory planning process by mobilizing Ward Citizen Forums;
  • Provide technical support to the DDC board in prioritization of project proposals during the annual planning process;
  • Assist the DDC for coordination and linkage with line agencies and other stakeholders.
  • Assist the DDC to prepare annual work plan and to prepare Project Funding Matrix;
  • Assist the DDC and VDCs to prepare monitoring and evaluation plans and to timely inform concerned authorities to correct any misappropriations, mistakes and weaknesses;
  • Assist the DDC to conduct periodic reviews, public hearings and public/social audit;
  • Assist the DDC in preparing statuary reports and to publish these as required;
  • Assist the DDC in improving compliance to vital registration and social security guidelines;
  • Report any observation of financial irregularities to the LDO;
  • Assist the DDC in implementing community mediation.
Assist in effective LGCDP II implementation:
  • Provide support to compile the data from VDCs, and DDC and prepare trimester and annual progress reports and submit to the Programme Coordination Unit (PCU) regularly through the Regional Coordination Unit;
  • Assist the DDC to institutionalize cross-cutting issues such as Gender Equality and Social Inclusion (GESI), Child Friendly Local Governance (CFLG) and Environment Friendly Local Governance (EFLG);
  • Support the DDC to conduct Initial Environmental Examination (IEE), Environment Impact Assessment (EIA) and other environmental safeguards;
  • Assist the DDC in facilitating civil society compliance monitoring activities such public audit, social audit and public hearing;
  • Monitor social mobilization activities in VDCs and promote harmonization with other social mobilization in the district;
  • Assist the DDC to implement Fiduciary Risk Reduction Action Plan;
  • Assist the DDC to introduce and implement web-based reporting and results based monitoring system including District Poverty Monitoring Analysis System (DPMAS);
DDC and VDC capacity development:
  • Assist the RCU in identifying DDC and VDC capacity gaps on the basis of MCPM assessment results;
  • Assist the RCU in drawing up regional capacity development plans for local bodies;
  • Facilitate and coordinate capacity development activities at the local level.

Required Skills and Experience
Education:
  • The candidates should have attained 4 years Bachelor's degree programme in technical field.
Experience:
  • Should have 3 years of working experience in relevant field preferably in local governance;
  • Demonstrated track record of delivering high quality reports on time;
  • Experience of having worked on a national government-managed programme would be an advantage.
Language:
  • Fluency in Nepali and English languages both in spoken and written.
