II. ORGANIZATIONAL CONTEXT AND SCOPE
In line with the Strategic Framework for Artemisinin Resistance Containmentin Myanmar and under Three Diseases Fund (3DF) support, IOM intends toestablish its 'Community-based Artemisinin Resistance Containment Projectfor Mobility Impacted Communities' in four Townships in Mon State; Thaton,Bilin, Kyaikhto and Ye. The project aims to provide Malaria prevention,diagnostic and treatment support to rural communities from 183 villages including mobile and migrant population.Under the direct supervision of the Field Project Manager, the below dutiesare assigned as follows:
III. RESPONSIBILITIES AND ACCOUNTABILITIES
1. Screen quality and specification of goods received and delivered tointended locations. Ensuring that the goods are in good condition and theright quantities that correspond to the packing list received and quantitiesrequested.
2. Arrange the storage and dispatch of non-medical items for the Project asrequested by IOM field officers.
3. Assist the Project Manager/ Head of Sub office in setting up the office;arrange transportation and accommodation for IOM staff in the field.1Maintain the database of asset inventory using the prescribed IOMsoftware.
4. Monitor shipments (in/out-bound) and local/international documents forsupplies and non-medical items intended for activities.
5. Control stocks and make necessary replacement to be used byprojects/missions. Maintain a list of equipments and following-up on thereturns of such equipment to the office.
6. Process the disposal of non-expandable property items and checkphysical inventory. Maintain in orderly manner the stationery stock cards.
7. Coordinate with the Field Medical Coordinator and the Assistant ProjectManager as well as Logistics clerk and the Finance/Administrative Unit inYangon.
8. Coordinate with partner agencies on logistics issues and participate inLogistics Cluster Meetings.
9. Assist in setting up new sub-offices; train newly recruited logistics team.

1. Assist to carry out the standard/routine budgetary and finance tasks for allactivities in accordance with IOM's rules and regulations;

5. In close coordination with Yangon budget unit and Programme team, theincumbent will assist in budget planning, monitoring theimplementation/expenditures with respect to various budgets/cost-sharingon a regular basis;
6. Ensure that budget implementation/expenditures are verified incompliance with the IOM's and donor's Rules and Regulations prior theexpenditures commitment and timely follow-up;7. Supervise the budget/finance unit in sub-office; provide technical supportsand supervisory role to the Finance Assistant. Conduct the capacitybuilding as needed.

IOM is committed to the principle that safe and orderly migration is a benefitto migrants and society, and is essential for achievement of the MillenniumDevelopment Goals. As a global intergovernmental organization withheadquarters in Geneva, Switzerland, IOM supports governments toeffectively manage the various challenges related to migration and alsoprovides assistance to migrants. In the health sector, this involves acting as atechnical agency to address national priorities and as an implementingagency which partners with government, communities, and other agencies tostrengthen health systems to meet the needs of hard-to-reach mobilepopulations, migrants, and their local host communities.IOM's activities under the Three Millennium Development Goals (3MDG)initiative aim to strengthen provision of essential maternal and child health(MCH) services among hard-to-reach populations in areas which were mostimpacted by Cyclone Nargis. The project partners closely with townshiphealth authorities to support and strengthen collaborative health planning andimplementation among existing service providers and supports developmentof emergency preparedness systems, and also capacitates community-basednetworks of health workers, village health committees, and Basic Health Staffat Rural Health Centre and village level.Under the direct supervision Head of Sub-office in Bogalay, the incumbent isresponsible for the client-centred and effective management of the 3MDGactivities in Bogalay Township.
III. RESPONSIBILITIES AND ACCOUNTABILITIES
  • Manage and lead the 3MDG team in Bogalay Township.
  • Partner closely with Township Medical Officer (TMO) and support him/herin leading the implementation process
  • Liaise, support, and facilitate to build up regular monthly meeting withBHS at township level and with BHS and health actors at RHC level.
  • Facilitate organization of monthly training meetings on women and childhealth services, psychosocial support, emergency preparedness, childgrowth promotion, and immunization among BHS staff at township level.
  • Organize timely procurement and supply of essential drugs, diagnostics,and other consumables for target health facilities by coordination withYangon office.
  • Strengthen coordination among BHS, VHC members, and CHW/AMW atvillage tract and village level.
  • Establish, capacitate, and facilitate functioning Township HealthCommittee, Mental Health Team, Emergency Preparedness Plan, andNutrition Team.
  • Support and assist the development of effective partnership betweenhealth facilities, community health workers, and village health committeesfor strengthening referral mechanisms.

  • Assist the design of activities that promote equitable access to theservices for itinerant migrant workers in the township.
