OBJECTIVES OF THE PROGRAMME :
The WHO Programme on HIV is guided by the Global Health Strategy for HIV 2011 - 2015 (GHSS). Its goals, consistent with Getting to Zero: UNAIDS Strategy 2011 - 2015 and international commitments, are to achieve universal access to prevention, diagnosis, treatment and care interventions for all in need, and to contribute to achieving health-related Millennium Development Goals (MDGs) and their associated targets by 2015. The objective of the Department of HIV is to lead an effective, organization-wide HIV effort to support Member States in the implementation of the GHSS. The four GHSS strategic objectives are:
Strategic Direction 1 : Optimize HIV prevention, diagnosis, treatment and care outcomes;
Strategic Direction 2: Leverage broader health outcomes through HIV responses;
Strategic Direction 3: Build Strong and Sustainable systems; and
Strategic Direction 4: Reduce vulnerability and remove structural barriers to accessing services.
The Department of HIV provides leadership and technical support related to these strategic directions and leverages the capacity of other HQ Departments to contribute to the broader HIV programme. The Department of HIV works closely with Regional Offices to maximize WHO's impact in countries. Within the Department and in coordination with other HQ departments, regional and country offices, the PDI Unit takes the leadership in the development and managerial aspects of the WHO-HIV wide work plan. It ensures adequate work planning and resource mobilization and allocation related to broader health outcomes.
Description of duties:
The overall assignment of the incumbent is to facilitate the day-to-day communication with CDC, and grant management of CDC, which is WHO wide, and support the USAID grant management for the HIV department. In particular, the incumbent will:
- Facilitate the daily communication with CDC related to grant management issues with the relevant CDC Project Officer and CDC Procurement and Grants Office in Atlanta and ensure that minutes are taken, disseminated and filed and monitor that actions are followed-up upon; maintain the up to date management of the CDC grants.gov funding portal for applications; maintain an up to date and well organized electronic filing system of awards/contractual information and relevant communication with the donor and sub-grantees; and assist in the coordination of the review meetings and monitoring visits of CDC (15%), which includes drafting agenda's and incorporating feedback, drafting the communication to the participants, drafting presentations and minute taking and monitoring on the implementation of the resolutions.
- Assist in compiling the annual proposals for CDC and USAID, as well as the CDC carry-forward and no cost extension requests and check that the proposals meet the required WHO standards and Donor formats (25%). This includes preparing circular e-mails with guidance/instructions, finalizing templates, provide on-going support to the sub-grantees through meetings and teleconferencing, and conduct quality checks when compiling and provide feedback to the sub-grantees on the draft and final submissions.
- Develop the annual and interim draft narrative reporting to USAID and CDC, and assist with other donor reporting and ensure that appropriate quality checks as provided by the project manager are executed (25%). This includes preparing circular e-mails with guidance/instructions, finalizing reporting templates, and provide on-going support to the sub-grantees including on financial expenditure and encumbrances/obligations.
- Facilitate the coordination of the WHO submissions related to the grant agreement terms and conditions, including programmatic/technical restrictions and human subject restrictions for CDC (20%). Keep up to date monitoring sheets on all sub-grantees and ensure that deadlines are met and alert supervisors on time if problems are encountered that delay the submission of deliverables.
- Perform other duties as required, including assisting with WHO internal grant implementation related administrative and financial issues for designated components of the CDC and USAID port folio as assigned by the Project Manager (15%).
REQUIRED QUALIFICATIONS
Education:
Essential
University degree in the field of arts, international relations, business/public administration, social sciences or equivalent .

Desirable
An advanced degree in public health, international relations.
Skills:
- Expert knowledge of grant management related issues: e.g. contractual arrangements and term and conditions.
- Proven success in resource mobilization and donor relations at an international level.
- Excellent writing skills with familiarity and hands-on experience in proposal development and report writing.
- Good organizational and analytical skills.
- Proven ability to coordinate and produce results within short deadlines in a relatively complex environment involving different departments, and regional and country office stakeholders.
- Excellent interpersonal and communications skills, and strategic thinking, with the ability to formulate operational work plans.

Experience:
At least five years of relevant work experience fund raising, grant management and maintaining external relations in the field of international health and development.
Desirable
Experience in public administration and or in the administration of international organizations, and or experience in the field of HIV/AIDS. Experience of drafting applications and managing grants with United States Government agencies.
Languages:
Expert knowledge of English is required, intermediate knowledge of French would be an asset.
