Background
In the overall context of the Rule of Law and Human Rights Programme's training strategy for 2013, the OSCE Office in Baku (the Office), in co-operation with the Justice Academy of Azerbaijan, will assist the Justice Academy in increasing the number of qualified legal experts accredited as trainers of the Justice Academy. For this purpose the Office will organise a 'training of trainers' (TOT) for defence counsels (members of the Azerbaijani Collegium of Advocates) on the European Convention on Human Rights (ECHR), which will consist of two parts: 1) Training on the implementation of select articles of the ECHR, and 2) 'Training of trainers' on the methodology of teaching human rights. Following this TOT, a higher number of defence counsels will increase their teaching skills and will be placed on the Justice Academy's official roster as trainers.
The Office therefore requires the services of a duly qualified international expert well versed in theoretical and practical aspects of the ECHR and its practical application. The expert is expected to conduct both theoretical lectures and practical exercises in the framework of the Training on the implementation of select articles of the ECHR for defence counsels to be held on 16-21 December 2013.
Tasks and Responsibilities
The aim of the Training on the implementation of select articles of the ECHR is to provide defence counsels with better theoretical and practical understanding of the requirements of the European Convention on Human Rights in respect of:
1) Article 5: Right to liberty and security;
2) Article 6: Right to a fair trial; and
3) Article 1 of Protocol 1: Protection of property.
The target group consisting of 15-20 prospective trainers will be divided into two groups. This training is a part of a larger 'training of trainers' and it will be organised in two sessions (for two groups): Group I -16-18 December, 2013; Group II -19-21 December, 2013
Each training session will cover all three topics, mentioned above. The expert is expected to fully prepare the agenda and the materials of the training sessions.
This training will take place at the premises of the Justice Academy of Azerbaijan.
Deliverables:
  • Consultation for the Office on the agenda and the format of the training session
  • Preparation of training plan
  • Provision of training on the following topics:
1) Article 5: Right to liberty and security;
2) Article 6: Right to a fair trial; and
3) Article 1 of Protocol 1: Protection of property.
  • Preparation of necessary training materials
Necessary Qualifications
1.Minimum ten years of professional experience in international human rights law;
2.Good knowledge of the European Convention on Human Rights and case-law of the European Court of Human Rights (including awareness of the case-law against Azerbaijan);
3.Demonstrated previous experience in training legal professionals (experience in training judges is highly desirable).
4.Fluency in oral/written English;
5.Previous experience of work at the European Court of Human Rights would be an asset.
Remuneration Package
The consultant will be remunerated 400-450 EUR/day during 6 days. TOTAL: 2400-2700 EUR.
Living costs in Azerbaijan as well as travel costs by the most economic route from the consultant's place of residence to Baku and return will be covered by OSCE.
