INTRODUCTION
The Global Green Growth Institute (GGGI) is an international organization dedicated to green growth. Headquartered in Seoul, it is a new, hybrid international organization – interdisciplinary, multistakeholder and driven by the priorities of emerging and developing economies – established by an initial group of eighteen governments pursuant to a treaty signed at the United Nations Rio+20 Conference in June 2012. GGGI is dedicated to helping governments and industry pioneer and diffuse a new model of economic growth, green growth, that integrates ambitions for strong economic and environmental performance to achieve poverty reduction, job creation and social inclusion, as well as climate change mitigation and adaptation, addressing biodiversity loss and resource security. GGGI's approach is particularly suited to developing countries as we believe growth is an essential ingredient in economic and human development. GGGI's theory of change leads it to focus on three major outcomes: (1) adoption and implementation of rigorous green growth plans based on strong analytics that form the core of national and provincial economic development strategies in emerging and developing economies; (2) research which builds a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; and (3) public-private partnerships that enable the scaling of resource-efficient investment, innovation and practice in key industry sectors as well as the engagement of companies in the implementation of national and subnational green growth plans.
JOB DESCRIPTION
GGGI is seeking a Representative to develop and lead its programming and operations in South Africa.
  • S/he will have a passion for green growth and a commitment to helping to build a climate resilient economy with growth and jobs.
  • The Country Representative is responsible for building and managing a GGGI program in South Africa in partnership with the South African government, and in consultation with all stakeholders.
  • S/he will lead multiple project teams responsible for the detailed analysis, policy design and implementation, public and private sector stakeholder engagement, and international collaboration that lie at the heart of the green growth planning process.
  • The key priority will be to identify, evaluate and prioritise green growth opportunities, and support the institutions to deliver these opportunities, enabling the government to drive implementation and tangible impact on the ground.
Key responsibilities include:
Developing a long-term portfolio of work in South Africa, acting as a trusted advisor to the government and a key actor in promoting green growth in the country; Build and maintain lasting partnerships and coordinate communication with officials and stakeholders in the government, development agencies, research institutions, and the private sector of South Africa emphasising dialogue and engagement; Conduct analysis and provide expert knowledge relevant to develop investment plans and sectoral and/or provincial and local-level action plans in the context of the implementation of green growth strategies in South Africa; Managing multiple teams of individuals with varying areas of expertise and levels of experience, including external consultants, and ensuring project delivery is on time and to budget; Develop and ensure an effective work environment in South Africa where the team members are engaged and confident in their work scope and have a solid local presence; Plan, organize, and manage programs and activities for capacity building and knowledge sharing for green growth in South Africa and its regional and international dissemination; Ensure accountability to GGGI's partners, beneficiaries, donors and host governments
QUALIFICATION
  • The successful individual will have a strong analytical background, and ideally hold a post-graduate degree in a relevant subject from a leading academic institution.
  • Individuals will also have exceptional strategic thinking skills, a track record of senior-level interaction and political awareness as well as substantial work experience in a relevant field in South Africa and/or the region.
  • S/he will have an understanding of Soth Africa's economic, social and environmental aspects relevant to green growth planning and sustainable urban development in particular.
  • A Masters or PhD level or equivalent, preferably in engineering, economics or business/finance as well as 10 years of relevant experience;
  • Experience identifying, prioritising, scoping, and implementing green growth opportunities in one or more relevant sectors such as natural resources, energy, water, industry, transport, the built environment or services;
  • Successful experience engaging multiple stakeholders in South Africa and/or other similar countries, and building consensus around a clear course of action Significant team management experience and ability to lead Excellent communication and networking skills, Ability to communicate complex economic and development issues in a clear and simple way to a diverse audience;
  • Strong entrepreneurial drive, motivation and the ability to creatively find solutions to complex problems, with examples of personal initiative and impact A track record of delivery of complex programmes, having delivered projects involving capability building and/or significant knowledge dissemination activities Effective and efficient operational and organisational skills – project management and project coordination experience;
  • Multi-cultural literacy and easily adaptable;
  • Ability to seek and consider diverse ideas and approaches and ability to work as part of a team;
  • Strong oral and written English is essential, fluency in French would be an advantage.
