Context: Under the direct supervision of the Director of the Department of Operations and Emergencies, and in regular consultation with relevant departments and divisions in Headquarters (HQ), the Department of Operations and Emergencies (DOE) Senior Humanitarian Advisor main responsibilities are:
Core Functions / Responsibilities:
  1. Act as overall focal point for IOM contributions to and interaction with the Inter Agency Standing Committee (IASC), including issues pertaining to humanitarian reform and humanitarian policy discussions; keeping abreast of developments in the reform process, analyzing the impact of such reforms on IOM and advising the DOE Director on such discussions.
  2. Act as DOE focal point for humanitarian policy discussions and dialogue with Geneva-based representatives of the humanitarian community, including humanitarian NGOs, UN IASC focal points and the Red Cross/Crescent Movement; advise relevant department divisions accordingly.
  3. In coordination with relevant HQ Departments/Divisions, IOM's UN Observer Office and field missions, prepare and present IOM's position at humanitarian interagency processes, such as the IASC Working Group; coordinate in particular the formulation of institutional positions in preparation for IASC Principals' meetings, other IASC fora as well as the Global Humanitarian Platform.
  4. Strengthen IOM's relationship with academic and research institutions, including by contributing to academic events/publications as well as organizing informal consultations with key partners specifically related to humanitarian and post crisis interventions.
  5. Supervise the drafting of various policies including the IOM Humanitarian Policy and the Durable Solutions policy and compendium to clearly articulate the roles, objectives and priorities of IOM in the international humanitarian system and the policies, codes of conduct and methodologies IOM staff can use for carrying out principled humanitarian action.
  6. Establish a mechanism of coordination within DOE, and in consultation with other departments, for regular consultation on the process of policy development and the provision of input by IOM staff.
  7. Establish the IOM Humanitarian Advisory Board and oversee all aspects of communication and consultation with the Board.
  8. Supervise the development of training modules on the IOM Humanitarian Policy, Protection Mainstreaming and Durable Solutions Framework and their online version in close coordination with relevant departments/divisions.
  9. Engage, in coordination with relevant departments/divisions, in other initiatives relevant to IOM humanitarian and protection work for stranded migrants, including in particular the UN Special Representative of the UN Secretary General on Migration and Development's initiative on migrants caught in crisis situations, and follow-up actions relating to the 2013 High Level Dialogue on International Migration and Development as well as the Global Forum on Migration and Development and the World Humanitarian Summit 2016.
  10. Perform such other duties as may be assigned.

Required Qualifications and Experience
a) completed advanced university degree from an accredited academic institution preferably in Political, or Social Sciences, Business Administration, Migration Studies, International Relations and/ or Law; eight years of relevant professional experience (ten years for candidates with first level university degree) in the field of migration issues including operational and field experience, IOM project development, and management; demonstrated expertise in the thematic area relevant to the project; experience in liaising with governmental authorities, other national/ international institution and NGOs: knowledge of monitoring and evaluation.
Languages
Fluency in English is required. Working knowledge of French an advantage.
