The Department of Technical Cooperation consists of the Office of the Deputy Director General, four regional Divisions (Africa, Asia and the Pacific, Europe and Latin America), the Division of Programme Support and Coordination and the Division of the Programme of Action for Cancer Therapy (PACT). It provides strategic direction for the IAEA's technical cooperation programme, and is responsible (in close collaboration with Member States) for the planning, formulation, implementation and monitoring of the programme, in line with the IAEA's Medium Term Strategy. The objective of PACT is to enable Member States to introduce, expand and improve their cancer care capacity by integrating radiotherapy into a comprehensive cancer control programme that maximizes its therapeutic effectiveness and public health impact. The Division of PACT is headed by the Director, who reports directly to the Deputy Director General of the Department of Technical Cooperation. In 2009, the World Health Organization (WHO) and the IAEA signed an agreement to complement each other's efforts in the fight against cancer in low- and middle income countries, particularly on capacity building for cancer control planning and implementation of appropriate interventions and strategies, and to collaborate on raising awareness and new funding for cancer control activities at national, regional and international level through a WHO/IAEA Joint Programme for Cancer Control. The Director of PACT has been assigned the role as the IAEA's Joint Programme Coordinator by the Director General. PACT is a recognized and high-profile flagship initiative for the IAEA whose success will help mould the IAEA's future approach to the funding of cooperative development programming. To this end, the Division of PACT is expected to be a role model in coordinated, collaborative, transparent and structured programme implementation through the IAEA's one-house approach as well as an innovator and driver of a structured long-term approach to resource mobilization.
Under the supervision and guidance of the Director of PACT, the Section Head ensures a strategic, results-oriented and coordinated approach to the mobilization of significant extrabudgetary resources to support Member States in introducing, expanding and/or strengthening their cancer control capacity. Within the context of the IAEA's Partnership and Resource Mobilization Policy, the incumbent develops a coherent resource mobilization plan to engage traditional and non-traditional potential donors, actively liaises with internal and external partners in the implementation of this plan, builds a team to implement agreed resource mobilization activities and ensures systematic, reliable and transparent reporting on fundraising and related communication activities and results.
The Section Head is: (1) a manager and team leader, ensuring that the PACT-specific resource mobilization strategy is further strengthened and that relevant activities are coordinated and implemented in the most efficient and effective manner in line with the results-based approach; (2) a substantive expert, developing fundraising strategies and policies, tools and mechanisms customized for PACT; (3) an adviser to the Director on resource mobilization and related communication aspects; (4) a coordinator and focal point to ensure full alignment of PACT resource mobilization activities with relevant staff in the Division of Programme Support and Coordination (TCPC) and partners; and (5) an advocate, promoting PACT activities to potential donors and partners in resource mobilization.
The Section Head establishes and maintains collaborative relationships with colleagues in the Division of PACT, the Division of Programme Support and Coordination as well as within the Department of Technical Cooperation. He/she aligns activities with other IAEA resource mobilization approaches and activities, acting as a liaison point and adviser on resource mobilization and fundraising strategies for cancer control-related activities and projects and funding priorities for the WHO/IAEA Joint Programme. He/she liaises with resource mobilisation counterparts in WHO and other relevant stakeholders in the global health arena, and establishes stable relationships with potential traditional and non-traditional donors. For communication and outreach activities, the Section Head and his/her team liaise closely with TCPC and the Division of Public Information (MTPI).
  • Under the guidance of the Director and in collaboration with relevant internal and external partners, review and strengthen the fundraising strategy for PACT, including joint efforts with external partners; provide advice and support to the Director and staff within the Section on the implementation of this strategy.
  • In close cooperation with other TC Divisions, the Division of Human Health (Department of Nuclear Sciences and Applications), WHO and relevant external stakeholders, establish methodologies and processes for transparent and results-based estimation of resource demands.
  • Establish and broaden relations with traditional and non-traditional donors and financial partners.
  • Ensure that reliable information on donors' funding priorities and trends is gathered and analysed; advise PACT partners on the development of bankable project documents; explore relevant sources of funding, including non-traditional sources.
  • Coordinate strategic programme development with relevant internal stakeholders.
  • Strengthen the Section's resource mobilization capacity through building a cohesive, qualified and motivated team of resource mobilization professionals.
  • Ensure that high-quality communication and outreach material on PACT is designed, produced and disseminated in support of PACT resource mobilization in close cooperation with TCPC and MTPI.
  • Organize effective fundraising/donor events, such as briefings and presentations, as well as joint events with relevant partners and stakeholders.
  • Closely coordinate the acceptance and allocation of extrabudgetary contributions with TCPC in accordance with IAEA's rules.
  • In close coordination with TCPC, ensure the provision of systematic, transparent, and accurate reports for donors (as per respective agreements) and on all fundraising activities and results.
  • Thorough knowledge of PACT, its strategies and priorities.
  • Ability to implement the IAEA's fundraising policy, and strengthen it in particular with regards to non-traditional and individual donors, and to devise PACT specific fundraising tools and mechanisms, whilst ensuring that the IAEA's reputation for integrity and its institutional independence are upheld.
  • Demonstrated ability to develop and adapt innovative approaches to and replicable strategies for fundraising.
  • Ability to challenge traditional resource mobilization practices, to quickly adapt to changing circumstances and needs, and to identify marketable projects.
  • Demonstrated ability to build networks and strategic alliances and to maintain and strengthen relationships with donors and partners.
  • Ability to quickly acquire detailed knowledge and understanding of priorities and interests of potential partners and to identify matching PACT programmatic activities.
  • Strong communication skills, including outstanding and proven oral and written presentation skills.
  • Proven ability to deliver systematic, transparent, and accurate reports to donors and relevant organisational entities.
  • Advanced university degree in communication, business, public administration, international relations or other related fields.
  • Minimum of 10 years of progressively responsible professional experience in fundraising, resource mobilization and programme/project development, preferably in the field of human or public health.
  • At least 5 years of professional experience in a multinational context and in the coordination of complex undertakings involving multiple stakeholders, including from developing countries.
  • Previous staff management experience or experience as a line manager.
  • Proven record of mobilizing resources in the private and public sectors, preferably in the field of human or public health.
  • Excellent knowledge of written and spoken English. Knowledge of any other official IAEA language (Arabic, Chinese, French, Russian, Spanish) desirable.
