Organizational Setting and Reporting
The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Division of Environmental Policy Implementation (DEPI) works with international and national partners, providing technical assistance and advisory services for the implementation of enviornmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. The Project Manager will be based in UNEP's field office in El Fasher, the state capital of North Darfur. Security conditions permitting, the Project Manager will be required to travel to the Project area outside of the city. The position is unaccompanied.
Under the supervision of the UNEP Sudan Country Programme Manager and within delegated authority the incumbent will undertake the primary implementation of the new Wadi El Ku Catchment Management Project and will be responsible for the following duties:
Within delegated authority, the Project Manager will be responsible for Project implementation as defined by the Project document and in accordance with the procedures established by the UN and the donor, and with relevant Government of Sudan procedures. The incumbent of the position will undertake the following responsibilities:
Responsibilities
1). Management of inception activities - Establish the Project during its five month inception period: personnel recruitment and orientation, technical assistance, mobilization, baseline survey implementation; counterpart and partner orientation and agreement preparation and Project infrastructure set-up.
2). Project management - Responsible for the overall delivery of the project including timely implementation of Project activities specified in the Project delivery plan; preparation of annual Project Work Plans and effective and efficient management of Project staff, consultants, material and funds. Ensure that all Project activities and processes, including procurement, comply with UNEP and donor rules and regulations.
3). Programme quality assurance - Ensure that Project outputs are delivered to a high quality and in accordance with the Project logical framework and in compliance with UNEP standards and guidelines, through technical guidance, quality and cost control and management support to staff and partners. Ensure areas of Project technical intervention including soil and water management, forestry,IWRM, agricultural development and related policy development and institution building are adequately supported and technically supervised.
4). Monitoring and Reporting - Ensure monitoring plan is prepared and implemented covering all project activities, inputs and scheduled outputs. Ensure that Project narrative and financial reports are prepared and distributed according to the Project reporting schedule, highlighting problems, difficulties and delays with UNEP Management.
5). Partnerships and coordination - Liaise closely with Project partners, counterparts and donors ensuring that UNEP and Project interest are represented to best effect. Ensure sub-grants and contracts issued to partners are managed to the highest standard.
6). Staff supervision and team development - Provide supervision and performance management to the Project team in El Fasher, oversee the preparation of individual performance agreements and annual performance appraisals in accordance with UNEP policy. Take steps to ensure a cohesive and well-functioning project team and ensure up-to-date job analyses.

Education
Advanced University degree (Master's or degree or equivalent) in environment or development related field (natural resources management, IWRM, environment/development economics, law) with proven knowledge of socio-economic aspects of sustainable development. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven years of relevant and progressively responsible experience in crisis and/or post-crisis setting, with at least 5 years working with host governments and bilateral or multilateral assistance programmes. Proven experience of project cycle management, and team leadership in insecure environments are a requirement. Relevant country experience is an added advantage.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Working knowledge of Arabic is an advantage. Knowledge of another UN official language is desirable.
Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required, with particular emphasis on written skills in English; knowledge of the other is desirable.
Assessment Method
Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.

This is a Project Post. Initial appointment against this position is for a period of one year and may be subject to extension, subject to availability of funds.
