Organizational Setting and Reporting
The position is located in the Regional Office for Southern Africa (ROSAF), Integrated Programme and Oversight Branch (IPB), Division for Operations (DO) of the United Nations Office on Drugs and Crime (UNODC) in Pretoria, South Africa. The incumbent will work under the direct supervision of the Representative, ROSAF, and receive technical guidance from the Chief HIV/AIDS Section (HAS), Drug Prevention and Health Branch (DHB), at UNODC Headquarters in Vienna. The focus of this post is to lead the implementation of the UNODC HIV Programme in the Southern African Region.

Responsibilities
The incumbent will be responsible for the following duties:
- Provide on-going technical guidance and policy advice to governments and civil society organizations in the region; lead, oversee and coordinate the development, implementation and evaluation of the UNODC HIV/AIDS key policy programmatic area of HIV/AIDS prevention and care related to people living and working in prison settings; including activities within the Joint UN programme, ensuring collaboration and cooperation with UNAIDS Secretariat and Cosponsors;
- Lead and coordinate the implementation of the UNODC project entitled: 'XSSV02 - HIV and AIDS Prevention, Treatment, Care and Support in Prison Settings in Sub-Saharan Africa (Angola, Ethiopia, Lesotho, Malawi, Mozambique, Namibia, Swaziland, Tanzania (including Zanzibar), Zambia and Zimbabwe)' , aiming to enhance the operational capacity of the governments of the participating countries in sub-Saharan Africa to address the issue of HIV prevention and care in prison settings; Establish and maintain regular contact with relevant government partners and officials;
- Act as focal point to existing and potential donor parties and actively undertake efforts to raise additional funds to promote and implement operations of the HIV component of the UNODC ROSAF Regional Programme;
- In collaboration with the UN and other partners, coordinate policy development and strategic planning, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies within the thematic area of HIV under UNODC mandate;
- Facilitate the development of annual national and regional work plans in line with HIV Regional Programme activities;
- Serve as the focal point for the coordination and integration of activities with other international and regional bodies, such as the Southern African Development Community (SADC) and UNAIDS, to address HIV and AIDS issues;
- Coordinate and facilitate the engagement and capacity building of Civil Society Organisations related to HIV prevention and care in prison settings; Coordinate the activities of the Secretariat of the African HIV in Prisons Partnership Network (AHPPN);
- Supervise and oversee the work of HIV programme/project staff, consultants and the contractees, Facilitating the recruitment and selection of national programme officers in the programme beneficiary countries;
- Coordinate, organize and provide substantive backstopping at various national and regional level meetings envisaged under the HIV programme;
- Coordinate and monitor the financial management of the HIV programme/projects, prepare relevant project documents and financial reports; Coordinate and draft substantive progress, final and other reports as stipulated in the relevant UNODC and donor agreements;
- Perform other duties as may be assigned by the supervisor.

Education
- Advanced university degree (Master's degree or equivalent) in public health, social sciences or in another relevant discipline is required.
- A first-level university degree in similar fields in combination with two additional years of qualifying professional experience may be accepted in lieu of the advanced university degree.
Work Experience
- A minimum of 7 years of progressively responsible professional experience in managing HIV/AIDS prevention, treatment and care programmes in prison settings at national and international level is required.
- Experience in working on HIV prevention among injecting drug users is required.
- Experience in building successful partnerships and networking with a wide range of external partners and organizations and experience in leading a team is required.
- Sensitivity to political issues and adaptability to local environment, hardship and security/emergency is required.
- Experience in working with the United Nations or similar international organization is an asset. Working/living experience in the region/country is desirable.
- Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations.
Languages
- English and French are the working languages of the United Nations Secretariat.
- For the position advertised, fluency in English, i.e. oral and written proficiency, is required.
- Knowledge of local or other regional language(s) is an asset.
Assessment Method
- Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
Special Notice
Filling of this project position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of funds. Staff members are subject to the authority of the Secretary- General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
