Organizational Setting and Reporting
The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action ( www.unep.org). This post is located in UNEP Executive Director's Office - Evaluation Office, at the Nairobi duty station.
Responsibilities
Under the direct supervision of the Chief, Evaluation Office (EO), the incumbent will be responsible for the following duties:
Provide research support for evaluations undertaken internally:
a) Initiate and participate in the preparation and development of Biennial Evaluation Office workplans for review by Chief.
b) Collect information for initial drafts of evaluation terms of reference and prepare preliminary drafts.
c) Collect and collate data for evaluations conducted.
d) Draft charts and graphs for the preparation of evaluation reports and special studies.
e) Identify appropriate consultants to conduct project level evaluations.
Prepare implementation plans for evaluation recommendations:
a) Prepare implementation plans for evaluation recommendations for sub-programmes and project evaluations and write to relevant offices providing suggestions on how to complete the plan.
b) Review responses from substantive offices to ensure sufficient information is provided to assess compliance.
c) Collate compliance updates and determine which recommendations have been implemented, those that need further follow-up and those that need to be discussed by Senior Evaluation Staff. d) Manage an up-to-date database and tracking system on evaluation recommendation issuance and compliance.
Provide programme support to the process of conducting evaluations:
a) Maintain an active register / workplan of all planned and active evaluations.
b) Prepare draftsix monthly progress reports for the Evaluation Office,
c) Collect and collate information for six monthly IMDIS reporting on Evaluation Office achievements.
d) Respond to information requests received by the Evaluation Office .
e) Prepare budgets, maintain an up-to-date consultants roster, raise consultant contracts and organize logistics on field visits, travel arrangements or accommodation for project evaluations.
f) Prepare travel claims of consultants and submit to finance section for payment.
g) Prepare and process payments for consultants conducting evaluations.
h) Liaise extensively with counterparts in other Offices in the Secretariat such as finance section, office of human resources management, travel office/agency and other executive offices.
Manage the Evaluation Office database including the Evaluation Website:
a) Maintain a database for all evaluations on project ratings, evalaution report quality, evaluation recommendations and implementation / compliance status.
b) Collect and gather all new relevant data for update of the consultants database.
c) Maintain the electronic Evaluation Library by inputting data regarding bulletins, documents and evaluation reports.
d) Format and make available on the EO website all evaluation reports and studies.
Perform duties of training and human resources focal point in the office:
a) Initiate requests for extension of staff contracts, Classification requests and assist in drafting job descriptions and TORs.
b) Co-ordinate various actions related to the administration of the Office human resource activities and ensure consistency in the application of UN rules and procedures.
c) Provide guidance to staff/consultants with respect to conditions of service, duties and responsibilities, privileges and entitlements under the Staff Rules and Regulations and related administrative procedures.
d) Draft correspondence in response to enquiries related to relevant personnel matters.
e) Maintain the working files of the evaluation consultants.
f) Provide a communication link between the Chief and staff by conveying directives on operation matters from the Chief to other staff and representatives of international organizations, consultants, and other individuals involved in office meetings.
Perform any other duties as requested by staff in the Office.

Education
- Completion of secondary education or equivalent is required.
- Supplementary courses/training in project management, public information management or other relevant field is an advantage.
Work Experience
- A minimum of ten (10) years of progressively responsible experience in programme/project operations, administration and human resources.
- Experience in database management or web-design would be an advantage.
Languages
- English and French are the working languages of the United Nations Secretariat.
- For this post, fluency in written and oral English is required.
- Working knowledge of French is an advantage.
Assessment Method
- Evaluation of qualified candidates for this position may include a substantive assessment
- which will be followed by a competency-based interview.
Special Notice
This position is open for recruitment for an initial period of one year and may be subject to extension. Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
