Background
The RBEC project 'New Partnerships in Development Cooperation' aims to broaden the scope of activities on UNDP with emerging donors with the focus on enhancing the strategic partnerships with Russia and Turkey and on development of a regional knowledge partnerships platform to facilitate and scale up existing and new east-east cooperation linkages. It will also provide further support to innovative models and delivery mechanisms in ODA, including capacity building and awareness raising. The project will work closely with the new donor governments while expanding the partnership base by active engagement with the private sector, foundations, and other interested partners.
Within the framework of UNDP RBEC New Partnerships in Development Cooperation project, a contract will be awarded for a Partnership Development Consultant to undertake activities related to UNDP's new partnerships agenda, with focus on the partnerships with the Russian Federation, Turkey as well as the new EU member states and the key non-state actors.
The Consultant will be contracted to carry out tasks specified below and will report to the Team Leader, New Partnership and Emerging Donors, Bratislava Regional Center.
Duties and Responsibilities
The Consultant will provide targeted analytical and organizational support to UNDP and project stakeholders. More specifically, the Consultant will undertake the following activities:
- Supporting the design of UNDP's revamped service lines supporting east-east and triangular cooperation and capacity building for new and emerging donors;
- Supporting the facilitation of cross-regional knowledge sharing initiatives, especially with the Arab States countries;
- Supporting the design of a regional partnership communications strategy and tools, including a number of online platforms, both internal and external;
- Supporting awareness raising and sharing of experiences between RBEC New Donors, and with emerging donors globally;
- Supporting research, organizational aspects and networking with the private sector, the NGO sector and the private foundations as well as other key stakeholders, as part of the Regional Center's support to UNDP Country Offices.
The Consultant will carry out any other relevant duties falling within the scope of their competence, which may arise during the course of their assignment, as requested by UNDP.
Deliverables and timeline
The following deliverables are expected from the consultancy:
- Performing comprehensive research and analysis on a broad set of new partnership engagement topics, including east-east cooperation, support to emerging donors, private sector engagement, etc.;
- Drafting concept notes on key areas of new partnership engagement;
- Preparing all aspects of knowledge sharing events in coordination with key stakeholders;
- Preparing documentation to guide the development of the online partnership communications tools;
- Liaison with UNDP and external stakeholders as relevant to the above deliverables.
Timeframe:
Approximately 60 working days over estimated 6 month period from the start of the assignment.
Specific deliverables will be agreed upon with the Supervisor at the beginning of each month, in writing. Payments will be made upon submitted satisfactory progress report against deliverables and approved timesheet submission providing details of time spent on respective deliverables, their timely execution and acceptance by the Supervisor. The exact payment schedule will be agreed in writing with consultant prior to issuance of contract.
All deliverables should be submitted to UNDP by the Consultant in English (under agreement with UNDP).

Required Skills and Experience
Education:
- Master's Degree in Development, International Relations or related field.
Experience:
- At least 3 years of experience working for an international development organisation;
- Relevant working experience in the area of supporting specific east-east and triangular cooperation initiatives that reach across regions, preferably involving the countries of Eastern and Central Europe and of the Arab States region is an asset;
- Demonstrated solid knowledge of international development agenda, the south-south and triangular cooperation modalities; the specificities of engagement with new donor countries;
- Experience of having worked for UNDP in Europe and the CIS region is a strong asset.
Language skills:
- Excellent writing, editing, and oral communication skills in English;
- Knowledge of other languages of the region is a strong asset.
Evaluation of applicants
Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants' qualifications and financial proposal. The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
- Responsive/compliant/acceptable, and
- Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.
Technical Criteria - 70% of total evaluation – max. 35 points:
- Academic qualifications – max points: 5;
- Experience of working for an international development organisation - max points: 10;
- Relevant working experience in the area of supporting specific east-east and triangular cooperation initiatives that reach across regions, preferably involving the countries of Eastern and Central Europe and of the Arab States region – max points: 10;
- Demonstrated solid knowledge of international development agenda, the south-south and triangular cooperation modalities; the specificities of engagement with new donor countries – max points: 5;
- Experience of having worked for UNDP in Europe and the CIS region – max points: 5.
Financial Criteria - 30% of total evaluation – max. 15 points.

Travel costs related to missions, if any will be covered separately according to UNDP rules and regulations;

- Please note that the financial proposal is all-inclusive and shall take into account various expenses incurred by the consultant/contractor during the contract period (e.g. fee, health insurance, vaccination and any other relevant expenses related to the performance of services...).
Travel costs related to missions, if any, will be covered separately according to UNDP rules and regulations.
Payments will be made only upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner. Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under dss.un.org.
