OVERVIEW OF THE FUNCTIONS OF THE POSTBACKGROUND
The United Nations Educational, Scientific and Cultural Organization (UNESCO) is seeking applicationsfrom Nationals of China for a National Programme Officer for HIV and AIDS post in Beijing.UNESCO, within the framework of the Joint United Nations Programme on HIV and AIDS (UNAIDS), isproviding support to the strengthening and national scale-up of education sector responses to HIV andAIDS in China by:
- Enhancing the evidence base on HIV and education, with special attention given to young keypopulations and disadvantaged populations;
- Developing partnerships for action at national level and contributing to promotion of partnerships at global and regional level;
- Supporting intensified implementation of comprehensive education sector responses to HIV and AIDS at country level, including scaling up of good quality comprehensive sexuality education; and
- Delivering high quality technical assistance to support the country's education sector response to HIV and AIDS and to promote an enabling environment, including eliminating stigma and discrimination
II. Duties and requirements
Under the overall authority of the director of the UNESCO Beijing Office, and the immediate supervisionof the programme specialist for Education in the office, the National Programme Officer will beresponsible for education programme activities related to HIV and AIDS and school health in China. Theincumbent will also work in collaboration with other staff in the Beijing Office and with the Regional HIVand AIDS Advisor based in UNESCO Bangkok.S/He will be responsible for the following areas:

Strategy and policy development:
- Identifying opportunities for UNESCO engagement in HIV policy development andprogramming (within the framework of the UNESCO Strategy on HIV and AIDS, national strategies,and the UNAIDS division of labour);
- Participating in and contributing to a process of strategic planning within UNESCO forengagement in these opportunities.ï± Representation and partner relations:
- Representing UNESCO in appropriate coordination forums, such as the UN Joint Teams on HIVand AIDS, inter-agency meetings and thematic meetings;
- Developing and maintaining partner relations with the Ministry of Education, the UNESCONational Commission, national bodies and development partners, including civil societyorganizations;
- Liaising with UNESCO structures, including the Section on HIV and AIDS at UNESCOheadquarters and colleagues in other field offices working on HIV and AIDS, in particular theRegional HIV and AIDS team for Asia and the Pacific.
Resource mobilization:
- Supporting resource mobilization efforts including proposal development from UNESCO andpartners, and provide technical assistance to local partners in accessing funding for the educationsector response to HIV and AIDS.
Technical support:
- Supporting UNESCO programming on HIV and AIDS, in collaboration with other staff working onHIV and AIDS, with particular emphasis on interventions supporting national efforts towardsstrengthening comprehensive sexuality education for HIV prevention and promoting genderequality and ending gender-based violence, including homophobic bullying in educationalinstitutions;
- Supporting timely programme implementation, monitoring and evaluation, and reporting onUNESCO Beijing Office's work related to HIV and AIDS;Providing continuous follow up and monitoring of relevant contracts to ensure timely delivery andeffective results;
- Facilitating the provision of technical support to the Ministry of Education and other nationalpartners;
- Supporting capacity building interventions within the education sector, through the organization ofmeetings and workshops to develop comprehensive action on HIV and AIDS and to contribute tonational responses;
- Contributing to advocacy efforts at country level, in order to advance use of the evidence andstrengthen joint UN and national responses to HIV and AIDS;
- Contributing to making strategic linkages between UNESCO's programme related to HIV and AIDSand other education programmes and activities in China, which are closely linked to HIV and AIDSrelated priorities, such as health promotion, life skills, gender equity and inclusive education.
REQUIRED QUALIFICATIONSEDUCATION
Advanced university degree (equivalent to Masters) in a relevant field, especially education, socialsciences or public health.
WORK EXPERIENCE
- Two to four years' of relevant work experience, including in HIV and AIDS programming;
- Good experience and understanding of the country and a clear understanding of development workand of the education sector;
- Experience in monitoring and evaluation;
- Good professional knowledge and experience on HIV and AIDS.
SKILLS/COMPETENCIES
- Good communication skills, including technical writing skills on issues related to education and HIVand AIDS;
- Ability to manage budgets and report on implementation;
- Excellent organizational skill, and good networking and partnership building skills, tact and discretion;
- Experience in monitoring and evaluation;
- Strong strategic and analytical skills;
- Ability to interact with a wide range of high–level partners;
- Strong interpersonal skills. Ability to maintain good working relations with colleagues and staff at alllevels, in a multicultural environment.
LANGUAGES
- Fluency (oral and written) in English and Chinese.
DESIRABLE QUALIFICATIONSWORK EXPERIENCE
Experience in education and resource mobilization would be an advantage.Significant technical expertise and experience in UNESCO's key leadership and main partnerresponsibilities within the UNAIDS division of labour and familiarity with UNAIDS would be an asset.
