II. ORGANIZATIONAL CONTEXT AND SCOPE
IOM is committed to the principle that safe and orderly migration is a benefit to migrants and society, and is essential for achievement of the Millennium Development Goals. As a global intergovernmental organization, IOM supports Member States to effectively manage the various challenges related to migration and provides assistance to migrants. The Myanmar health programme aims to contribute towards safer internal and international migration by promoting and facilitating equitable health services and outcomes for migrants and communities impacted by migration, throughout the migration cycle (source, transit, destination, return). The programme uses community-based approaches to capacitate for health promotion, while also supporting volunteers and health workers for service delivery and referral to services. Primary healthcare activities include strengthening of health systems in areas emerging from conflict. Under the direct supervision of the responsible Head of Satellite Office, the incumbent is responsible to capacitate volunteers and health workers on basic health package per government guidelines.
I. RESPONSIBILITIES AND ACCOUNTABILITIES
a) Develop training programmes and conduct initial and ongoing trainings to project staff and volunteers for appropriate delivery of basic primary care services, including malaria and MCH.
  • Frequently observe activities as they are undertaken in the field, and provide supportive supervision to volunteers and health workers to assist them to improve their capacity.
  • Design and conduct pre-assessment and post-assessment to capture knowledge gain, repeat assessment at end of the project to capture knowledge retention.
  • Support data collection and analysis of the relevant information closely working with the M&E and Data Management Team at Yangon and field levels.
  • Actively look at alternative methods, such as having several volunteers per community each with a more manageable set of responsibilities. Make these and other recommendations in writing to supervisors.
  • Represent IOM Myanmar at relevant health meetings, liaise, and coordinate with NGO and other actors.
  • Ensure very close collaboration and communication, including joint planning, with behavioural change communication mentor.
  • Capture visibility of BCC trainings and BCC delivery in action for the donor and DOH audience.
  • Participate in programme planning and review processes. j) Perform such other duties as may be assigned.

V. EDUCATION AND EXPERIENCE
  • University or advanced degree in medicine and/or public health. Minimum of 4 years operational and field experience in health service delivery, with high degree of mentoring experience desired; experience in maternal and child health, malaria, and primary health care with INGO and/or UN agencies desired. Experience in facilitating trainings/meeting, partnering with government, and coordinating with community structures.
VI. LANGUAGES
Required Fluency in Myanmar language with ability to use a computer keyboard. Ability to communicate in English necessary.
