Background
The OiT Political Dialogue Unit requires an international consultant to evaluate its programme for political dialogue and political pluralism. The Office seeks to hire an experienced consultant with good understanding of modern political history of Tajikistan. The evaluation findings will be used to revise the programme in the forthcoming years.
For the last 10 years the Office has been implementing political dialogue and political pluralism project portfolio that focused on promoting the engagement of governmental officials, political parties and civil society in a continuous and sustainable dialogue through two basic mechanisms: a) a joint project called 'Social Partnership Club' with the Public Council of Tajikistan; b) regular consultations and round-tables with all registered political parties country-wide. These two mechanisms continue to be the lead instruments of the Office in supporting the dialogue and promoting political pluralism in the host country. However, the Office intends to revise its programme, as the recent years' political developments in Tajikistan require different approaches and tools.
The Public Council of Tajikistan was established in 1996 by the Agreement on Social Accord that was signed by representatives of political parties, movements and civil society organizations (a total of 30 entities). It is chaired by the President of Tajikistan and over years extended its membership to 70 entities. To promote inclusive and continuous dialogue, the Office designed a joint project with the Public Council of Tajikistan - Social Partnership Club. Its function is to encourage wider public engagement in open discussions of current social, economic and political issues in the country. The Office currently requires an assessment of the Social Partnership Club to identify how effective does it fulfil its mission.
Furthermore, the Office supports regular round-tables of political parties in the regions of Tajikistan. This activity aims at instituting a permanent practice of inter-party dialogue in the regions beyond capital city of Dushanbe. The internal dynamics of these round-tables vary extensively from one region to another, which depends on the local context. The current mechanism of round-tables needs to be evaluated and suggestions made on future work with political parties in the regions.
Tasks and Responsibilities
The international consultant will be responsible for examining the relevance and effectiveness of the Social Partnership Club, the Public Council and the round-tables of political parties for the overall objective of advancing a dialogue among political forces and civil society in Tajikistan. The international consultant will be required to perform desk review and on-site evaluation, which will include meetings with local partners and travel to the regions of Tajikistan. The consultant will work in close co-operation and coordination with the National Political Dialogue Officer and report to the Head of Political-Military Department.
The Office will assist the consultant in setting up meetings with relevant local partners and provide transportation to the regions.
Expected Output/Deliverable:
The consultant is expected to deliver the following papers to the Office:
  • Report on assessment of the Social Partnership Club, the Public Council and the round-tables of political parties against their stated mission and/or objectives;
  • Recommendation chart on future relevance and/or effectiveness of the Social Partnership Club, the Public Council and the round-tables of political parties.
The consultant will be hired for four (4) weeks. The following timeline for each of the two deliverables is suggested:
Inception debrief by Political Dialogue Unit: immediately upon signing of contract.
Assessment implementation frame: by early 2nd week of assignment.
Assessment phase: 2nd and 3rd week of assignment.
Drafting deliverables and discussing the results: 4th week of assignment.
Submission of final draft report and chart: 4th week of assignment.
Necessary Qualifications
  • Advanced academic degree in political science, international relations or other relevant field;
  • Minimum 8 years of experience in political affairs, civil society development, democratization and/or policy dialogue and related areas;
  • Minimum 4 years of prior experience at the managerial or analytical positions with international organizations or diplomatic missions;
  • Prior experience working in Central Asia and, preferably, Tajikistan, for at least 3 years;
  • Proven experience in conducting project/programme evaluations and assessments;
  • Excellent oral and written English language skills;
  • Good spoken Russian; knowledge of Tajik is an asset;
  • Ability to work with people of different nationalities, religions and cultural backgrounds.
Remuneration Package
The consultant will be remunerated commensurate with consultant's experience and qualifications in accordance with OSCE established rates. Living costs in Tajikistan as well as travel costs by the most economic route from the consultant's place of residence to Dushanbe and return will be covered by OSCE.
