Organizational Setting and Reporting
This position is located in the Americas Section / Americas, Europe and Central Asia Branch, Field Operations and Technical Cooperation Division of the Office of the High Commissioner for Human Rights (OHCHR) in Geneva and the incumbent reports to the Chief of the Americas Section.
Responsibilities
Within delegated authority, the Human Rights Officer will be responsible for the following duties:
Plans and coordinates activities related to thematic and country mandates on human rights, including from a gender perspective.
Conducts substantive research and analysis of human rights issues/events and assesses their impact on the human rights situation in assigned region or country.
Provides support to the Human Rights Council and other bodies; follows-up on implementation of decisions rendered by policy-making bodies.
Ensures human rights issues, including their gender equality dimensions considerations, are integrated into political, humanitarian and economic efforts and programme.
Contributes to mainstreaming support for United Nations Country Teams (UNCTs) in assigned countries and regions, including by means of developing and conducting human rights training programmes for members of UNCTs and other partners in the field;
Supervises field verification work through periodic visits; follows up on different cases and situations verified by the regional offices.
Plans, designs and implements technical cooperation projects and activities;
Provides substantive and administrative backstopping for field presences;
Writes a variety of reports, communications, briefings, statements, etc., including to policy-making bodies.
Performs other related duties as required.
Competencies
PROFESSIONALISM : Good knowledge of and exposure to a range of human rights issues, to include approaches and techniques to address sensitive problems. Good knowledge of institutional mandates, policies and guidelines related to human rights. Ability to identify problems, i.e. political, ethnic, racial, gender, social, economic etc, causing civil unrest in a country or geographical area. Good analytical and research skills, including ability to evaluate and integrate information from a variety of sources and assess impact on the human rights situation in assigned region/country. Good knowledge of the Americas region in addition to specific human rights expertise, knowledge of the political, social, economic and cultural environment. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.
COMMUNICATION : Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

Education
Advanced university degree, preferably in law, political science, international relations or other disciplines related to human rights. A first-level university degree in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of 5 years of professional experience, particularly in the field of human rights monitoring and/or technical cooperation activities and preferably with field experience in the region.
Languages
Fluency in Spanish and English, with excellent drafting skills. Knowledge of French is desirable.
Assessment Method
The candidate will be assessed through a competency-based interview.
Special Notice
Extension of the appointment is subject to Extension of the mandate and/or the availability of the funds. Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
