Background / General description:
The World Bank assists the Government of Indonesia, at many different levels, in its efforts to end extreme poverty and promoting shared prosperity. To meet this challenge, the World Bank needs to have strong human resources processes, services and programs to support its operations in Indonesia, including more than 400 staff and consultants.
The World Bank Office in Jakarta is seeking a dynamic and innovative professional to strengthen its Human Resources Unit. The HR Analyst is expected to fully demonstrate HR generalist capabilities as well as pursue specialized process are expertise within the HR lifecycle (from on-boarding through ending employment). It requires the highest level of client orientation, people management, attention to detail and strong organizational, analytical and problem solving skills.
The incumbent will report to Senior HR Business Partner and support the HR team in delivering a range of HR products/ services to client managers and staff in the Indonesia Country Office. This position is expected to work with relative independence in the interpretation of data; understanding the 'why' of HR policy as a basis for resolution of business problems.
Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 1 year term appointment.
Duties and Accountabilities:
  • Using a full understanding of the rationale underlying HR policies, guide clients in the interpretation of such policies and procedures, including their application to non-standard or new business situations. Assist clients with implementation of strategies for Performance and Career Management, Staffing and Recruitment, Job Evaluation, Conflict Resolution, Separation Management, On Boarding, etc.
  • Process Improvement. Identify areas for streamlining and improving the HR processes to ensure an efficient, common standard in Indonesia Country Office.
  • Engage in dialogue with internal clients on HR related topics, providing an institutional perspective in the discussion and resolution of issues/ problems. Convene focus groups to discuss HR program/ policy issues in specialized units, document and follow up. Prepare and make presentations to clients relating to the area of responsibility.
  • Participate in interview panel staff level E+ recruitment based on request from internal clients.
  • Together with Senior HRBP, Assist internal clients in the implementation of institutional and Country Office HR programs, e.g. Induction Check List, Coaching & Mentoring Program, etc.
  • Design and manage customized databases, and independently conduct research/ analysis/ special studies resulting in recommendations to facilitate decision-making on key planning, program and policy initiatives covering a range of HR management related areas (e.g. strategic staffing, organizational change, training, recruitment, performance management, etc.). This would imply not only data retrieval, but also development and testing of hypotheses, interpretation and write-up of analysis and recommendations on an independent basis with a minimum of supervision.
  • Learning and Development. Conduct training needs analysis as needed. Identify and develop HR-related training programs for Country Office HR Coordinators.
  • HR Practices Guide. Ensure that a consolidated reference for Indonesia Country Office HR Practices is up-to-date and available to all Indonesia Country Office.
  • Develop and provide regular HR MIS report to management team as a management analytical tool and to support HR decision making process.
Work implies frequent interaction with the following:
  • Internal clients in Indonesia Country Office (management, team leaders and staff) and HR network/ counterparts in Washington.
  • Colleagues in HR, Resources Management, Staff Association, respectful Workplace Advisors, etc.
Essential Specialized Skills/ Knowledge/ Competencies
  • Specialized experience in/ knowledge of at least 2 functional areas of HR.
  • Excellent information technology skills and in-depth knowledge of HR systems (Peoplesoft preferred), as well as strong Excel and Powerpoint skills.
  • Ability to conduct research and analysis on difficult but well defined tasks; articulate issues and recommend solutions.
  • A track record of being highly discrete and respected by staff as someone who handles sensitive information with utmost confidentiality.
  • Exposure to the full range of HR services and programs.
  • Knowledge of recruitment, appointment, employment and grading/ compensation/ benefit policies and procedures.

  • Ability to operate sensitively in multi-cultural environments and build effective working relations with clients and colleagues.
  • Excellent problem-solving skills, sound judgment and the ability to balance client interest and needs with institutional values, policies, guidelines and best practices.
  • Excellent verbal and written communication skills in Indonesia and English, with a particular focus on ability to present well-reasoned analyses, findings and recommendations. Proven ability to draft components of reports and working papers in English.
  • Ability to function effectively in multi-disciplinary teams within a matrix management.
  • Demonstrated ability to work independently with a pro-active approach to work and willingness to learn.
Selection Criteria:
Minimum Education/ Experience at recruitment/ selection
  • Minimum Education: MA/ MS in HR, management, behavioral sciences, business or other related field with 2-5 min years of experience after Masters Degre or equivalent combination of education and experience.
