Organizational Setting and Reporting
This position is located in the Budget and Performance Reporting Service (BPRS) of the Field Budget and Finance Division (FBFD) of the Department of Field Support (DFS). The incumbent reports to a Unit Chief, and Section Chief.
Responsibilities
Within delegated authority, the Finance and Budget Officer will be responsible for the following duties:
- Support the work of the Division with regard to the review of major resource requirements and development of savings measures across peacekeeping and special political missions;
- inputs to major, multidimensional resource planning initiatives, including the Global Field Support Strategy;
- the development and support of effective and efficient budget management systems and processes that meet the requirements of dynamic field operations, including new, transitioning or closing field missions while ensuring full compliance with the UN Financial Regulations and Rules; and the implementation of the International Public Sector Accounting Standards (IPSAS) and Enterprise Resource Planning (ERP) in field missions.
- Provide guidance to Headquarters and field managers (including through field visits) with respect to the elaboration of resource requirements for budget proposals and performance reports including on financial rules and regulations, budget policies and procedures, recommendations of legislative and advisory bodies and Results-Based Budgeting (RBB) methodology.
- Analyse data with respect to the finalization of budget proposals and performance reports for field missions.
- Analyse and provide input into finalization of programme budget/financial implications in light of additional mandates.
- Prepare budgetary information for relevant legislative and advisory bodies, in particular the Fifth Committee of the General Assembly and the Advisory Committee on Administrative and Budgetary Questions (ACABQ) to support their budgetary review.

Education
- An Advanced university degree (Master's degree or equivalent) in business administration, finance, or related field.
- Professional accreditation as a Certified Public Accountant (CPA), chartered accountant or a similar professional accreditation is highly desirable.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
- A minimum of five years of progressively responsible experience in finance, administration, budget, business administration or related area.
- Three years experience in budget development and financial administration of resources at the international level is required.
- Experience in the formulation of new strategies and technical approaches to budgetary matters is desirable.
- Experience in the application of Results-Based Budgeting or similar performance management methodologies in area of work is required.
- Experience in the use of computer systems, such as IMIS financial modules, automated budgeting and accounting systems, and other spreadsheets and word processing applications is required.
- Experience in the use of Enterprise Resource Planning (ERP) Systems is an advantage.
Languages
English and French are the working languages of the United Nations Secretariat. For this post fluency in English is required. Knowledge of another UN official language is an advantage.
Assessment Method
Evaluation of qualified candidates may include an assessment exercise, which may be followed by competency-based interview.

These posts are financed by the Support Account for Peacekeeping Operations. Extension of the appointment is subject to extension of the mandate and/or the availability of funds.
