The majority of positions in OSCE field operations are filled by secondment, which means that individuals are nominated by their respective OSCE participating State. In addition, a limited number of seconded positions are available at the OSCE Secretariat and the institutions.
General Minimum Requirements
The general minimum requirements for working with the OSCE are:
- Excellent physical condition
- Possession of a valid automobile driving license and ability to drive using manual transmission
- Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:
- Graduation from a recognized police training school
- Negotiating and interpersonal skills
- Ability to read and utilise maps
- Ability to perform first aid
- Regular, active police service experience
- Very good oral and written English communication skills
- Knowledge of International Police Standards and human rights
Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:
Education:
Police administrative courses on human resources management and general police management
Experience:
Minimum 10 years of diversified and progressively responsible police experience including at least 12 months at management level relevant to the actual post
Mission Specific Requirements
Additionally, this particular post has specific requirements:
Mandatory:
- Extensive experience of supervisory, management and planning, dealing with multiple projects and implementing programmatic strategies
- Experience with implementation and management of Democratic Policing, Community Policing, Internal and External Oversight of Police, in the wider field of Police reform
- Experience in project management, especially in identification and evaluation
- Demonstrated analytical skills as well as maturity of judgement
- Clear understanding of International Human Rights standards together with their implications, with regards to public security and safety operations and development
- Experience in identifying, developing and implementing training measures as well as analysis of training needs
- Ability to design, develop, co-ordinate and implement developmental strategies/training measures in support of community policing and minority issues within the wider police environment
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
Desirable:
- Knowledge of the historical and current political situation of the Mission Area
- Previous field experience of similar function in an international environment
- Previous experience in a supervisory or managerial position in a national public safety service
Tasks and Responsibilities
Under the general management of the Head of Public Safety and Community Outreach Department and under direct supervision of Chief of Police Development Unit (PDU), the Chief, Police Affairs:
- Manages all aspects of the PDU Police Affairs Division, supervises the work of four international and seven national staff;
- Provides recommendations to the department's and unit's leadership, Ministry of Internal Affairs and other partners in the analysis, development, implementation and evaluation of Democratic Policing and Police Reform strategies;
- Implements or assists in the implementation of Democratic Policing and Police Reform projects that respond to identified needs from the OSCE, national and international partners, within the frame of mission's mandate and available resources;
- Monitors, mentors and guides the national counterparts on improvement of the Community Policing practices at Skopje Sector for Internal Affairs;
- Organizes, facilitates or participates in various meetings or working groups with national and international partners at Skopje region, following the mission's standard procedures and guidelines;
- Manages the design/formulation of the budget, action planning and daily operational schedules of the PDU Police Affairs Division;
- Oversees all projects and the day to day activities and reporting requirements of the Police Affairs Division;
- Monitors and reports on the effectiveness of Police Affairs Division projects, method of implementation to ensure compliance with acceptable OSCE standards and best practices;
- Establishes and maintains a close, productive, co-operative working relationship between OSCE staff, government officials, International Organizations which work on projects with focus on communities¿ concerns, specifically those related to public safety and inter-ethnic relations;
- Ensures administrative and logistical support, moral/welfare and discipline of all personnel of Police Affairs Division;
- Undertakes duties of the Chief of Police Development Unit whenever necessary;
- Performs other duties as required.
*Note: The extension of this post beyond 2014 is subject to fulfilment of Police Development Unit exit strategy for community policing
