Call for Expression of Interest: Geographic Information and Mobile Data Collection Support and Capacity Building Project
Background:
The Office of the United Nations High Commissioner for Refugees (UNHCR) was established on December 14, 1950 by the United Nations General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country. It also has a mandate to help stateless people. In more than six decades, the agency has helped tens of millions of people restart their lives. Today, a staff of nearly 8,000 people in more than 120 countries continues to help some 36.4 million persons.
Project:
This project will support ongoing activities and initiatives within the Field Information and Coordination Support Section (FICSS) that target increasing our capacity at the global and field levels by applying Geographic Information Systems (GIS) and mobile data collection methods and technology to enhance and improve our response.
In 2013, UNHCR adopted a new GIS software, ArcGIS, and has been working throughout the year to migrate its geographic data management, analysis and cartographic production to the new system. The overall goal is to harmonize the way we leverage this technology for global and field-based work and integrate this technology with legacy systems.
UNHCR is committed to continually improving our data collection procedures and technology. We have years of experience in the application of mobile data collection, primarily with OpenDataKit solutions. The successful implementing partner will need to have a specific understanding of applications of this technology in refugee and IDP operations to serve these populations.
Specific activities may be adjusted as opportunities arise or as planning of those collaborations also adjust to other constraints. Postponement, deletion of activities or the addition of new ones will be done in coordination with the implementing partner (IP) to ensure proper support and optimized use of resources. If and when needed, an addendum could provide additional activities and complementary budget resources upon review.
Goal:
UNHCR operations have the technical capacity to effectively leverage and maintain Geographic Information System (GIS) and mobile data collection technology/methods to make informed decisions regarding the populations we serve.
Objectives:
- GIS serves operations in managing geographic data and producing improved products and services for better response to populations under UNHCR's responsibility.
- Mobile data collection is applied to appropriate data collection activities in UNHCR and collaborative partner initiatives to improve collection and management of data to be used by operations for action.
Anticipated Outcomes:
- Efficient use of GIS for geographic data management and cartographic production in UNHCR to support informed decision-making and better serve populations of concern.
- Appropriate application and use of mobile data collection technology and methods for enhanced efficiencies and quality in the data collection process.
Main Activities:
- Provide technical support to FICSS and field operations in the ArcGIS migration, mainly supporting modifications on PostGRES/PostGIS server in a Linux environment and document work
- Provide support and documentation for further implementation of UNHCR ArcGIS Rollout strategy
- Provide training for GIS including geographic data management and mapping
- Support the data collection on Android platforms to ensure data quality, proper synchronization to local or portable server databases, proper transfer to other systems when required (where applicable), and facilitate the use of the data collected for reporting (database management)
- Assist FICSS and collaborative partners in defining core data standards, improved data models and best practices in form creation, and ensure that all Android forms respect the prescribed standards with providing secure server solutions for data storage
- Manage mobile data collection assets and maintain updates
- Include up to 5 months of field deployment information management support missions for GIS, or mobile data collection (this is dependent on the operational needs in 2014) Please contact us as soon as possible if you are interested in supporting this project.
