OBJECTIVES OF THE PROGRAMME :
The overall objectives of the Polio Eradication Initiative are to lead the global eradication effort of national governments and the Global Polio Eradication Initiative (GPEI) Partnership to interrupt the transmission of poliovirus worldwide, certify eradication, eventually stop the use of oral poliovirus vaccines, and mainstream the polio eradication infrastructure.
Description of duties:
1. Support the Assistant Director-General/ Polio, Emergencies and Country Collaboration (ADG/PEC) in managing WHO's participation in key GPEI inter-agency oversight and management bodies, including serving as WHO secretariat to the Polio Steering Committee (PSC), and coordinating WHO input, reporting to, and briefings for the Polio Oversight Board (POB).
2. Serve as secretariat for the WHO/HQ Polio Endgame Management Team, chaired by the Director-General (or Deputy Director-General in the DG's absence), with responsibility for coordinating all aspects of this inter-cluster management body including the identification of issues, development of agendas, coordination of briefings, documentation of findings, and tracking of assignments.
3. Manage the cross-organization polio legacy planning process (including production of a workplan to guide WHO's legacy strategic planning process, with definition of a critical path and key project milestones/timelines), in consultation with WHO HQ/ Regional Offices/ Country Offices, technical representatives of the full range of core partners, donor partners and oversight and advisory bodies.
4. Represent WHO on the GPEI Legacy Planning Working Group, ensuring WHO interests are fully represented in the development and implementation of elements of the cross-agency workplan. As a member of the working group, contribute to the production of documents and materials for all consultations with relevant partners, countries and other stakeholders, including mapping of polio assets and documenting and disseminating 'knowledge and lessons learnt' to benefit both polio eradication efforts and other health priorities.
5. Produce consultation papers on the polio legacy planning process for WHO's governing bodies in conjunction with regional offices, HQ, core partners, other relevant stakeholders, to include a working draft of the polio legacy global framework (including structure, major elements and general content for the legacy options), for review by the GPEI oversight and advisory bodies and, eventually, WHO governing bodies.
6. Lead and/or participate in missions to selected countries with substantial polio resources to contribute to development of country-specific legacy and/or human resources transition plans.
7. Work with the Programme Manager, Programme Operations and Cluster Management ( PCM) on long-term human resource planning and projects with relevance to the Organization's management of its polio legacy, including the production of relevant materials for WHO governing bodies.
8. Develop strategic and/or management solutions to Endgame implementation issues, as requested by ADG/PEC, in consultation with Director, Polio Operations and Research (POL), and in coordination with relevant partners.
9. Undertake other assignments and/or responsibilities as requested by ADG/PEC, and in consultation with Director, POL and other relevant senior staff, to support the successful implementation of the Polio Eradication and Endgame Strategic Plan 2013-2018.
REQUIRED QUALIFICATIONS
Education:
Essential
  • Advanced degree in management or related discipline.
Desirable
  • Training in public health would be an advantage.
Skills:
Essential
  • Proven leadership and coordination abilities, with capacity to work and communicate effectively with staff at all levels in government, donors, international organizations, nongovernmental organizations (NGOs) and with partner agencies.
  • Strategic planning, organisational planning, communication and management skills, of both teams and resources.
  • Excellent oral communication, writing and presentation skills.
Computer literacy.
  • Familiarity with software of common use, particularly Word, PowerPoint and Excel.

Experience:
Essential
  • At least ten years' experience in the field of international relations or development (policy and strategy development and their application in developing and/or developed countries), including demonstrated experience in management, in leading large cross-organizational projects, in working with governance structures/boards, and in working within international health partnerships.
Desirable
  • Experience with polio eradication programmes at national or international level.
  • Experience with international organizations and/or nongovernmental organizations.
Languages:
Essential
  • Expert knowledge of English.
Desirable
  • Intermediate knowledge of French.
