Background
UNDP's project of support to the Ministry of Political Development (now the Ministry of Political and Parliamentary Affairs) and political parties was initiated in 2011. As part of this support, the project aims at building capacities of the Ministry in order to reach out to different groups including women and youth to foster their political participation. In light of this objective, this assignment aims at supporting the Ministry's communication and outreach capacity through revamping the Ministry's website.
Duties and Responsibilities
UNDP plans to support Ministry of Political and Parliamentary Affairs (MOPPA) in a review and revamp of the its website; to become more interactive and informative, and to provide tools for constant updating upon a logical, user-friendly and attractive manner. The aim of this consultancy is to carry out research, produce and map out a new web redesign and:
Planning Phase:
- Map contents of MOPPA website, sub-domains and other online assets;
- Provide wireframes of current structure of the website;
- Collect web monitoring reports and analysis;
- Identify users and stakeholders;
- Set up survey to gauge users' needs;
- Prepare Request for Proposal and Terms of Reference and other procurement documents if needed, extend technical support to the assessment of offers;
- Prepare timeline/implementation schedule, guidelines and checklists for web redesign project;
- Define visual identity, information architecture, user experience and online engagement for the new web site;
- Develop initial design/structure of the web site.
Design and Development Phase:
- Work with MOPPA on project implementation;
- Facilitate meetings/consultation process with MOPPA in communicating project expectations and deliverables;
- Provide wireframes of new design architecture;
- Focus on user-centered design and ensure that design project follows those principles;
- Report on progress and performance;
- Coordinate with IT division at MOPA, web hosting provider and other technical teams;
- Identify maintenance plan.
Data Migration Phase:
- Review current contents of the web site;
- Make a detailed plan of the content migration;
- Guide the transition of the online contents to the new web content management system (CMS);
- Set up focus groups for adjustments on design and structure;
- Implement branding/visual identity, editorial consistency;
- Provide technical support and training on CMS.
Based on the above tasks, below are the deliverables and respective timeline:
- Completion of planning phase: 20 November 2013;
- Completion of design and development phase: 15 November 2013;
- Completion of data migration phase: 15 December 2013.
The developer will work under the overall supervision of MOPPA and UNDP relevant staff. Oversight from Governance Analyst will be entailed.

Functional Competencies:- Ability to prioritize and complete multiple tasks under pressure without direct supervision, working both independently and with a team;
- Strong organizational, analytical and problem solving are required;
- Good interpersonal and teamwork skills.
Required Skills and Experience
Educational:- Graduate degree or equivalent and a minimum of 5 years of experience in Information Management and web project management experience.
- Experience in working on similar projects
- Solid experience in leading web redesign/web migration projects of global sites;
- Good project management skills and experience in handling business relationships with external vendors;
- Fully versed in content management system, web technologies, transition and migration of complex web sites;
- Knowledge of and work experience in Social Media applications.
- Fluency (oral, written) in Arabic and English is required
Only proposals from individuals demonstrating the the above skills and experience will be considered.
Documents to be Included when submitting the proposals Interested individual consultants must submit the following documents/information to demonstrate their qualifications:
Technical Proposal:
- Explaining why they are the most suitable for the work
- Provide a brief methodology on how they will approach and conduct the work
- Personal CV including past experience in similar projects and at least 3 references.
Financial Proposal (Lump Sum) Applicants must submit a financial proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided (including travel, per diems, and number of anticipated working days).
Evaluation The selection process will be carried out in the following manner:
Qualifications, technical proposal and an interview will be weighted a max. of 70% based on the following criteria:
Criterion Max point; technical background and professional experience 30%; previous similar assignments 20%; Methodology 20%; Financial proposal will be weighted a max of 30%.
