II. ORGANIZATIONAL CONTEXT AND SCOPE
IOM is committed to the principle that safe and orderly migration is a benefitto migrants and society, and is essential for achievement of the MillenniumDevelopment Goals. As a global intergovernmental organization, IOMsupports governments to effectively manage the various challenges related tomigration, and also provides assistance to migrants. In the health sector, thisinvolves acting as a technical agency to address national priorities and as animplementing agency which partners with government, communities, andother agencies to strengthen health systems to meet the needs ofhardâ€toâ€reach mobile populations, migrants, and their local host communities.
Within the context of promoting safer migration, IOM's Eastern Myanmar Health Programme comprises several projects that extend the reach ofgovernment health systems to locations which host internal migrants and arealso transit, source, and return communities for international migrants. IOM'sprogramme involves close partnership with government counterparts andbuilds capacity of partners and migrant hosting communities for healthpromotion, diagnostics, referral, treatment, and for extension of servicedelivery to vulnerable groups. The comprehensive package addresses keyhealth challenges faced by migrants, including maternal and child health,tuberculosis, HIV/AIDS, malaria, and in some locations primary care.In line with the Myanmar National Malaria Strategic Plan 2010 – 2015 and Strategic Framework for Artemisinin Resistance Containment in Myanmar(MARC) 2011-2015, IOM GF – ATM (malaria) is implementingcommunityâ€based malaria control activities in highlyâ€endemic hardâ€toâ€reachareas in six townships of Mon State and one township of Kayin State. The project implementation strategy includes mobile malaria clinics, malaria RDT(Rapid Diagnostic Test) volunteers, fixed microscopy units and empoweringcommunity participation in malaria control.
III. RESPONSIBILITIES AND ACCOUNTABILITIES
Under the overall supervision of the Head of Sub-office, Assistant ProjectManager (Medical), and the direct supervision of the malaria Medical Officer,and under the overall technical supervision of National Health Coordinatorand Senior Programme Associate – malaria, the incumbent is responsible forthe effective and client-centred Global Fund supported IOM malaria projectand will work for the mobility-affected communities to identify their specifichealth vulnerabilities, particularly malaria and help them to increaseawareness and resilience by developing specific malaria control activities.These responsibilities are for assigned project area and target populations asdirected by the current and future programming. This will be conductedthrough two means:
1. Increase community awareness and resilience by mobilizing, organizing and supporting to Village/Cluster Mobility Working Groups(VMWG/CMWG).
2. Supervise diagnosis and treatment of RDT volunteers working in migrant clusters/cut-off village/settlement.S/he will be responsible for;
A. Supporting the leadershipandcommunitiesrespective villages/clusters to develop Awareness Raising and Prevention activities
- Conduct malaria Behaviour Change Communication (BCC) sessions,utilizing and distributing IEC materials; promote malaria prevention andcontrol measures through population data collection and distribution ofLongâ€lasting Insecticideâ€treated Bed-nets (LLIN) in the communities;organize and distribute LLINs and organize and conduct periodic massbed-nets (re)treatment campaigns.
- Empower and provide guidance for community mobilization, andfacilitating community-based project discussions and activities throughregular interaction with Village/Cluster Mobility Working Groups (VMWG)and RDT volunteers.
- Coordinate with the HIV/TB TCPA for LLIN distribution and bed-nettreatment.
B. Supervise Rapid Diagnosis Test (RDT) volunteers and collaborateVillage/Cluster Mobility Working Groups (VMWG)
- Facilitate the recruitment process of RDT volunteers per village / clusterby working together with VMWG/CMWG.
- Supervise and support on-site coaching the RDT volunteers onprevention, active case detection by means of mobilizing the RDTvolunteers, treatment, and referral of severe malaria patients,2documentations and reporting.
- Liaising with VMWG to ensure communities have continued access toprevention, active case detection, treatment and referral of severe malariapatients.
- Identify the training needs of the RDT volunteers and organize necessarytraining together with the malaria Medical Officer in line with the StateNational Malaria Control Programme (NMCP) guideline.
- Supervise the RDT volunteers in organizing mass treatment campaigns ofbed nets and distribution of Long Lasting Insecticidal Bed Nets (LLINs) incoordination with VMWG/CMWG.
- Identification of potential targeted areas withburden/endemicity and complementary activities.
- Mobilization of resources to strengthen the active case detection incollaboration with the IOM staff of GF mobile clinic team, fixedmicroscopy units, HIV/TB Township Community Project Assistants,across IOM MARC project staff, DoH counterpart and other agencies ifneeded.highermalaria
C. Documentation, Data collection, reporting
- Collect relevant information related to LLIN distribution, bed nets treatedwith ITN and community mobilization to carry out those activities,supervision visits to volunteers, RDT volunteers trained and active, PARsession, awareness raising health education sessions, distribution of IEC materials and reports from RDT volunteers and reporting to malariaMedical Officer.
- Notify and report in case of malaria outbreaks or at risk.
- Document the Participatory Action Research (PAR) process, recordingand reporting as requested on programme process and on any findingsrelevant to the project.
D. Monitoring and evaluation activities
- Organize monthly RDT volunteer meeting and facilitate experiencesharing and lesson learning by each RDT volunteers.
- Ensure the effective monitoring and evaluationprogramming in assigned geographic locations.
- Assist malaria Medical Officer in preparing monthly work plan togetherwith the other malaria TCPA and organize monthly reflection meetingswith RDT volunteers to share experience and challenges to work out forpossible solution
- Monitor and evaluate the performance of each RDT volunteers,achievements and to expand/shut down/identify new places of RDTprovision sites/areas to help the programme review with the MedicalOfficer
- Weekly activity reports (quantitative and qualitative) with interpretation oftrends on mobility and identifying the new migrant clusters.ofthemalaria
E. Public/private relations and communication
- Assist the Medical Officer/Assistant Project Manager in organizing advocacy meetings with key persons in the Township and/or Villages.
- Establish and maintain regular formal and informal contacts/ good professional relationships with local administrative, religious and educational authorities as well as partners (UN, INGOs, NGOs and other stakeholders) in the township and village levels, to represent the malaria programme activities and receive feedback.
- Develop and maintain good professional relationships with all health actors in the townships and villages through regular informal/formal meeting.
- Upholding, explaining, and defending the IOM principles, position and strategy in the public, to the local authorities and other partners in the township and village level.

V. EDUCATION AND EXPERIENCE
- Myanmar National with University degree holder.
- Background in community development programming.
- Strong background in malaria project implementation is desirable.

Required
- Good knowledge of spoken and written English.

- Myanmar plus Kayin and/or Mon language proficiency is preferable.
