OBJECTIVES OF THE PROGRAMME :
The Health System Governance, Policy and Aid Effectiveness (HGS) unit mission is to enable Member States to improve equity in health, access, coverage and quality of health services through the development, implementation and monitoring amp; evaluation of robust National Health Policies, Strategies and Plans. This is done through policy dialogue informed by sound evidence, systematic learning and capacity building. The main functions of the HGS unit are to provide global leadership and strategic direction for WHO in relation to strengthening of national health policies strategies and plans, health systems governance and aid effectiveness.
Description of duties:
For the unit partnership programmes:
  • Undertakes defined project management tasks, including information management and coordination of activities, and contributes to the organization of visibility actions, monitoring, and financial and
    narrative reporting;
  • Supports consultant contracting management processes;
  • Assures information sharing with other components of the programmes and across different WHO levels involved in the programmes;
  • Undertakes the programmes' financial management, including budget planning and budget execution monitoring;
  • Contributes to the various databases developed by the unit;
  • Provides updates to the partnership programmes' webpage for the analytical-conceptual work of the HGS team ;
  • Contributes to the conceptual work of the HGS team, particularly as to gathering, analyzing, synthesizing and disseminating country evidence relating to good practice on governance and National Health Planning / Policy Dialogue / Aid Effectiveness;
  • Contributes to the organization and facilitation of training and capacity building measures as well as inter-country exchange workshops;
  • Provides updates to the NHPSP webpage.
    Achievement activities include:
  • Compile program reports, acquire and share information with technical teams and regional and country offices on programmes' activities;
  • Raise visibility of the partnership programmes;
  • Compile technical documents and discussion papers.
    REQUIRED QUALIFICATIONS
    Education:
    * Essential
    University degree in medicines, health management, health economics, or political/social sciences

    Desirable
    Post-graduate degree in one of the above mentioned areas.
    Experience
    Skills:
    Sound knowledge of health systems governance, national planning process and aid effectiveness in
    the health sector. Analytical and writing skills to identify critical issues and prepare a variety of
    documents and briefing materials. Good communication skills, both oral and written.
    Organizational and coordination skills. Ability to work within and contribute to a team.

    Experience:
    * Essential
    Two years' experience in a relevant field.
    Desirable
    Experience in WHO or other UN agencies. Experience with NGOs and bilateral agencies.
    Languages:
    Expert knowledge of English. Intermediate knowledge of French desirable.

    Annual salary:
    (Net of tax)
    $46730 pa at single rate
    $49821 pa with primary dependants
    Post Adjustment:
    103.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
