Background
Ministry of Foreign Affairs in its cooperation with UNDP has developed and applied the e-Consulate system for increased efficiency in its service delivery. The Project aims at efficiency and cost-effectiveness with a focus on enhanced citizen-satisfaction from the services of the Ministry all over the world. The expected outputs of the Project are as follows: (a) use of the improved e-Consulate system for efficient service delivery institutionalized through enhanced institutional and individual capacities of the MFA (b) broader and full-fledged application of the existing e-consulate system realized through the outreach strategy aiming to increase awareness of the citizens and respective stakeholders.  
Duties and Responsibilities
  • Planning and managing the IT equipment determining the needs and furnishing information for the procurement processes
  • Networks administration
  • Analyzing the basic system design requirements
  • Maintenance of general computer system infrastructure
  • Extending software and hardware support to missions of Turkey in abroad
  • Setup configuration and maintenance of online connection between the Ministry of Foreign Affairs and the missions in abroad.
  • Solving hardware problems on 24 hours and 7 days basis
The staff will report to the National Project Coordinator at Ministry of Foreign Affairs and Democratic Governance Program Manager at UNDP.

Required Skills and Experience
General Qualifications
Minimum Requirements
  • University degree with a combination of relevant qualifications and experience in Information Systems or other related fields,
  • Good communication skills in Turkish
Assets
  • Ability to communicate in English is an asset.
  • Having well-known ICT related certificates (MCITP, CCNP etc.)
Professional Experience and Qualifications
Minimum Requirements
  • Minimum 3 years of working experience
Specific Experience and Qualifications
Minimum Requirements
  • Minimum 3 years of experience in ICT including Microsoft Windows server administration; network administration; use of industry standard hardware/software and telecommunication facilities
  • Minimum of 1 year of working experience in the IT projects
  • Minimum 6 months of experience on ICT projects of Turkish government
Notes:
  1. Internships (paid/unpaid) are not considered professional experience.
  2. Obligatory military service is not considered professional experience.
  3. Experience gained prior to completion of undergraduate studies is not considered professional experience.
Other Considerations  
Staff will be duty-stationed in Ankara.
